Bascom, Inc., dba Precision Plumbing- Mechanical for the Ruben Castro Human Services Center BACKGROUND & DISCUSSION Construction of the Ruben Castro Human Services Center (RCHSC) began in February, 2011. During the course of construction it was determined that an offsite storm drain connection within Spring Road was necessary to adequately drain the RCHSC site due to drainage coming from the adjacent railroad right of way. The City Council approved an amendment in an amount not-to-exceed $232,946 to the construction Agreement with John S. Bascom, Inc. dba Precision Plumbing-Mechanical (Precision Plumbing) which included: potholing to confirm the feasibility of an offsite storm drain connection; storm drain construction based on a preliminary alignment; an asphalt overlay for the northbound lanes of Spring Road; and a contingency to cover unknown costs potentially resulting from the final design. The initial estimate for storm drain construction approved by the City Council was $143,946, with a $39,000 contingency to cover both the storm drain and asphalt overlay costs based on final design. RJR Engineering prepared construction drawings based upon the results of the potholing investigations and under the direction of the City Engineer/Public Works Director. In order to connect the new construction to the existing storm drain facilities, a specially- designed connection was required. The engineered design was provided to Precision Plumbing and a revised cost estimate was prepared using the final plans and specifications. The new cost estimate is $190,357 which is $46,411 above the original base estimate. By utilizing $20,000 of the $39,000 contingency amount approved in 191 Honorable City Council April 4, 2012 Page 2 November, the estimate exceeds the original Council approval by $26,411. In order to move forward with the offsite storm drain construction, staff is requesting approval of this additional amount. The remaining $18,000 in approved contingency is being maintained for the asphalt overlay component of the plans. FISCAL IMPACT The Capital Improvement budget for the Ruben Castro Human Services Center is $11,038,064. To date $5,172,999 has been encumbered with an available balance of $1,295,570. Therefore, no additional funds need to be budgeted for the proposed work at this time. Sufficient funds exist in the budget to cover this work. STAFF RECOMMENDATION (ROLL CALL VOTE) Approve additional funding in the amount of$26,411 for offsite storm drain installation in Spring Road associated with the construction of the Ruben Castro Human Services Center and authorize the City Manager to execute Amendment No. 4 in the amount of $190,357 to John S. Bascom, Inc., dba Precision Plumbing-Mechanical, subject to final language approval of the City Manager and City Attorney. Attachment 1: John S.
