SUBJECT : Filming Operations - Moorpark High School
Old Time Productions
At the City Council meeting of February 19th, the City Council
requested information related to the filming activities at
Moorpark High School . A number of issues were investigated by
staff and, in summary , the overall result is that the filming
operations were a positive experience to the High School and to
the City.
The following is a summary of some of the items which were investigated :
1 . An Encroachment Permit was issued by the City on January 3rd.
The purpose of the Encroachment Permit was to allow parking of
film production vehicles along the Casey Road frontage of the
High School from January 30th through February 19th. A copy of
the Encroachment Permit is enclosed for your reference .
2 . The Encroachment Permit fee is $116 . In addition, the filming
company deposited a total of $13 , 750 to pay for the services of
Sheriff' s Deputies as well as a security deposit against any
possible damage that may occur to public property as a result of
their operations .
3 . When film company vehicles were parked along Casey Road, the
Sheriff' s Deputies and the City Public Works Inspector observed
and measured a clearance of 20 feet remaining on Casey Road.
This is sufficient width to enable conventionally sized vehicles
to pass one another in opposite directions .

4 . The damage to Joe Latunski ' s water meter was not done by a
movie company vehicle . The damage occurred when a long
horse trailer , which was being towed by a friend of a nearby
resident , damaged the meter and/or piping. It is our under-
standing that the film company representative , as the result
of our notifying him of the incident , is offering to reimburse
Mr. Latunski for the expenses even though the film company is
not directly responsible .
5 . The City Public Works Inspector , on two occasions , inspected
the Casey Road paving to determine if there was any damage done
by the filming operations . In both instances , he reports that
there is no observed damage. While trailers were parked along
the street , he observed that wood planking was placed under the
trailer tongues to avoid any damage to the paving .
6 . The filming company representative indicates that the curb will
be painted red in the near future . He has been attempting to
arrange for an outside contractor to paint the curbing.
7 . The High School is the main beneficiary of the establishment
of the "No Parking" along the High School frontage . The filming
represented an unexpected opportunity for revenue to the school
as well as the added benefit of enabling students to experience
first hand, the production of a motion picture .
Lt . Wells reports that the filming company is one of the most cooperative
that he has experienced and found them to be very responsive to reacting
to requests made by he and his deputies during the filming operations .
Likewise , the City Engineer' s staff also is pleased with the filming
company' s attitude of cooperation.

Re: "THE BEST OF TIMES"/Moorpark High School
Dear Lt. Wells : 12/31/84
Following up on our conversation of last Friday, we are
requesting the assistance of the Sheriff ' s Department in the
filming of the feature film "THE BEST OF TIMES" . For your
information, I have enclosed a basic fact list on the film.
While in Moorpark, we will oe filming at the high school from
Thursday, 1/31/85 until Tuesday, 2/19/85. We have no plans
to be filming on the streets at all. All of our work will
be at the school, specifically at the Gym, outside the Gym,
in the schoolyard, and at the Football Field.
We are applying to the City for an encroachment permit in
order to park our production vehicles on Casey Road, west of
Walnut Street. It is our intent to have our extras/audience
during the football sequences park at a location away from
the school and bus everyone to the field.
Our shooting schedule is as follows, times approximate as of
tnis writing:
Thurs & Fri 1/30 and 2/1 = Gym interior, 7 :00am to 7 :00pm
Mon, 2/4 = Field, noon to midnight
Tues, 2/5 through Fri, 2/15 = Field, 3 :uOpm to 5 :00am
Mon, 2/18 & Tues, 2/19 = Schoolyard, 7 :00am to 7 :00pm
On about six to seven of the field nights, we will hopefully
have an audience of between 500 and 1 ,500 ; the majority of
these people will be gone by 11 :00pm.
As we discussed, we need your assistance_ It is our desire,
and that of the uity' s (I imagine) , to hire your officers
(number to be determined) for security while we are at the
school. You indicated that the city would bill us for the service
at a rate of approximately 4;21. 00 to $23. 00 per hour per officer
and that a deposit would be required. We foresee no problems
with this structure.
I will be speaking with you witnin the next day or two to try
and expand upon this brief description.
