SUBJECT: Truck Specifications
BACKGROUND:
Included in the 1985-86 Budget is a pickup truck for use by the
Facilities Coordinator. At present the City does not have a vehicle
for maintenance related activities. In the past we have reimbursed
the employees for use of their personal vehicles.
Staff has investigated the possibility of purchasing through the
State or County joint purchasing programs. They have concluded their
1985 vehicle purchases, so this means of purchasing would not permit
a purchase until after December, 1985. Staff intends to proceed with
purchasing the vehicle pursuant to the City' s informal bid procedures.
The estimated cost is less than $10 ,000 . 00. We will solicit sealed
proposals from at least three dealers for each model that meets
the approved specifications.
The attached specifications are those used by the State of California
for light trucks with a pickup body. Use of these specifications
will permit bids to be submitted for the following makes and models:
Chevy S-10 GMC S15
Dodge Ram Nisson Model 43515
Ford Ranger Toyota Model 8232
RECOMMENDED ACTION:
Approve use of attached specifications for purchase of a new
1985 or 1986 light truck with a pickup body.

Invitation for Bid, form a part of this specification to the extent
they are applicable:

REOUIREMENTS
Failure on the part of the bidder to comply with all requirements and
conditions of the invitation for Bid and this specification may
subject his bid to rejection. No exceptions to or deviations from
this specification will be considered unless each exception or devia-
tion is specifically stated by the bidder as an exception, with a
detailed statement completely defining the exception (s) . The manu-
facturer' s name, product name or trade name, and catalog or part
number must be shown on the bid in the designated places; however,
that information is not sufficient evidence that the bidder is making
an exception. If no exception or deviations are shown, the bidder
will be required to furnish vehicles exactly as specified herein. The
burden of proof of compliance with this specification will be the
responsibility of the bidder.

The vehicles shall be new (unused) , and equivalent in style, quality,
and appointments to those offered to the general public . The
vehicles shall be supplied with all equipment and accessories
indicated as standard equipment in the manufacturer ' s published
literature. All equipment/options are to be factory installed. If
the equipment/options are not available factory installed, dealer
installed equipment/accessories may be acceptable. The bidder is to
specify those items which will be dealer installed.
The following equipment and/or accessories shall be furnished and
installed in all vehicles .
Engine:
The engine shall be designed to operate on unleaded gasoline with
research method octane .rating of 91 , motor method. octane rating of
83 , a maximum lead content of 0. 05 grams per gallon and a maximum
phosphorous content of 0 . 005 grams per gallon (See 6 .2) .
Cooling System•
The cooling system shall be liquid pressurized forced circulation
type. The manufacturer shall provide the maximum cooling system
available for the manufacturer.
A coolant recovery system shall be furnished.
The cooling systems shall be protected with a 50% solution of
permanent type anti-freeze.

Electrical System
The supplier shall furnish a heavy duty, 12 volt electrical system,
specifically designed to handle the load requirements of the vehicle,
equipped with options, as specified herein. Battery shall be low
maintenance or maintenance free type. Alternator shall be 50 amp
minimum.
Transmission/Driveline;
Vehicles shall have a fully automatic transmission with a minimum of
three (3) forward speeds. Vehicles shall have fluid-to-air transmission
oil coolers.
Steering:

Vehicles shall have the manufacturer' : standard power-assisted steering.
Fuel Tank:
The unit shall be equipped with the manufacturer' s largest auxiliary
or optional fuel tanks having a total minimum capacity of 17 gallons.
Brakes:
Vehicles shall be power assisted, front disc only and rear, disc or
drum type brakes.
Wheels and Tires:
Each vehicle shall be equipped with five (5) steel disk wheels with a
minimum diameter as listed for each , plus five tires of a size and
load range sufficient to meet or exceed the specified minimum GVW.
The spare tire shall be mounted and secured on a production-type carrier.
Rear tire clearance shall be adequate for normal operation of the
vehicle when loaded to capacity and equipped with skid chains.
All tires and wheels shall be the same brand, tread design, size
and load range.
Body:
The body shall be the pickup, standard:. side type with an enclosed
steel cab . All PICKUP boxes shall- be double wall construction;°and j
demountable.

