SUBJECT: Consider Preliminary Design for the Construction
of Block Walls Along the Rear of Properties Located
on Sherman Avenue [North Side of Los Angeles Ave
Feet of Spring Rd]
OVERVIEW
This presents for approval the preliminary design for the subject
project.
BACKGROUND
Earlier this year the City Council directed staff to proceed with
the preparation of a preliminary design for the subject project.
To prepare the design, it was necessary to perform a detailed
survey of the rear yards of the properties affected. Prior to
entering the properties for this purpose it was necessary to obtain
right -of -entry permits from the owners of the properties. All of
these steps were taken and the preliminary design has been
completed.
DISCUSSION
A. Design
This project calls for the removal of existing walls and the
construction of a new block wall on the north side of Los
Angeles Avenue from Millard Street to Spring Road as described
in Exhibit 1. The new wall will be constructed on private
property except for the wall footing as discussed herein. The
block wall will be a minimum of eight feet ( 8' ) high as measured
from the sidewalk. The height of the wall on the property side
will vary from eight to ten feet. Pages 2 & 3 of Exhibit 1
depict a typical cross section and elevation for the wall. The
appearance of the wall will be determined by the materials
selected.

B. Design Options and Alternative Materials
1. Option 11: Attached as Exhibit 2 is a copy of a cross
section of the subject wall with the wall footing to encroach
into Caltrans right -of -way.
2. Option 12: Attached as Exhibit 3 is a copy of a cross
section of the subject wall with the wall footing entirely on
the residential lots. It is anticipated that this option
will be more costly due to the removal and replacement of
private improvements which are in conflict with the proposed
construction.
3. Alternative Materials: Each of the above options could be
constructed using alternative materials. These alternates
include: a) precision block with a stucco finish, b)
precision block; and c) pre- fabricated panels. Brochures
illustrating the appearance of the pre- fabricated panels have
been distributed to the City Council under separate cover.
4. Cost Estimate: The estimated cost for the above Options and
Alternates are summarized as follows:

C. Public Works /Facilities Committee Review

On August 31, the Public Works /Facilities Committee discussed
the subject design. Subsequent to considering the many "pros"
and "cons" of the various options and alternates, the Committee
recommended a course of action summarized as follows:
a) design should be based on Design Option #1 as the preferred
construction method with the use of Option #2 in those areas
where the proposed footing would conflict with existing
improvements or underground utilities south of the wall;
b) pre- fabricated panels, with a Grapestake design (see
brochure), should be the preferred material;
c) bid documents should also include a Bid Alternate for the
construction of the wall with precision block.

D. Protect Implementation
If approved by the City Council, the steps required to implement
the project include the following:
• Solicit Pre -fab wall design information from manufacturers;
• Finalize wall design Options and Alternates;
• Submit application for Caltrans Encroachment Permit;
• Obtain Caltrans approval;
• Prepare final design plans and specifications; and,
• submit final design to the City Council for approval and
authorization to advertise for receipt of bids.
It is anticipated that the above process would take
approximately ninety days.
E. Community Input
The Public Works /Facilities Committee asked that the property
owners affected by the project be advised that this matter is to
be considered by the City Council at its September 9th meeting.
A notice was mailed to the property owners and residents of
those properties advising them of this item.
F. Landscape Design
The design for parkway landscaping improvements has been
completed and is ready to submit to Caltrans for an encroachment
permit. These improvements could be done as a part of the
subject project or separately after the subject project has been
completed.
RECOMMENDATION
Staff and the Public Works /Facilities Committee recommend that the
City Council take the following actions:
1. approve the subject preliminary design as described in
Section "C" above;
2. direct staff to proceed with finalizing the design and
obtaining Caltrans approval: and,
3. direct staff to bring the final design and project cost
estimate back before the City Council for final approval and
authorization to advertise for receipt of bids.
