SUBJECT: Consider Resolution Authorizing the City's Fiscal Year 2012/13
Transportation Development Act Claim for Bicycle and/or Pedestrian
Article 3 Purposes
BACKGROUND
On March 5, 2012, the City applied for$100,000 in Transportation Development Act(TDA)
Article 3 Bicycle/Pedestrian Project Funds. The request was for installation of sidewalks,
ADA ramps, bike racks, a bus turnout, and bus stop shelter at the Moorpark Civic Center.
The project will provide pedestrians with dedicated accessibility to all Moorpark City Hall
buildings, including the Library, Active Adult Center, Civic Center, and City Hall
administration offices from Moorpark Avenue. The new sidewalks will also provide
continued pedestrian access to Casey Road which includes the Boys and Girls Club and
Walnut Canyon Elementary School. Although the Ventura County Transportation
Commission (VCTC) has not formally approved the funding request, VCTC staff has
indicated that there are enough funds available this fiscal year to fully fund all grant
requests that have been submitted. A resolution authorizing the City's claim must be
submitted to VCTC before funds can be allocated. Resolutions are due before June 30,
2012.
DISCUSSION
Pursuant to California PUC Section 99233.3, a portion of the available TDA Local
Transportation Funds each year must be used for planning, maintaining, and constructing
facilities for the exclusive use of pedestrians and bicyclists. In FY 2012/13, VCTC expects
about $604,075 to be available on a competitive basis to the cities and County for local
bicycle or pedestrian projects. Applicants are strongly encouraged to provide a 50/50
match with local and/or other grant funds to augment the Article 3 funds being requested (it
should be noted that at the time the City applied for the funding, the application packet

stated that the 50% local match was required). The City applied for$100,000 for the Civic
Center improvements. The project's expected cost at the time of the application was
$200,000. Staff proposed that the City's match would be $100,000, funded by a
combination of the City's Traffic System Management Fund (2001) and TDA Fund (5000).
The applications are currently being reviewed by the Citizen's Transportation Advisory
Committee/Social Services Transportation Advisory Council (CTAC/SSTAC). Each
CTAC/SSTAC member will cast his or her ranking for each application on May 8, 2012. A
total of $493,250 in funding requests from Ventura County agencies was received by
CTAC. After the original application deadline of March 5, 2012, CTAC received additional
funding requests in the amount of$40,000 from the City of Ojai and $40,000 from Ventura
County. Although CTAC has previously not accepted late applications, CTAC reversed its
position on April 10 and voted to accept the additional projects for consideration. This
brings the total amount of funding requested to $568,250. The total amount of funding
available is more than the total amount of funding requested so at this time all applicants
expect to receive full funding.
FISCAL IMPACT
The City is expected to receive $100,000 in TDA Article 3 funding in FY 2012/13. The City
will be expected to provide an additional $100,000 in a local match. At this time, staff
anticipates using a combination of the City's Traffic System Management Fund (2001) and
TDA Fund (5000).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AUTHORIZING THE FILING OF A CLAIM
WITH THE VENTURA COUNTY TRANSPORTATION COMMISSION
FOR ALLOCATION OF TRANSPORTATION DEVELOPMENT ACT
FUNDS FOR BICYCLE AND/OR PEDESTRIAN ARTICLE 3 PURPOSES
FOR FISCAL YEAR 2012-2013
WHEREAS, the State Transportation Development Act (TDA), as amended
(Public Utilities Code Section 99200 et seq.), provides for the allocation of funds from
the Local Transportation Fund (LTF) for use by eligible claimants for various
transportation purposes; and
WHEREAS, the TDA was specifically amended in 1973 to,include funding under
PUC Section 99234 for planning of and/or projects for the exclusive use by bicyclists
and/or pedestrians, and
WHEREAS, pursuant to the provisions of the TDA, as amended, and pursuant to
the applicable rules and regulations hereunder (Cal. Code of Regulations Sections 6600
et seq.), a prospective claimant wishing to receive an allocation from the LTF shall file
its claim with the Ventura County Transportation Commission (VCTC).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the City Manager and or his designee is authorized to execute
and file an appropriate claim pursuant to the applicable rules and regulations
promulgated hereunder, together with all necessary supporting documents, with the
VCTC for an allocation of LTF Article 3 funds in FY 2012/13.
SECTION 2. That the City's authorized claim includes $100,000 under TDA
Article 3 for local bicyclist and/or pedestrian project expenditures.
SECTION 3. That the City Clerk is directed to transmit a copy of this resolution to
VCTC.
SECTION 4. That the City Clerk shall certify to the adoption of the resolution and
shall cause a certified resolution to be filed in the book of original resolutions.

