Bascom, Inc., dba Precision Plumbing-Mechanical for the Ruben Castro Human Services Center BACKGROUND & DISCUSSION Construction of the Ruben Castro Human Services Center (RCHSC) began in February, 2011. During the course of construction it was determined that an offsite storm drain connection within Spring Road was necessary to adequately drain the RCHSC site due to drainage coming from the adjacent railroad right of way. At their meeting on November 2, 2011, the City Council approved two amendments with John S. Bascom, Inc., dba Precision Plumbing-Mechanical (Precision Plumbing). The first amendment, in an amount not-to-exceed $35,000, covered utility potholing operations necessary for engineering design purposes to confirm the feasibility of a storm drain connection proposed to cross Spring Road. The second amendment authorized by the City Council included: funds to construct a storm drain connection based on the feasibility of a preliminary alignment proposal; provide for an asphalt overlay of the northbound lanes of Spring Road from Flinn Avenue to south of the Union Pacific Railroad tracks; and inclusion of a design contingency to be applied to cost changes commonly experienced with a final design process. The cost of the two amendments is summarized below: 148 Honorable City Council April 18, 2012 Page 2 City Council approvals granted November 2, 2011 Amendment No. 2 Task#1 — Potholing existing utilities for Alternative #2 $35,000 Amendment No. 3 Task #2 — Preliminary construction cost of Storm Drain $143,946 Alternative #2 Task#3 —Asphalt Overlay, northbound Spring Road $50,000 20% Contingency for final design $39,000 Total Amendment No. 3 Amount $232,946 Following preparation of the formal engineering design and an updated construction cost estimate, the final cost for the Spring Road storm drain construction was revised to $190,357. A portion of the increase was absorbed through use of $20,000 of the approved contingency. On April 4, 2012 the City Council approved an additional appropriation of $26,411 and authorized approval of Amendment No. 4 for the Spring Road offsite storm drain connection to Precision Plumbing in an amount not-to-exceed $190,357. Construction of the storm drain connection began April 9, 2012. The cost for the asphalt overlay was initially estimated at $50,000 based upon general assumptions of roadway square footage, asphalt tonnage required, and the condition of the existing road surface, with some design contingency accounted for. The revised cost estimate prepared based on the final design plans, specifications and schedule of work is $102,063 which is $52,063 over the original estimate. The final design and estimate includes hot mix crack sealing and weed spraying and removal and replacement of additional areas of asphalt which were not anticipated in the initial cost for the overlay. Additionally, the relatively small tonnage of rubberized asphalt required resulted in a higher unit price than anticipated and rising petroleum prices have also had an impact on asphalt materials costs. Based on the precise conditions in the field following construction of the storm drain connection, some of the line items in the asphalt overlay schedule of work may be deleted. The cost for the work is priced on a unit cost not-to-exceed basis, and only those items of work necessary will be performed. 149 Honorable City Council April 18, 2012 Page 3 Presently there is $69,000 remaining from within the Council approval granted in November, 2011 for the project, leaving a shortfall of $33,063 to complete the asphalt overlay of Spring Road from Flinn Avenue to south of the Union Pacific Railroad tracks. In order to move forward with project, staff is requesting approval of this additional amount. Completion of the overlay, in conjunction with the recently approved Spring Road storm drain connection, will alleviate existing drainage problems and ponding of water experienced in this location during rain events, and improve the deteriorated condition of Spring Road. FISCAL IMPACT The Capital Improvement budget for the Ruben Castro Human Services Center (Fund 5020) is $11,038,064. To date $5,363,356 has been encumbered with an available balance of $1,105,213. Therefore, no additional funds need to be budgeted for the proposed work at this time. Sufficient funds exist in the budget to cover this work. STAFF RECOMMENDATION (ROLL CALL VOTE) Approve additional funding in the amount of $33,063 for an asphalt overlay of the northbound lanes of Spring Road associated with the construction of the Ruben Castro Human Services Center and authorize the City Manager to execute Amendment No. 5 in the amount of $102,063 to John S. Bascom, Inc., dba Precision Plumbing- Mechanical, subject to final language approval of the City Manager and City Attorney. Attachment 1: John S.
