Two bids were received for the truck without the utility bed. One bid was received for the utility bed only. The low bid for the 1988 model truck was for $14,347.74 ($13,535.60 plus sales tax). The utility bed bid was for $2,868.36 including applicable sales tax. There are three apparent problems with the bid: 1. The combined price for the two items exceeds the budgeted amount of $12,000. 2. Both bidders cannot deliver the vehicle for at least 120 days. 3. The bid specifications should have been structured to require the bidder to provide the utility bed as part of the vehicle. For these reasons, it is recommended that the bids be rejected. City staff desperately needs a utility vehicle because of City public works maintenance activities. We are currently overworking the existing small pickup. In addition, the second pickup that was donated by Urban West has been planned for use by the Code Enforcement Officer. The cost range is now known, and it is apparent that the staff did not request sufficient funds. The truck was planned to be purchased with Gas Tax Funds. A review of the City' s purchasing rules indicates that the City can reject these bids and use informal purchasing procedures to secure the needed vehicle. It is also possible that a 1987 model can be obtained at some cost savings. The resale value should not be impacted because it is likely that the City would keep the vehicle until it is taken out of service. By 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 proceeding with an informal purchase, the City can negotiate the price and secure either a 1987 or possibly a 1988 vehicle in a much shorter period than 120 days. Staff is also investigating the possibility of using the standard bed that will be removed as a trailer. STAFF RECOMMENDATION: 1. Reject all bids. 2. Appropriate an additional $5,500 from the Gas Tax Fund for the purchase of the one ton truck with utility bed. 3. Authorize staff to proceed with the purchase of the truck using informal bid procedures, and to make minor adjustments to the truck specifications.