RESPONSES TO EVALUATION CRITERIA FOR S13 821 SUBMITTAL
FY 2012-2013
EVALUATION CRITERIA
1. Matching Funds
The City of Moorpark is requesting $100,000 in TDA Article 3 funds to install
sidewalks, ADA ramps, bike racks, a bus turnout, and bus stop shelter at the
Moorpark City Hall. The project will provide pedestrians with dedicated
accessibility to all Moorpark City Hall buildings, including the Library, Active Adult
Center, Civic Center and City Hall administrative offices from Moorpark Avenue.
The new sidewalks also provide continued pedestrian access to Casey Road
which includes the Boys and Girls Club and Walnut Canyon Elementary School.
The City will provide a 50 percent match ($100,000) for the project design and
construction and construction inspection costs. The City has two funding
sources that can be used for the project. The first is its local air quality mitigation
fund which is funded with developer fees. The second is Transportation
Development Act 8c (Public Transit) which can be used because the project
includes improvements to the Civic Center bus stop.
Previous allocations from the VCTC have included $25,000 for a lighted
crosswalk in the downtown area (completed); $70,000 for the Lassen Avenue
Parkway (completed); $30,000 for countdown pedestrian signals (currently in
progress); $66,000 for a pedestrian sidewalk and bikeway at AVRC (currently in
progress).
2. Safety
The proposed sidewalk and ADA ramps will provide pedestrians with dedicated
accessibility to all Moorpark City Hall buildings, including the Library, Active Adult
Center, Civic Center and City Hall administrative offices from Moorpark Avenue.
The new sidewalks also provide continued pedestrian access to Casey Road
which includes the Boys and Girls Club and Walnut Canyon Elementary School.
Currently, there are no sidewalks that interconnect any of the buildings at City
Hall. Pedestrians (including those with disabilities) entering the City Hall campus
from Moorpark Avenue must walk in the driveway that vehicles use to access the
facilities.
The project also includes demolition of the existing block walls from the front of
the Civic Center and Active Adult Center. The existing block walls obscure the
view of pedestrians leaving the buildings and entering the driveway. The block

wall demolition will enable both pedestrians and vehicle drivers to see one
another when entering the driveway and parking lots.
t A bus turnout is also proposed for the Civic Center bus stop. This will remove
the bus from the driveway, further opening the driveway for vehicle traffic and
removing an additional visual impairment for vehicle traffic and pedestrians. A
bus shelter, including seating will be installed at the Civic Center bus stop.
New bike racks will be installed at the Civic Center building to encourage multi-
modal forms of public transit.
3. Project Readiness
This project will commence upon approval of the Fiscal Year 2012/3 budget and
is expected to be completed by December 2013.
Previous allocations have been mentioned in Item 1 above. Of the projects
completed, funds were used to the maximum.
4. Special Considerations
The City will provide a 50 percent match with local funds for design, construction
costs and construction inspection costs associated with the City Hall pedestrian
and bus stop improvements as required by TDA Article 3 grant requirements.
The project will provide pedestrian accessibility to Walnut Canyon School,
Moorpark Boys and Girls Club, Moorpark Library, Moorpark Active Adult Center,
Moorpark Civic Center, and Moorpark City Hall administrative offices. The
improved accessibility will help the disabled to become more self-reliant with
access to-the Civic Center bus stop and from there-the majority of the City. The
new ADA accessibility will also enable members of the disabled community to
easily access all City Hall buildings. Without the new ADA accessibility, the
majority of the disabled come to City Hall for just one purpose, such as the Active
Adult Center because they cannot access both the Active Adult Center and the
Library without the use of a vehicle. Once installation of the sidewalks and ADA
ramps are complete, the disabled will be able to go from building to building with
much more comfort and safety.
The proposed pedestrian accessibility and bike racks are another tool for the City
as it continues its efforts to make Moorpark a pedestrian friendly town. The safer
that pedestrians feel, the more inclined they will be to continue to walk and bike
to their destinations rather than drive, which in turn reduces pollution and
improves the quality of life in Moorpark. Exhibit A provides an aerial overview of
the proposed project. Exhibit B provides pictures of the existing site and a
narrative of where improvements will be located. Exhibit C provides a cost
analysis of the project.

