SUBJECT : PROPOSED FUNDING MECHANISM FOR PROPOSED COUNTY
TRANSPORTATION COMMISSION
The City Council on June 17, 1987 adopted Resolution No. 87-393 endorsing
the formation of a County Transportation Commission with a seven-member
Board. This Board was to consist of two (2) County supervisors, three (3)
councilmembers from amongst the ten (10) cities, as appointed by the City
Selection Committee, and two (2) citizen members with one appointed by the
Board of Supervisors and one by the City Selection Committee.
At the time the report, as prepared by the VCAG Organization Committee,
was considered by each City, it was acknowledged, but not formerly enacted,
that the funding mechanism would be from the Local Transportation Fund
(LTF) allocations. Up to 2% of these funds would be used for transportation
planning and programming, and such allocation would be subject to approval
by each City and the County which would otherwise receive the allocation.
The LTF fundsnow come to us for transit and street road purposes.
The Board of Supervisors, through Director of Public Works Art Goulet,
has indicated that the Board will not consider the action until the funding
source recommendation is formerly acted upon by each City. They've also
indicated they wanted acknowledgement by July 15, 1987 so the Board can
consider it on July 21.
The funding mechanism, as proposed, is the most appropriate source. It's
one already permitted by law for other counties, and currently each City
is allowed on a voluntary basis to contribute a percentage of LTF funds to
SCAG for regional transportation planning purposes. In the past, Moorpark
has not given LTF funds to SCAG.

In order to meet the Board-imposed deadline, I've sent a letter indicating
my understanding that the Council's action included the use of up to 2%
of LTF funds for transportation planning, but that the City Council will
formally consider such action on July 15 with information of action to be
given the County by July 17.
RECOMMENDED ACTION
Adopt Resolution No. 87- Slp,Z , endorsing use of up to 2% of LTF funds
to fund the proposed County Transportation Commission with the allocation
of said funds subject to the approval of each City and the County of Ventura.
