HomeMy WebLinkAboutAGENDA REPORT 2012 0418 CC REG ITEM 10K Aty Council viestirng, ITEM 10.K. o201'-__,, i !• _ MOORPARK CITY COUNCIL _ AGENDA REPORT TO: The Honorable City Council FROM: Allen Walter, Landscape/Parks Maintenance Superintendent DATE: April 5, 2012 (CC Meeting April 18, 2012) SUBJECT: Consider Resolution Amending the Fiscal Year 2011/12 Budget to Allocate Additional Funds for Turf Restoration at Arroyo Vista Community Park and Mammoth Highlands Park BACKGROUND In January 2011, Guise and Associates, sports field consultants, were retained to assess the conditions of approximately forty-four (44) acres of turf at Arroyo Vista Community Park (AVCP) that required restoration and recommended a restoration program for City staff. The required restoration was due to the heavy use of the park by both youth and adult sports programs and a reduction of maintenance activities over several years due to budgetary constraints. On April 20, 2011, at a special meeting of the City Council, the Council discussed Guise and Associates' report that provided a detailed recommendation for restoration of the entire forty-four acres of turf at AVCP. Council approved the Consultant's report to perform restoration recommendations to all forty-four acres and perform turf repair to 2.76 acres. Council approved $130,000 for the project. In May 2011, staff followed Guise and Associates' recommendations and entered into an agreement with DMA Greencare Contracting, Inc., to complete Phase I, which consisted of closing approximately twelve (12) acres of turf at the east side of AVCP, as well as the recommended fertilization program for all forty-four acres. DMA Greencare Contracting, Inc., completed a vertidrain aeration, three types of shatter core aeration, applied herbicide twice to kill weeds, added a quarter inch of sand top dressing, reseeded, and fertilized six times to improve soil compaction problems and nutrient deficiencies. Phase I was approved by City Council on April 20, 2011, and was completed at a total cost of approximately $125,308. However, Phase II, which includes approximately twelve acres to the west of the football field, was not included in the FY 2011/12 budget. In addition, the turf at Mammoth Highlands Park has not established as anticipated. Mammoth Park was completed in September 2009 and was constructed by Pardee 165 City Council Meeting April 18, 2012 Page 2 Homes as part of the Highlands housing development. At the time of City acceptance, the turf type was primarily perennial rye, intermixed with Bermuda. The intent of the installation was to have the rye germinate first to add initial cover. Ideally, the rye would go dormant in the summer, allowing time for the Bermuda to grow and establish. However, due to relatively mild summer temperatures and ideal growing conditions in Southern California, the rye has not gone dormant and is competing with the Bermuda, inhibiting it from establishing. Staff feels that the rye should be removed, allowing the Bermuda the opportunity to grow. Since the soil conditions and turf establishment issues are relatively identical to those at AVCP, staff proposes implementing the same program at Mammoth Highlands Park. DISSCUSSION AVCP was established in 1993 west of the football field and increased in 2003 east of the football field, providing approximately forty-four acres of turf, and since then, it has had almost continuous use by many youth and adult sports groups within Moorpark and the surrounding communities. As a result, large areas of turf have become bare and compacted. To implement the turf maintenance program, the City Council approved the purchase of a tractor and aerator for on-going aeration of AVCP. However, the current Park Landscape Maintenance Agreement only provides four fertilizations annually, and under the recommended maintenance program, AVCP requires seven fertilizations annually, and three additional fertilizations performed every 60 days during the Bermuda growing season from April to August for a total of ten. The current Park Maintenance Landscape Agreement also does not provide for large scale re-seeding of sports fields or over- seeding at Mammoth Highlands Park as proposed. Mammoth Highlands Park would also receive three additional fertilizations to establish a stronger rooting system, increasing vigor and growth. Staff recommends completing the Phase II turf restoration program at AVCP, which consists of approximately twelve acres west of the football field and continuing the fertilization schedule for all forty-four acres of turf. Phase II will take approximately four months to complete. After the reseeding and fertilization is initially completed, AVCP turf areas will be closed to sports group activities from May through August 1 to provide the opportunity for the new Bermuda seed to establish. Mammoth Highlands Park will remain open to the public throughout the re-seeding and fertilization project. We will inform all Moorpark youth sports organizations that the west side of AVCP, between the football field and the softball fields and Mammoth Highlands Park will be closed until after August 1. FISCAL IMPACT The FY 2011/12 budget does not include funds to perform the field turf restoration at AVCP and Mammoth Highlands Park. However, the current landscape maintenance 166 City Council Meeting April 18, 2012 Page 3 contract allows for a turf fertilization schedule to be completed four times annually with a broad base turf fertilizer (15-15-15). The cost of one application of fertilizer at AVCP and Mammoth Highlands Park is $3,073. There are a total of three fertilization applications remaining in FY 2011/12 at a total cost of $9,219. Therefore, a budget amendment to appropriate $47,539 from the General Fund (1000) for the restoration work is required ($56,758 is required to complete the turf restoration work, less $9,219 remaining in the park landscape maintenance contract for fertilization). City staff will contact the youth sport organizations to inform them of this project and coordinate with their various schedules. Attachment 1: Resolution 2012- 167 RESOLUTION NO. 2012- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2011/12 BUDGET TO ALLOCATE $47,539 FROM THE GENERAL FUND (1000) FOR THE FIELD TURF RESTORATION AT ARROYO VISTA COMMUNITY PARK AND MAMMOTH HIGHLANDS PARK WHEREAS, on April 20, 2011, the City Council appropriated $130,000 from the General Fund (1000) to complete Phase I of the turf restoration at Arroyo Vista Community Park and to date $125,308 has been expended; and WHEREAS, on June 15, 2011, the City Council adopted the operating and capital improvement projects budget for Fiscal Year 2011/12; and WHEREAS, the adopted budget does not include appropriations to perform the Phase II field turf restoration at Arroyo Vista Community Park and Mammoth Highlands Park; and WHEREAS, a staff report has been presented to said Council requesting a budget amendment allocating $47,539 from the General Fund (1000) for turf restoration at Arroyo Vista Community Park and Mammoth Highlands Park, and. WHEREAS, Exhibit "A" hereof describes said budget amendment and its resultant impacts to the budget line item; and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment allocating $47,539 from the General Fund (1000) for turf restoration at Arroyo Vista Community Park and Mammoth Highlands Park, more particularly described in Exhibit "A" attached hereto is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
