SL7$JECT : ADDITIONAL HARDWARE AND SOFTWARE COMPONENTS
PROPOSAL:
As presented to the City Council during the Computer System Proposal, the
City staff would be requesting the acquisition of a financial software package
for application with the IBM System/36 computer. Additionally, additional
disk capacity was stated as a component of this application due to the amount
of data compiled in any financial system.
City staff is currently proposing the acquisition of a General Ledger/Accounts
Payable Software package offered by the DLH/INE Corporation. DLH is
currently the largest municipal software vendor in California and has local
installations in the neighboring cities of Ojai and Santa Paula. The General
Ledger/Accounts Payable Software package will become the central module
of the City's government financial system. This module will accommodate
the structural requirements of fund integrity,- proof and post all incumbrances,
invoices, cash receipts and journal entries to the permanent files. The
additional modules, such as Payroll/Personnel and Budgeting Assistance System,
are contained in the next fiscal year's budget proposal.
Also proposed to the City Council is the acquisition of the 9332 External Disk
Drive and CO2 Systems upgrade. As mentioned previously in this report and
in the Computer System Proposal, this additional disk capacity would be
necessitated by the addition of the financial software package. This external
disk drive will increase the System 36 computer capacity from 60 megabytes
to 200- megabytes.

SUMMARY :
As noted during the Computer System Proposal in February, City staff had
projected that the addition of the Financial Management System, additional
funding above the $50,000 budget appropriation, may be necessary.
However, because staff is not proposing the purchase of the entire Financial
Management System and is not proposing the purchase of the Team Mate
Software package (addressed in the Computer System Proposal report), there
will be no need for an additional appropriation this fiscal year.
In an attempt to maintain a communication with the City Council with regards
to information on the total costs of the Computer System, City staff has
listed below the current costs to date, proposed purchase as addressed in
the proposal portion of this report, and the 1987/88 fiscal year proposed
costs:
Current Year to Date Cost Estimate $32,000
-Equipment includes: (2) 3197 terminals,
(1) MAT, (1) 3812 Pageprinter, (1) System
36 Model 5362, Word processing - Displaywriter
36 Software, PC support software and miscellaneous
cabling and equipment.
Proposed Expenditure As Requested in this Report $15,650
-Equipment includes: (1) External Disk Drive and
Systems upgrade ($9,950) and General Ledger/
Accounts Payable software package - DLH ($5,700)
TOTAL EXPENDITURES FISCAL YEAR 1986/87 $47,650

(1) Matrix Printer, Payroll/Personnel Software,
Budget Assistance software, miscellaneous
cabling and equipment.
As indicated in prior reports, the Finanacial Management System software is
essential for adequate financial reporting. Due to the City's growth, the
manual system should be upgraded to an automated system to keep pace with
the increased activity in the Finance Department. It is felt that the
accessibility created by this automated system will allow staff to possess
timely data which is essential in decision making.

RECOMMENDATION:
Authorize purchase of the External Disk Drive 9332 and CO2 Systems upgrade
and acquistion of the DLH General Ledger/Accounts Payable software package
with total costs not to exceed $15,650.
