SUBJECT: Consider Resolution Amending the Fiscal Year 2011/12 Budget to Fund Change Order Requests for Projects Located at 81 First Street and 1449 Walnut Canyon Road BACKGROUND & DISCUSSION On October 19, 2011, the City Council was asked to amend the Fiscal Year 2011/12 budget to allocate funds to complete various projects that were halted as a result of the California Supreme Court issued stay. Two of those projects are in need of additional funding due to unforeseen circumstances. The rehabilitation project at 1449 Walnut Canyon Road has additional work items that have been discovered as the work has proceeded, resulting in five proposed change order requests from the contractor. The items requiring attention are: • P.C.O11 — Demolish and reinstall new drywall in bathroom to abate mold. P.C.O. #1 Total: $4,400 • P.C.O. #2 — Repair /replace low voltage lighting switches. P.C.O12 Total: $3,900 • P.C.O13 — Demolish rear landing and construct and install new landing. P.C.O13 Total: $4,200 • P.C.O14 — Provide and install new wood entry gate. P.C.O14 Total: $980 • P.C.O. #5 — Replace Front Door P.C.O15 Total: $980 P.C.O. Total: $14,460 The original contract amount is $37,365. The project contingency is 10% of the contract amount or $3,736. Since the change orders exceed the project contingency, it is necessary to amend the project budget to fund the additional work. Staff will include 70 Honorable City Council January 18, 2012 Page 2 additional contingency funds of $3,000 for any other minor issues that may be found as the work progresses. On October 19, funds were also allocated for grading, landscaping, and irrigation installation at 81 First Street. As the contractor began grading the site, it became apparent that there is too much dirt on site, so the excess dirt will have to be removed. We are amending the budget for $5,000 to cover the cost of this work. The actual cost may be less than the estimate, depending how much dirt will need to be removed. FISCAL IMPACT A budget amendment in the amount of $17,460 from the City -wide Traffic Mitigation Fund (2002) will be needed to fund the extra rehabilitation work. It is estimated that the rental revenues received will pay back the total rehabilitation costs in 38 months, instead of 28 months. A budget amendment in the amount of $5,000 from the City Affordable Housing Fund (2201) will be needed to fund the additional work at 81 First Street. Attachment 3 - Change Order #1 — Metro Landscape 71 ATTACHMENT 1 RESOLUTION NO. 2012 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2011/2012 BUDGET BY APPROPRIATING $17,460 FROM THE CITY -WIDE TRAFFIC MITIGATION FUND (2002) FOR ADDITIONAL REHABILITATION WORK AT 1449 WALNUT CANYON ROAD (APN 511 -0- 040 -440) AND APPROPRIATING $5,000 FROM THE CITY AFFORDABLE HOUSING FUND (2201) FOR ADDITIONAL GRADING WORK AT 81 FIRST STREET WHEREAS, on June 15, 2011, the City of Moorpark adopted the Operating and Capital Improvement budget for Fiscal Year 2011/12; and WHEREAS, a staff report has been presented to the City Council requesting additional appropriation to fund change order work at 1449 Walnut Canyon Road and 81 First Street; and WHEREAS, a budget adjustment in the aggregate amount of $17,460 is requested from the City -Wide Traffic Mitigation Fund (2002) and $5,000 from the City Affordable Housing Fund (2201) for this work; and WHEREAS, Exhibit "A ", attached hereto and made a part hereof, describes said budget amendment and the resultant impact to the budget line item. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment in the amount of $17,460 from the City -Wide Traffic Mitigation Fund (2002) and $5,000 from the City Affordable Housing Fund (2201), as more particularly described in Exhibit "A ", attached hereto, is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
