GENOVESE City Treasurer T O : The Honorable City Council FR OM • Steven Kueny, City Manager DAT E : April 3, 1986 S U B J E C T : Update re Neighborhood Councils BACKGROUND A few weeks ago staff was directed to review the use of Neighborhood Councils/ Associations in other cities. By coincidence the Ventura County Grand Jury is proceeding with a directly related questionnaire. Rather than duplicating effort, staff is currently waiting for the Grand Jury to complete its survey. In 4 to 6 weeks their resuls should be available and can be combined with the other information that will be prepared by staff. It is estimated that a report can be submitted to the Council prior to July 1, 1986. RECOMMENDATION: Receive and file. If so, how many? • Is every neighborhood represented, or given the opportunity to be represented? • What are the benefits to your city using Neighborhood Councils/Associations? • Briefly, what is their purpose and how do they function? • Is the Executive Board of the Neighborhood Council/Association elected or appointed? If appointed, by whom? • How are the boundary lines of Neighborhood Councils/Associations determined? By Whom? • Is the coordinator (between city and the neighborhood) a member of city staff or a volunteer? • How are matters of interest to a particular neighborhood brought to the attention of the Neighborhood Council/Association? • What, then, is the procedure for issues raised by a Neighborhood Council/Association to be considered by the city council? • What weight is given to the recommendations of the Neighborhood Council/Association? • If your city does not have Neighborhood Councils/Associations, has the idea been considered recently?
