GEDNEY City Treasurer M E M O R A N D U M TO: The Honorable City Council FROM: Steven Kueny, City Manager J'� DATE: March 28 , 1985 SUBJECT: Senior Citizens Center Committee Report BACKGROUND INFORMATION The Senior Citizens Center Committee met on March 21, 1985, to review the conceptual plan for the porposed siting of a modular unit and expanded parking for the Community Center., The initial purpose of the meeting was to review: 1. The feasibility of using the area adjacent to the site set aside for the Historial Society; 2. Whether that site, if used for a modular building, should be for a Senior Citizens facility or City Hall relocation. 3 . The proposed modular building relative to the previously discussed conventional expansion south of Room A of the Community Center; and 4. Expanded parking facilities . George Lauterbach, of the architectural firm of D. I.a.L. , presented a conceptual plan for the site and parking facilities. Use of the site, including parking between it and the Historical Society site, was determined to be feasible. It appears to be a consensus of the Committee that the modular building concept and expanded parking be pursued. 799 Moorpark Avenue Moorpark, California 93021 (805)529-6864 The Honorable City Council March 28, 1985 Page 2 After Mr. Lauterbach' s presentation, Mr. Dean Newman, of the Moorpark Senior Citizens Club, and member of this ad hoc committee, informed the Committee that he had been discussing the possible acquisition of an existing modular building for use by the Senior Citizens Club. The building is approximately 4, 300 square feet. It was also presented that the area to the south of the existing Community Center building would be a more desirable area for locating a Senior Citizens facility. It was a consensus of the Committee that the feasibility of this site should be studied before proceeding. A representative of the County Area Agency on Aging (AAA) was present at the meeting, and she informed the Committee that grant funds may be available, totally or partially, for developing a Senior Citizens Jt' °c facility. The information on the grant program is not available, but T _ a� is expected within the next two (2) months. Acquisition of any building or other expenditure of funds prior to any grant award will S+%x4j most likely be ineligible for reimbursement from grant proceeds. D. I .a.L. has submitted the attached proposal to study the site behind the Center for locating the 4 , 300 square foot building, and preparation. of the site plan and related information. Before deciding to move ahead, the City Council should consider: 1. How, other than the grant program, which is not a certainty at this time, would the Senior Citizens facility be funded. It is estimated that purchase of the subject 4, 300 square foot building and relocation would cost about $100, 000. 00. This does not include pro- fessional services, utility connections, site preparation, parking and kitchen improvements. 2. That evaluating the needs of and location for a Senior Citizens facility should not delay a decision for City Hall expansion and/or relocation. We are in need of additional space, better lighting, and air conditioning to provide improved working conditions for City employees. RECOMMENDED ACTION 1. Consider the Committee recommendation to evaluate the feasibility of the proposed siting of the 4, 300 square foot building. 2. Consider need concerning City Hall offices.
