SUBJECT: Consider Resolution Amending the Fiscal Year 2011-12 Budget by
Appropriating an Additional $7,500 in Revenue to the Library Fund to
Reflect a Grant from the California Council for the Humanities and to
Increase Library Expenditures for California Reads: Searching for
Democracy Program
SUMMARY
The Council is being asked to adjust the Moorpark City Library budget to reflect a
$7,500 grant that has been received and to increase Library expenditures in the same
amount.
BACKGROUND
California Reads is a new program of California Council for the Humanities developed
in partnership with the California Center for the Book and the California State Library. It
invites Californians from all walks of life throughout our state to participate in reading
and discussion programs and related activities hosted by libraries, schools, colleges,
bookstores, and other community institutions.
To coincide with its two-year statewide initiative to animate a public conversation on
democracy and civic values leading into the 2012 elections, the current theme for
California Reads is "Searching for Democracy." Programming aligned with this theme
will be conducted through the end of November 2012 by libraries and collaborating
entities throughout the state. The big idea is to stimulate a thoughtful reflection of, and
lively discussion among, friends and neighbors, families and strangers about the past,
present, and future of democracy.

DISCUSSION
Late last year, the Moorpark City Library was approached by the Walter and Leonore
Annenberg Presidential Learning Center at the Ronald Reagan Presidential Foundation
with a request to partner with them in a California Council for the Humanities grant to
host local events as a part of its California Reads: Searching for Democracy program.
The first of these events will be a lecture by United States Constitutional scholar Dr.
Richard Beeman at the Reagan Library on Monday, April 23 at 4:00 p.m. Author of The
Penguin Guide to the United States Constitution, Dr. Beeman will speak about the
foundation of the Constitution and its impact and influence on the current political
process and politicians.
If approved, following Dr. Beeman's appearance will be a series of programs and
events at the Moorpark City Library, such as democracy-themed book discussion
groups during the summer and fall leading up to the General Election in November.
California Reads programs are made possible with support from the California Council
for the Humanities in partnership with the California Center for the Book.
FISCAL IMPACT
The City Library Fund (1010) revenue and Library expenditures (Division 7640) would
increase by $7,500. The City's match in funding would be achieved through staff effort
and the existing contractual services budget for the Library.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR
2011-2012 BUDGET BY APPROPRIATING $7,500 FROM
THE LIBRARY FUND (1010) (CALIFORNIA COUNCIL FOR
THE HUMANITIES GRANT) TO THE MOORPARK CITY
LIBRARY BUDGET (1010.7640.0000)
WHEREAS, the Moorpark City Council recognizes that it is in the public interest
to implement programs to support literacy and civic awareness through the programs of
the Moorpark City Library; and
WHEREAS, the California Council for the Humanities has allocated funds from
the National Endowment for the Humanities, the Baytree Foundation, and the Seedlings
Foundation and subgranted certain funds to its California Reads: Searching For
Democracy program to libraries; and
WHEREAS, the Walter and Leonore Annenberg Presidential Learning Center at
the Ronald Reagan Presidential Foundation, has requested to partner with the
Moorpark City Library to hold a series of events celebrating democracy and the free
exchange of ideas; and
WHEREAS, Funds for California Reads: Searching for Democracy program are
available in the form of a grant from the California Council for the Humanities; and
WHEREAS, on June 15, 2011, the City Council adopted the operating and
capital improvement projects budget for Fiscal Year 2011/2012; and
WHEREAS, a staff report has been presented to the City Council requesting a
budget amendment to increase the Library Fund (1010) revenue and expenditure
appropriation by $7,500.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A budget amendment appropriating revenue and expenditures in
the amount of $7,500 to the Library Fund (1010) as more particularly described in
Exhibit "A" attached hereto is hereby approved.

SECTION 2. The City Manager; Assistant City Manager; Senior Management
Analyst coordinating Library Services; or a designee named by the City Manager, is
hereby authorized and empowered to execute in the name of the City of Moorpark any
actions necessary for the purpose of obtaining financial assistance provided by the state
of California, the California Council for the Humanities, California State Library, or the
national Endowment for the Humanities including all necessary applications, contracts,
payment requests, agreements, and amendments for the purposes of securing grant
funds and to implement and carry out the purposes specified in the grant application.
SECTION 3. The City Clerk shall certify to the adoption of the resolution and
shall cause a certified resolution to be filed in the book of original Resolutions.
