Riley, Assistant City Mana PREPARED BY: Stephanie Shaw, Recreation Superintendent DATE: January 5, 2012 (CC Meeting of January 18, 2012) SUBJECT: Consider Extending Term for Youth Sports Agreements BACKGROUND In 2007, the Council approved use agreements for City facilities with certain youth sports organizations, including the American Youth Soccer Organization (AYSO), Moorpark Girls Softball Association (MGSA), Moorpark Little League (MPLL), Moorpark Soccer Club (MSC), United States Youth Volleyball League (USYVL), Moorpark Packers (Packers), and the Moorpark Boys and Girls Club (for Moorpark Basketball Association, MBA). These agreements give priority use of certain City facilities to these youth sports organizations. The agreements for outdoor facilities also set fees for this use at $1.00 per year (MBA's agreement is for the gymnasium, with fees set at a significantly reduced rate over the normal rental fee). These agreements will expire this year. DISCUSSION In light of continuing fiscal constraints, increasing demand for field use, and recent field maintenance issues, it has become necessary to reconsider some of the conditions of the youth sports agreements, including field allocations and fees. These issues have been discussed with the youth sports organization representatives at two meetings, held on November 29, 2011 and December 14, 2011. Some organization representatives expressed concerns regarding how and when fees will be implemented, field allocations, fairness of agreements, and other issues. Before writing new agreements, staff feels it is necessary to institute a Council approved policy establishing parameters for youth sports agreements, including who is eligible for Honorable City Council January 18, 2012 Page 2 an agreement, how fields will be allocated, and how fees will be charged. Staff is currently working on this policy, which will be presented to the Parks and Recreation Commission prior to being presented to the Council. The goal is to have a policy in place before the end of the 2011/2012 fiscal year, and execute new agreements with the youth sports organizations to be effective July 1, 2012. Three of the current youth sports agreements will expire before a policy can be implemented. AYSO's agreement expires 2/28/12, MGSA's agreement expires 1/31/12, and MPLL's agreement expires 1/31/12. All three organizations run during the spring season. In order to allow these organizations to continue operating under the conditions of their current agreements, the term of the agreements will need to be extended. Staff recommends extending the term of these three agreements through June 30, 2012. STAFF RECOMMENDATION Approve extension of term for use agreements with American Youth Soccer Organization, Moorpark Girls Softball Association, and Moorpark Little League through June 30, 2012, and authorize the City Manager to amend the agreements on behalf of the City.
