COMMENTS
1. The attached mitigation measures abstracted frau the EIR proposal for
subsequent use should be incorporated into the design of the
subdivisions. It does not appear this is presently the case.
2. Additionally, the EIR should address tract level detail regarding the
land use incompatibility of Tract 4341, lots 62-72 (Ca. 4200-5300
S.F.) vs. Home Acres lots, 1.0 ac. (Parcel 505-06-2) - 2.5 ac. (Parcel
505-11-13) . Both the residential intensity of use and the urs
allowed in each zone should be addressed.
The impacts of the permitted use of farm animals immediately adjacent
to a zone which does not allow them should also be discussed. This
should include noise and odors.
Alternatives such as buffers and reduced density should be addressed
and the environmentally superior alternatives should be adopted as a
mitigation measure.
3. Even though Dalaway Drive is not presently proposed for connection,
the ultimate possible extension of it and the resultant growth
inducing effects should be addressed in the ELR.

SUBJECT: Tracts 4340-4342, Moorpark
By memo dated 9/24/87, you requested our comments on the subject
tracts in Moorpark. They are within PC-3 .
The basic issue relative to these developments is expected to
occur off-site from a flood perspective since conditioning of
development should adequately protect on-site development. The
only issue we view as having potential significance is the
impact of development on downstream channels, i .e. , Home Acres
Drain and the Arroyo Simi. The PC-3 EIR did discuss this issue
and the developer agreed to install a retention basin. This
basin has now been completed and is evident on Tentative Tract
4341. In addition, maintenance responsibility for various
reaches of Peach Hill Wash will have to be determined.
On-site problems relate to the Arroyo Simi Home Acres Drain
and Peach Hill Wash. They may be described as follows:
Tract 4340
1 . Parcel A, lots southerly of "I" Court and a portion of
Parcel B abut Peach Hill Wash. It appears a portion of
Peach Hill Wash will require relocation.
2. A portion of Parcel B abuts Home Acres Drain at the rear of
lots in Moorpark Home Acres.
3. The Arroyo Simi is adjacent to Parcel B on the north.
Tract 4341
1. Includes the area of the existing retention dam.
2. Includes a proposal to place a rectangular concrete-lined
channel from the retention basin to a downstream stabilizer.

3. Includes a proposal to improve Peach Hill Wash adjacent to
" I" Court in Tract 4340 with a channel that does not appear
to meet F.C. D. standards.

Tract 4342
1. Includes a proposal to improve Peach Hill Wash within
multifamily residential lot with what appears to be .i
channel that does not meet F .C.D. standards .
2. Abuts the Arroyo Simi on the north. Lots along "0" Court
may infringe on R/W required for future widening of the
Arroyo Simi .
Conditions will be requested requiring dedication of land rcr;hts
to the F.C.D. These dedications can range from fee title to
simple inundation easements. This will be appropriate for all
channels.
Development affecting Peach Hill Wash will be required to
improve the channel or, alternatively, to recognize the 100-ye:ic
flood plain and potential erosion hazard areas and stay away
from them. In areas where construction does not meet F.C. D.
standards , either the City or a homeowners ' association will
have to provide long term maintenance.

EXECUTIVE SUMMARY
This report summarizes the procedures and results of a
traffic impact study for the West Village portion of Planned
Community No. 3 , which is located in the southwest corner of
the City. The other portions of Planned Community No. 3
consist of the North Village and the South Village, with
ultimate development including 2500 dwelling units, a high
school, two elementary schools, a community park and a
Community Focus-Center.
The report summarizes an analysis encompassing the City area
south of the Arroyo Simi . Thirteen intersections and
numerous roadway links are analyzed under the following four
scenarios:
1. Existing.
2 . Completion of all study area developments and
public improvements prior to project
construction.
3 . Project completion.
4 . Ultimate study area development and connection of
the Route 23 and Route 118 Freeways.
For the analysis to proceed, it was necessary to make
certain assumptions at various points. These assumptions
included the following:
1 . The regional distribution used was 5 percent
north, 20 percent west, 45 percent east, and 30
percent south.
2 . For a Scenario II horizon year of late 1988, it
was assumed that the Tierra Rejada Road bridge
would be open to traffic, and that all
developments currently under construction in the
study area would be completed. These projects
include various residential tracts, schools,
parks, and the Embassy commercial project.
3 . Once the Tierra Rejada Road bridge is opened,
a significant portion of the traffic originating
in the study area will be diverted from Spring-
Road to the new Tierra Rejada Road route.
4 . Once the Tierra Rejada Road bridge is open, some
through traffic will be diverted from the Los
Angeles Avenue - Route 23 Freeway route to the
Tierra Rejada Road - Route 23 Freeway route.

