Gilbert, Director of Public Works DATE: August 24, 1992 (Council Meeting 9 -2 -92) of 3- hC ?iJ:; MIMM SUBJECT: Consider a Budget Amendment to Establish a Stormwater Quality Monitoring Activity Within the Department of Public Works OVERVIEW This requests approval of a budget amendment to establish the ram within the accounting mechanisms necessary to supp ort a new program Department of Public Works for the monitoring of stormwater quality. DISCUSSION A. Background In an effort to clean -up the rivers and other waterways of the nation, Congress amended the Federal Clean Water Act in 1987 to require the Federal Environmental Protection Agency (EPA) to establish a program to regulate the quality of stormwater discharged into these water courses. To implement this amendment, the EPA established the National Pollutant Discharge Elimination System ( NPDES). This program established a number of policies, regulations and procedures for the issuance of stormwater discharge permits. The administration of this Federal program has been delegated to the California Regional Water Quality Control Board (LARWQCB). B. Local Agency Compliance The Federal NPDES applies to both the public and the private sectors. Certain provisions apply to all city and county governmental agencies, including the City of Moorpark. One provision requires each permittee to pay a fee of $50,000 for an NPDES permit. In order to reduce cost, it has become common practice for agencies to join together to apply for and be granted one permit for a given region. PAUL W. LAWRASON JR. JOHN E.
