S U B J E C T : Supplement to Engineer's Reports for Assessment
Districts Nos. AD-84-2 and AD-85-1
BACKGROUND
There are two actions to consider for each District. These actions are taken
by resolution:
1. Review and approve the Engineer's Report. The reports may be
L modified at this time. As indicated last year, the City Council may
change the report, including adjustments to the items of work and
budget, as well as the method of spread at the time of hearing
provided for in No. 2 below.
2. Declare intention to order assessments for Fiscal Year 1986-87 and
set for hearing on June 2 to permit objections.
The Engineer's Reports provide that those parcels with dual use of commercial
and residential be assessed at the commercial rate. The question concerning
Mrs. Clement's inquiry has been previously explained. In 1985-86 she was
correctly assessed for one residential andone commercial parcel. The issue is
whether relatively small commercial parcels should be placed in a different
category. City staff will discuss this in more detail at the meeting.
In previous discussions we have used single family uses as the standard for com-
parison. The following is a comparison of the 1985-86 rates and 1986-87 proposed
rates:

Re: Assessment Districts
As can be seen, it is unchanged for the AD-85-1 and down by 12% for AD-84-2.
RECOMMENDED ACTION
Review Reports and after making any desired modifications:
1. Adopt Resolution approving Engineer's Report
2. Adopt Resolution Declaring Intention to Order Assessments for
Fiscal Year 1986-87 and Set for Hearing on June 2 to Permit
Objections.