5 . For each of the scenarios, traffic was generated
and distributed without regard to capacity
constraints. This means that all traffic was
assigned to specific routes on the basis of
desirability when, in fact, the resulting
congestion may divert some traffic to alternate
routes.
6 . The primary effect of the freeway connection on
the study area circulation system will be to
concentrate all study area traffic to and from the
east along Tierra Rejada Road as a means of
accessing the freeway connection.
The report makes the following findings:
1 . Development of cumulative projects will continue
to impact intersections along the Los Angeles
Avenue corridor. Mitigation measures are
identified, including the construction of
additional through lanes, additional left turn
lanes, and the addition of right-turn overlap
phasing.
2 . The signalized intersections at the Tierra Rejada
Road freeway interchange require capacity
improvements in conjunction with the freeway
connection project.

3 . A traffic signal is currently warranted at the
intersection of Spring Road - Tierra Rejada Road.
It is recommended that the design for this signal
begin at once.

4. Although a traffic signal is currently warranted
at the intersection of Spring Road - Peach Hill
Road, the expectation of decreased traffic volumes
on Spring Road following the opening of the Tierra
Rejada Road bridge leads to the conclusion that a
traffic signal should not be installed at this
time.
5 . Although not presently warranted, the expectation
of warrants being satisfied for Scenario II leads
to the recommendation that design and construction
proceed immediately for traffic signals at the
intersections of Tierra Rejada Road with Mountain
Meadow Drive, Walnut Creek Road, and with Peach
Hill Road.
6 . Upon completion of the proposed project, it is
anticipated that traffic signals will be warranted
at the intersections of Tierra Rejada Road with
"A" Street, "Q" Street, and with Mountain Trail
Street. For reasons relating to lead time
necessary for design and construction, positive
traffic control at intersections, and the use of
the signals to facilitate ingress/egress at the
new high school, the City may wish to consider the
early installation of signals at these locations.
7 . It is recommended that Tierra Rejada Road between
Spring Road and the Route 23 Freeway immediately
be upgraded to a four lane facility. To conform
to City standards relating to horizontal
alignment, vertical alignment, design speed,
visibility, and structural composition, it will be
necessary to remove and reconstruct this section
of roadway.
8. Because traffic demand may ultimately exceed the
level of service C capacity for a four lane
facility, it may eventually be necessary to widen
Tierra Rejada Road between Spring Road and the
Route 23 Freeeway to a six lane section. Interim
construction and right-of-way acquisition should
proceed with this in mind.

45% to the east via Tierra Rejada Road and the
Freeway connection.
Different distributions were assumed for the
industrial/business land uses and the commercial land
uses in the north phase. The north phase
industrial/business traffic distribution was as
follows:
5% to the north via Spring Road
20% to the west via Los Angeles Avenue
5% to the south via Spring Road
25% to the south via New Los Angeles Avenue and the
Route 23 Freeway
45% to the east via New Los Angeles Avenue and the
freeway connection
The north phase commercial distribution was assumed as
follows:
10% to the north via Spring Road
40% to the west via Los Angeles Avenue
40% to the south via Spring Road
10% to the east via New Los Angeles Avenue and the
freeway connection.
Specific traffic assignment allocations were made and
the resulting daily traffic volumes for Scenario IV
(Ultimate) are shown in Exhibit 10.
It is estimated that the primary effect of the Route 23
- Route 118 Freeway connection on the study area
circulation system will be to concentrate all traffic
to and from the east along Tierra Rejada Road as a
means of accessing the freeway connection. Exhibit 10
therefore reflects revised distribution assumptions for
Zones A-F.
It is noted that traffic volumes along Tierra Rejada
Road east of Spring Road may approach 40, 000 ADT
following ultimate build-out of the study area.
Because this may necessitate the construction of Tierra
Rejada Road as a six-lane facility in this area, the
City should monitor the situation and reserve adequate
right of way as development occurs. It is also
