SUBJECT: PD 1066 (Minor Modification No. 3 - Cushman)
Background
On August 19, 1992 , this matter was placed on the Consent Calendar.
The matter was continued to August 26, 1992 for the purpose of
obtaining additional information. At the City Council meeting on
August 26 , 1992 , Randall Baker, Thomas.Cushman and Errol Hale spoke
regarding this issue. The Council continued the matter to
September 2 , 1992 to allow staff to obtain information with regard
to the current Sign Code.
Discussion
One of the required conditions of PD 1066 when it was approved
during 1988 stated as follows:
Signs are subject to the Moorpark Zoning Ordinance, Chapter 50
of Title 9. A sign permit is required for all on-site signs.
Where there are more than two signs on the building or within
the complex, a sign program shall be approved by the Director
of Community Development. No off-site signs are permitted.
Since, 1988, the City adopted another Zoning Ordinance with
regulations differing from Chapter 50 . Section 8110-5.1 of the
Zoning Ordinance - Sign Standards, identifies the allowed permitted
area (square feet) and maximum height (feet) for on-site
freestanding signs located in commercial zones (see attachment) .
According to the present Zoning Ordinance, the maximum allowed
height of a free standing on-site commercial sign is the lessor of
25 feet or height of the highest building on-site. The maximum
height of the existing building is approximately 21 feet.
On August 28, 1992 , staff requested that the City Attorney make a
determination as to whether the City can control sign parameters
such as size and height as part of the approved Planned Development
Permit or whether the Sign Ordinance would dictate the height and
size of signs.