Other pedestrian friendly projects that Moorpark has recently begun or completed
include the Lassen Avenue Walkway/Bikeway, which connects the Moorpark
downtown area to local shopping centers. The City's FY 2009110 project of
countdown pedestrian signals is also meant to improve pedestrian safety. The
City's FY 2010/11 and FY 2011/12 project will add a new sidewalk and bike path
that will connect the City's Arroyo Vista Recreation Center and the Moorpark
High School to residential neighborhoods across the Arroyo Simi.
The City has already received $206,000 in Bicycle Transportation Account (BTA)
funds for bike lanes on Princeton Avenue which will connect the northeastern
portion of Moorpark to the rest of the City. A recent award of an additional
$900,000 in Highway Safety Improvement Program (HSIP) for expansion of
Princeton Avenue has helped to ensure completion of the project.
5. Maintenance of Facility
The proposed sidewalks, ADA ramps, and bus stop/shelter will form part of the
City of Moorpark maintenance program that replaces deteriorated sections of the
structures.
6. Connectivity
This project will provide access to existing sidewalks in this area and connect the
following public buildings:
• Moorpark Public Library
• Moorpark Active Adult Center
• Moorpark Civic Center.
• Moorpark City Hall
The Citywide installation of pedestrian sidewalks, bike racks, and accessibility
ramps provides for continuation of a program to increase pedestrian accessibility
to the maximum extent possible. In providing more pedestrian accessibility
sidewalks, bike racks and ramps the City encourages multi modal transportation
alternatives to automotive transportation.
7. Involvement of Other Agencies
There is no direct involvement or role, but agencies that will greatly benefit from
the construction of the proposed sidewalk, bike path and ramps include:
• The Moorpark Unified School District.

Transit (of the City of Moorpark).

8. Traffic Generators
The sidewalk, bike racks and accessibility ramps will be installed in the City's
continuing effort to provide for comprehensive pedestrian and bike accessibility
to community parks, schools, churches, work sites, bus stops and local shopping
centers. The Civic Center bus stop is the primary destination of travel for the
City's Route 1 bus and 6t" destination of travel for Route 2. The Civic Center is
also the primary boarding location for Route 2. For an example of pedestrian
usage at the Moorpark Library; during the Library's Little Bilingual reading
program on Tuesdays, approximately 60 people participate. Approximately 30 of
those participants walk to the Library from the downtown area. Library staff also
report daily teenager activity that bike or walk from the nearby schools
9. Expected Utilization Rate
Expected utilization rate for this project will be high. As previously mentioned the
Civic Center is a major boarding and alighting location for Moorpark City Transit.
Many of the Active Adult Center participants access the facility through the City's
fixed-route or Dial-A-Ride services. A number of Moorpark Library attendees
come from the City's downtown area, accessing the Library by walking. The
additional sidewalks will enable them to access the Library without the need for
entering the City Hall driveway and into the field of vehicle traffic.
10. Multi-modal Interface
The project will encourage the use of pedestrian access to City Hall buildings and
public transit. Residents can bike to the facilities and secure their bikes while
either participating in activities at the City facilities or accessing the public transit
system. It should be noted that all Moorpark City Transit buses include bike
racks, enabling passengers to bring their bikes with them when traveling. Some
passengers may be encouraged to bike to their original bus stop, knowing that
they will be able to secure their bikes once they've arrived at City Hall.
