GEDNEY City Treasurer TO: The Honorable City Council FROM: Steven Kueny, City Manager S DATE: March 15 , 1985 SUBJECT : APPROPRIATION REQUESTS The adopted 1984/85 budget did not include appropriations for improvement projects and other than routine maintenance items for the parks and Community Center. The Parks and Recreation Commission has considered several items falling into these categories which they recommend for funding at this time . 1 . Community Center Parking Lot Sealing The parking lot inlcuding the driveway and library parking facilities contains approximately 42 , 000 square feet. In- cluding restriping of the parking spaces it is estimated to cost $2500 . 00 . The staff recommended to the Commission that the sealing be performed with funding from Quimby Interest since it serves the Community Center and is a maintenance item. The Commission (3 - 0 vote) recommends the work be done including the library portions with funding to be 25% Quimby Interest and 75% General Fund. Another option would be to fund the library portion if included, with General Funds (1/3) and the balance with Quimby Interest (2/3) . 2. Purchase of Ashtrays for The Community Center The Commission recommends the pur-base of four (4) weighted ashtrays for the patio area of the Center with an estimated cost of $800 . 00 . Funding is proposed to come from Quimby Principal funds . 3 . Weed Control at all Park Sites Two proposals have been received for an application of a broad-leaf herbicide (Trimec) and pre-emergent (Betason) 799 Moorpark Avenue Moorpark, �;aL?,�rnia 9302' 805) 529-6864 Appropriation Requests March 15 , 1985 page 2 at the three (3) sites maintained by the City. The proposal includes a supplementary spot treatment. The least costly proposal is for $1750 . 00 from American Landscape Maintenance, the City' s maintenance contractor. The Commission recommends that an appropriation of $1750 . 00 from Quimby Interest be approved for this work. A copy of the proposal is enclosed. 4 . Campus Park Improvements a) Sweeping and sealing of the asphalt walkways (10, 000 sq ft) which is proposed to include two seal coats , is estimated to cost $1500 . 00 but can probably be done less expensively if done at the same time as the proposed sealing of the Community Center parking lot. This is recommended by the Commission and would be funded from Quimby Interest Funds . The alternative of placing a 1" asphalt cap would cost about $10 , 000 . 00 . b) Placement of additional sand in the play area is recom- mended by the Commission with a cost of $100 . 00 to be funded from Quimby Interest. The Commission anticipates that the sand will be donated with the possibility of volunteer labor and transportation. c) Repair of barbeques , tables and restroom security lighting, cleaning of the restrooms and installation of two concrete pads for trash receptacles is recommended by the Commission. The estimated cost is $750 . 00 for materials and labor with funding to be from Quimby Interest. RECOMMENDED ACTION: Concur with the project recommendations of the Parks and Recreation Commission and appropriate funds from the Quimby Interest, Quimby Principle and General Funds in amounts determined by the Council for the projects as follows: 1 . Community Center Parking Lot Sealing Quimby Interest % to be determined by Council General Fund % to be determined by Council TOTAL $2 ,500 . 00 2 . Appropriate $800 . 00 from Quimby Principle for the purchase of four (4) ashtrays for the Community Center Patio. 3 . Appropriate $1750 . 00 from Quimby Interest for weed control at City Parks and accept proposal from American Landscape. Appropriation Requests March 15, 1985 page 3 4. Appropriate $2 ,350 . 00 from Quimby Interest for walkway sealing, cleaning of restrooms and repair fo barbeques, tables and security lighting and installation of concrete pads for the trash receptacles. We will be spraying Griffin Park, Campus Park and the City Hall Area. The price for the above mentioned work would be $1 , 500.00 f for the first application. Spot treatment may be required after twenty-one days. The second spot treatment of the broad leaves will be $250.00 ' should you wish to proceed with the work, please sign where 1 indicated on the enclosed copy and return to our office.
