SUBJECT: COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT PROGRAM (CDBG)
The purpose of the Public Hearing tonight is to allow citizen input on our
1986-87 CDBG program. The City has been allocated $110,905.00 for the Fiscal
Year 1986-87. Although this entitlement program is a 3-year contract with the
County of Ventura and Housing & Urban Development (HUD) , staff does not know
the specific amount to be allocated in the remaining 2-years of the contract.
This will be negotiated with the County of Ventura.

The funds are allocated on a per-capita basis among cities. However, this
formula may change for the following years program (competitive, per-capita
or split) . The funds must be allocated to meet the goals and objectives of
this HUD Program which is primarily aimed to provide maximum feasibility to
low and moderate families.
A primary objective of the CDBG program is economic development of urban
communities public facilities, infrastructure improvements, park improvements
and expanding economic opportunities.
Recommended Action
At this point, the Council may open the Public Hearing to allow citizen input
and participation on possible projects to be funded under this program.

NOTICE OF PUBLIC HEARING AND AVAILABILITY OF THE CITY OF j
MOORPARK FISCAL YEAR 1986-87 DRAFT STATEMENT OF COMMUNITY
DEVELOPMENT OBJECTIONS AND PROPOSED USE OF FUNDS.
The Fiscal Year 1986-87 Funding level is anticipate to be $110,905.20. These
funds are allocated on a per capita basis for the City of Moorpark in conjunction
with the County of Ventura and the cities of Camarillo, Filmore, Ojai, Port
Huenene, Santa Paula and the unincorporated areas. The primary objective of
the CDBG Program is the development of of viable urban communities including
decent housing, economic development, public improvements and expanding economic
opportunities, aimed primarily for persons of low and moderate income. The
City of Moorpark's objective and proposed use of funds are to be consistent
with this goal. The purpose of the Public Hearing is to provide citizens an
opportunity to have an input on the activities which will be funded under this
program. The Public Hearing will be held before the City Council on June 16,
1986 in the Council Chambers at 7:00 p.m. , located at 799 Moorpark Avenue. All
interested persons are invited to attend and be heard on this matter and/or
provide written comments.

SUBJECT: COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM 1986-87 (CDBG)
The City of Moorpark is anticipating to receive $110,905.20 under the CDBG
Entitlement Program for fiscal year 1986-87. These funds are allocated on a
per capita basis among the cities of Camarillo, Filmore, Ojai, Port Hueneme,
Santa Paula, Moorpark and the unincorporated areas which-- total $1,701,000.00
for all the communities. Staff has been informed; however, that the allocation
method may change for the following year's program (re competitive, per-capita
or split) . Since our population is increasing rapidly, we will pursue such
negotiations (late summer 1986) .
The primary objective of the CDBG program is the economic development of urban
communities, including but not limited to housing, public improvements, park
improvements and expanding economic opportunities aimed primary for persons
of low and moderate income. Our total portion has been divided into two areas:
$ 17,010.00 — General Administration
93,895.00 — Base allocation
$110,905.00
However, we have been informed that our general administrative funds can be
appropriated (entirely or partially) towards eligible activity projects in the
City. Staff has scheduled a Public Hearing on June 16, 1986 to further discuss
the allocation of these funds.
Some cities have appropriated their funds on activities such as; Senior Citizens,
Centers, ,Economic ,Development Activities, Public improvements (such as park
improvements, handicap accessibility and drainage) along with Housing Rehabilation
programs.

Your Council can give further thought to the allocation of such funds for eligible
activities (as outlined above) as the Public Hearing is scheduled two weeks
from this meeting (June 16, 1986) . The Public Hearing will give interested
citizens the opportunity for input on such eligible activities.