Body continued:
The front and rear bumpers shall be factory installed. Rear bumper
shall be step type .
Exterior Color:
The exterior color shall be the manufacturer's standard production
colors. Individual vehicle color may be specified on the purchase
order. White or Light Tan shall be standard color.
Interior (Upholstery) Color:
The interior color shall be the manufacturer's standard color supplied
with the exterior color specified on the purchase order.
Miscellaneous Equipment:
Cigarette lighter on dash
Multi-speed fresth air heater and windshield defogger system.
Full depth foam padded seat.
Left and right arm rest.
Folding seat back.
Floor mats.
Sun visors for both driver and passenger positions.

Inside rearview mirror :on all vehicles except -cab and chassis.
AM/FM Radio, Push button tuning and antenna.
Tinted glass all round.
Full gauge package. (Fuel, volt, temperature, and oil pressure ).
Bolt-on right and left outside rearview mirrors. The right
outside mirror shall be equivalent in design and appearance to the
left mirror. Minimum 40 square inches, approximate dimensions 5 x 8
inches low mount type, swing-away type.

Windshield washers.
Standard tool kit„ including wheel changing tools and jack adequate to
safely lift the vehicle when loaded to rated capacity, cab and

Vehicle shall have the following basic equipment and features :
1. Seat belts: Three sets installed. The outside belts shall be
equipped with boot type retractors.
2. Air conditioning: Factory installed air condioning unit shall
be the integral type, latest improved model in current production.

The dealer shall supply an advance "Report of Sale" to the receiving
agency.
The following documents shall be delivered to the consignee (receiving
agency) with the vehicle.
Completed and signed pre-delivery service checklist.
"Line Set Tickets" or "Window Sticker" showing all options installed.
Immediately prior to final delivery, the vendor shall put five (5)
gallons of fuel into the tank.
QUALITY ASSURANCE PROVISIONS
Pre-Delivery Check List:
Prior to delivery, each vehicle shall be completely inspected,
serviced and detailed by the delivering dealer and/or the
manufacturer's pre-delivery service center. A copy of th City' s
standard pre-delivery service checklist shall be completed for each
vehicle, signed by a representative of the organization performing
the inspection/service and delivered with the vehicle.
Receiving Inspection:
Normally, vehicles will be inspected at dealer' s place of business
before delivery by an authorized representative of the City, or
local agency, for workmanship, appearance, proper functioning of all
equipment and systems, and conformance to all other requirements of
this specification. In the event deficiencies are detected, the
vehicle will be rejected and the delivering dealer will be required
to make the necessary repairs, adjustments or replacements. Payment
and/or the commencement of a discount period (if applicable) will not
be made until the defects are corrected and the vehicle reinspected
and accepted. Alternately, if the vehicle is inspected after

delivery and rejected because of deficiencies, it shall be the
dealer;'s responsibility to pick up the vehicle (s) , make the necessary
corrections and redeliver the vehicle (s) for the reinspection and
acceptance.
PREPARATION FOR DFLTyggy
Delivery:
Delivery of vehicles to the City of Moorpark or local agency shall
be in accordance with the following provisions.
Caravan or drive-away method of delivery from the factory to a dealer
is not acceptable.
Vehicles delivered from a dealer with more than 50 miles on the
odometer will be charged 50 cents fqr each mile exceeding 50 miles .
This charge shall be deducted from the purchase order price for each
vehicle delivered against each purchase order.
WARRANTY
The manufacturer' s regular new vehicle warranty shall apply to all
vehicles procured against this specification. This warranty shall be
honored by all franchised dealers of the vehicle within the City
of Moorpark. The City' s established preventative maintenance proce-
dures and practices shall be acceptable to the manufacturer/dealers
in lieu of the manufacturer ' s prescribed procedures which may form
a part of the warranty. The warranty certificate and/or card shall be
supplied with each vehicle delivered.
"In-Service" Notification:
Vehicles not placed in service immediately upon receipt shall be
warranted from the date the unit is placed in service. The receiving
agency shall notify the vendor in writing of the actual "in-service"
date.
