DATE: August 24, 1992 (Meeting of 9-2-92) SUBJECT: Authorization to Advertise for Receipt of Bids for the Construction of an Asphalt Overlay on Peach Hill Road and on Tierra Rejada Road OVERVIEW This requests authorization to advertise for receipt of bids for the construction of an asphalt overlay on the following streets: . Peach Hill Road: from Spring Road to Mesa Verde Drive; and from Mesa Verde Drive to Christian Barrett ā€¢ Tierra Rejada Rd: Moorpark Road to Easterly City Limit. BACKGROUND The street segments described above are showing signs of severe cracking. A materials/soils testing laboratory was retained by the City to take core samples of these streets at given intervals and to provide the City with recommendations regarding pavement rehabilitation and/or reconstruction. On the basis of that report, the City Engineer has prepared project plans and specifications. DISCUSSION A. Project Design The asphalt overlay design for both elements of the project provide for the construction of two inches of asphalt over a pavement fabric. The pavement fabric serves to 1 ) inhibit penetration of water through the pavement; 2) inhibit reflective cracking from the existing asphalt through to the new pavement surface; and 3) reduce the thickness of the required overlay. In addition, a portion of the pavement under the Route 23 Freeway will be reconstructed in order to maintain a minimum vertical clearance. Also, conduits will be constructed where required to accommodate future installation of landscape irrigation systems. A copy of the plans and specifications have been distributed to the City Council under separate cover. B. Fiscal Impact 1. Project Cost Estimate: The following is a summary of the estimated total project costs for the Phase I street reconstruction. Budget: a) STP -- At the time the FY 1992/93 Budget was being prepared, the subject project was identified as a candidate for funding through the federal Surface Transportation Program (STP) . At that time there was an opportunity for fast-track approval "ready-to-construct" projects under this program. Staff has since learned that these funds have been allocated to other projects. It is, therefore, the recommendation of staff that the City's STP funds be directed to a future projects and the subject project be funded with Gas Tax funds. Asphalt Overlay Project September 24 , 1992 Page 3 b) Gas Tax Fund -- Currently, the unappropriated fund balance in the Gas Tax Fund is sufficient to fund the budget amendment recommended herein. c) Grimes Canyon Road -- Since the adoption of the FY 1992/93 Budget, the City has been advised by the County of Ventura that the County Road Department is responsibility for the maintenance of Grimes Canyon Road. It is therefore appropriate to re-allocate certain funds which have been budgeted for that purpose. d) Increased Allocation -- The amount budgeted for the subject project is based on preliminary figures carried over from the prior year's budget. The final project cost estimate will require an additional appropriation to totally fund the project. C. Project Schedule It is anticipated that bids for this project will be considered in mid October, and that construction will commence in November.
