SUBJECT: Consider City of Moorpark Representatives to the Oversight Board
for the Successor Agency to the Redevelopment Agency of the City
of Moorpark
BACKGROUND AND DISCUSSION
As of February 1, 2012, every redevelopment agency was dissolved by AB 1x 26 and a
successor agency has been created for each former redevelopment agency. The
successor agency for the Redevelopment Agency of the City of Moorpark is the City of
Moorpark ("Successor Agency").
AB 1x 26 requires the successor agencies to form an oversight board no later than May
1, 2012. The Oversight Board for the Successor Agency will consist of 7 members
appointed by/representing the following:
• County Board of Supervisors;
• Mayor of the City of Moorpark;
• County Superintendent of Education;
• Chancellor of California Community Colleges;
• Largest special district taxing entity;
• A former RDA employee appointed by the Mayor; and
• One member of the public appointed by the County Board of Supervisors
The City of Moorpark ("City") has two members on the oversight board. The first
member is Mayor Parvin or her appointee. The second member is a former employee
of the Redevelopment Agency of the City of Moorpark ("Agency") appointed from the
recognized employee organization representing the largest number of former Agency
employees employed by the Successor Agency at that time. Staff is recommending
Mayor Parvin appoint herself and Hugh Riley, Assistant City Manager, as her alternate
to represent the City on the oversight board. Staff also recommends the City Council

appoint Kathy Priestley, Administrative Secretary, to the oversight board as the former
Agency employee.
The first monthly meeting of the oversight board is scheduled for 3:30 p.m. on Tuesday,
April 3, 2012, at Moorpark City Hall, Apricot Room, 799 Moorpark Avenue, Moorpark,
CA 93021.
FISCAL IMPACT
None.
STAFF RECOMMENDATION
1) Confirm the appointment of Mayor Parvin and Hugh Riley, Assistant City
Manager, as her alternate, to serve on the oversight board to represent the City;
and
2) Confirm the appointment of Kathy Priestley, Administrative Secretary to serve on
the oversight board as the former Agency employee.
