HomeMy WebLinkAboutAGENDA REPORT 2012 0418 CC REG ITEM 10A ,jty council iaoeeting ITEM 10.A. _ -----MINUTES OF THE CITY COUNCIL Moorpark, California April 4, 2012 A Regular Meeting of the City Council ("City Council") of the City of Moorpark, which also serves as the Successor Agency ("Successor Agency") and as Successor Housing Agency ("Successor Housing Agency") of the Redevelopment Agency of the City of Moorpark was held on April 4, 2012 in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Parvin called the meeting to order at 7:19 p.m. and requested the meeting be adjourned in memory of Debi Ryono. 2. PLEDGE OF ALLEGIANCE: Retired former Fire Chief Bob Roper led the Pledge of Allegiance. 3. ROLL CALL: Present: Councilmembers Mikos, Pollock, Van Dam, and Mayor Parvin. Absent: Councilmember Millhouse. Staff Present: Steven Kueny, City Manager; Hugh Riley, Assistant City Manager; Deborah Traffenstedt, Deputy City Manager; Ron Ahlers, Finance Director; David Bobardt, Community Development Director; David Klotzle, City Engineer/Public Works Director; Captain Ron Nelson, Sheriff's Department; and Maureen Benson, City Clerk. 4. PROCLAMATIONS AND COMMENDATIONS: A. Presentation to former Fire Chief Bob Roper upon the Occasion of His Retirement from the Ventura County Fire Protection District after 32-Years of Service. Mayor Parvin presented former Fire Chief Bob Roper with the City's plaque in honor of his retirement. Chief Roper introduced his replacement, Fire Chief Mark Lorenzon. 5. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND MAYOR: Councilmember Mikos stated on March 23 she and Mayor Parvin attended the Active Adult Center's Volunteer Recognition Luncheon. Councilmember Mikos stated on March 29 in her role as the City's representative on the Economic Development Collaborative of Ventura County, she attended the California Lutheran University 2012 California Economic Development Forecast for Ventura County Councilmember Mikos stated on March 30 at the King Gillette Ranch, she had presented a proclamation from the City of Moorpark to Woody Smeck upon the occasion of his leaving office as the Superintendent of the Santa Monica Mountains National Recreation Area. Councilmember Mikos stated on March 31 she had attended a gathering of children at the Ruben Castro Human Services Center where they interacted with sculptor, John Fischer in putting the finishing touches on the public art statue. Councilmember Mikos stated on April 3 she had attended a networking event sponsored by the Moorpark Chamber of Commerce at the Moorpark Foundation of the Arts whose production of "Harvey" opens this Friday at the High Street Arts Center. Co'uncilmember Pollock stated he had attended the Boys and Girls Club gala at the Reagan Foundation on March 31 where sculptor, John Fischer donated a small piece of his artwork. Councilmember Van Dam reported he and Councilmember Pollock had attended Assemblyman Jeff Gorrel's homecoming upon his return from serving in the military while stationed in Afghanistan. Councilmember Van Dam announced the annual Kiwanis 'Wine and Moonlight" fundraiser will be held on May 20 at the Secret Garden on High Street. Mayor Parvin announced Free Landfill Day will be held on April 15 at the Simi Valley Landfill. Mayor Parvin announced applications are available for the Moorpark Community Emergency Response Team (CERT) training classes to be held in May or June. 96 Minutes of the City Council Moorpark, California Page 3 April 4, 2012 Mayor Parvin announced the Moorpark City Library will be celebrating National Library Week from April 9-14 with numerous programs for the whole family including: "Little Bilingual Readers" with First 5 of Moorpark; "Teen Wii"; Dia de los Ninos/Dia de los Libros with the Mariachi Magicians; "Computer Basics for Adults", and a showing of the movie "Titanic". Mayor Parvin announced on April 23 the Moorpark City Library will partner with the Walter and Leonore Annenberg Presidential Learning Center at the Ronald Reagan Presidential Foundation and the California Council for the Humanities to present a lecture by U.S. Constitutional scholar, Dr. Richard Beeman, who will speak about the foundation of the U.S. Constitution and its influence on the current political process and politicians. Mayor Parvin announced on April 4 she attended the Moorpark Chamber of Commerce Government Relations meeting. The Chamber is seeking the public's input via their website for nominations for this year's upcoming Community Awards Luncheon to be held on May 3. 8. PUBLIC HEARINGS: None. 9. PRESENTATION/ACTION/DISCUSSION: CITY COUNCIL: A. Presentation from Erik Sternad, Executive Director at Interface Children & Family Services, on the 2011 Annual 2-1-1 Report. Mr. Sternad gave a presentation on the 2011 Annual 2-1-1 report. B. Consider Ordinance Amending Section 12.16.040, Animal Control, of Chapter 12.16, Parks and Open Space of the Moorpark Municipal Code to Provide Authority to Ban Animals from City-Sponsored Events When There Is a Health and Safety Risk. Staff Recommendation: Introduce Ordinance No. 412 for first reading, waive full reading, and schedule second reading and adoption for April 18, 2012. Mr. Riley gave the staff report. There were no speakers. A discussion followed among the Councilmembers and staff regarding publication and posting of signs banning animals well in advance of events such as the 3rd of July event. 97 Minutes of the City Council Moorpark, California Page 4 April 4, 2012 Ms. Benson read the title of Ordinance No. 412. MOTION: Councilmember Van Dam moved and Councilmember Pollock seconded a motion to waive full reading, declare Ordinance No. 412 read for the first time, and schedule second reading and adoption for April 18, 2012. The motion carried by voice vote 4-0, Councilmember Millhouse absent. C. Consider Resolution Amending the City's Landscape Design Standards and Guidelines by Adding Section 12.6: Artificial Turf and Rescinding Resolution No. 2011-2966. Staff Recommendation: Adopt Resolution No. 2012-3096. Mr. Bobardt gave the staff report. Jeff Leatherman, owner and operator or Recycled Lawn, responded to Council questions regarding cost, durability, and maintenance of artificial to rf. Vincent Racalbuto, a Moorpark resident, spoke in favor of artificial turf. MOTION: Councilmember Mikos moved and Mayor Parvin seconded a motion to adopt Resolution No. 2012-3096, rescinding Resolution No. 2011-2966. The motion carried by voice vote 4-0, Councilmember Millhouse absent. 10. CONSENT CALENDAR: (ROLL CALL VOTE REQUIRED) MOTION: Councilmember Van Dam moved and Councilmember Pollock seconded a motion, to approve the Consent Calendar. The motion carried by roll call vote 4-0, Councilmember Millhouse absent. CITY COUNCIL: A. Consider Minutes of Regular Meeting of March 21, 2012. Staff Recommendation: Approve the minutes. B. Consider Warrant Register for Fiscal Year 2011112 — April 4, 2012. Staff Recommendation: Approve the warrant register, C. Consider Relocation Plan for Tenants at 65 First Street. Staff Recommendation: Approve the Relocation Plan for 65 First Street. D. Consider Award of Contract for Independent Auditing Professional Services Agreement to Rogers, Anderson, Malody & Scott, LLP, Certified Public Accountants, for City of Moorpark Fiscal Years 2011-12, 2012-13, 2013-14, 2014-15, and 2015-16. Staff Recommendation: Award the Agreement to Rogers, Anderson, Malody & Scott, LLP; and authorize the 98 Minutes of the City Council Moorpark California Page 5 April 4, 2012 City Manager to execute the Agreement, subject to final language approval by the City Manager and City Attorney. E. Consider Additional Funding to Install an Offsite Storm Drain Connection in Spring Road and Amendment No. 4 to the Agreement with John S. Bascom Inc. dba Precision Plumbing Mechanical for the Ruben Castro Human Services Center. Staff Recommendation: 1) Approve additional funding in the amount of $26,411 for offsite storm drain installation in Spring Road associated with the construction of the Ruben Castro Human Services Center; and 2) Authorize the City Manager to execute Amendment No. 4 in the amount of $190,357 to John S. Bascom, Inc., dba Precision Plumbing-Mechanical, subject to final language approval of the City Manager and City Attorney. ROLL CALL VOTE REQUIRED F. Consider Resolution Authorizing the Destruction of City Records (1989, 1992 - 1997 2003 2005 - 2006 Closed Recruitment Records) on File in the Administrative Services Department. Staff Recommendation: Adopt Resolution No. 2012-3097. 11. ORDINANCES: (ROLL CALL VOTE REQUIRED) None. 12. CLOSED SESSION: None was held. 13.
