Consider Cancellation of June 14, 2016, Regular Library Board Meeting. Staff Recommendation: For staff to post a notice of meeting cancellation for the June 14, 2016, regular Library Board meeting. 10. ADJOURNMENT: All writings and documents provided to the majority of the Library Board regarding all agenda items are available for public inspection at the City Hall public counter located at 799 Moorpark Avenue during regular business hours. The agenda packet for all Library Board meetings is available on the City's website at www.moorparkca.qov. Any member of the public may address the Board during the Public Comments portion of the Agenda, unless it is a Discussion item. Patty Ander on Administrative Assistant II Parks, Recreation and Community Services Department ITEM 8.A CITY OF MOORPARK MOORPARK LIBRARY BOARD AGENDA REPORT TO: Moorpark Library Board FROM: Jennifer Mellon, Administrative Services Manager Jo Rolfe, City Librarian, Library Systems &Services, LLC DATE: May 2, 2016 (Meeting of 5/10/16) SUBJECT: Consider the Moorpark City Library Quarterly Report for the Third Quarter of Fiscal Year 2015-16 (January-March 2016) DISCUSSION o Library Board: The Board met on January 12, 2016. The minutes of the previous meeting and the Quarterly report for October-December 2015 were considered, discussed and received. Cancellation of the February meeting of the Library Board was approved. The Library Board also met on March 8, 2016. They had 2 primary agenda items. To consider Fiscal Year 2016/2017 Goals and Objectives for the Library. To consider, receive and file a report on the Makerbox Collective $20,000 grant funded project that has been 3 years in development. A PowerPoint presentation by Emily Appleton, the Young Adult Librarian, provided the history of the Collective, which is a collaboration between seven libraries in Ventura and Los Angeles counties, including three Library Systems and Services, LLC (LS&S) operated libraries. The presentation also examined core components of the boxes that contain Science, Technology, Engineering, Art and Mathematics (STEAM) equipment and activities. Questions from the Board were asked and answered. The Board is scheduled to meet with the City Council at a joint meeting on April 27 to discuss City Council Goals and Objectives. 0 Moorpark Friends of the Library Board (MFOTL): MFOTL met twice during the reporting period. At the January 19 meeting items discussed included status of the Union Bank Account and Vanguard Balanced Index Fund; online book sale update — sales are down from the previous year; the Librarian's report including discussion of upcoming programming and events and outreach conducted by the Librarians; MFOTL President's report including newsletter entries and plans for the spring membership appreciation dessert social scheduled for May 3; and membership and social media reports. At the March 15 Friends meeting there was a guest attendee, Laura Burnett, Regional Director of LS&S. Items discussed included the MFOTL bank accounts and investments. The City representative report mentioned the new lockers for Library patrons to leave skateboards, helmets, etc., on the porch to avoid trip hazards in the Library, and the expectation of purchase of the self-check equipment prior to the end of the 1 Library Board May 10, 2016 Regular Meeting Page 2 fiscal year. It was determined that the One City One Read program planned for 2017 would be postponed. The Friends sponsorship of Library programs for Fiscal Year 2016/17 was presented and approved. City Librarian's report included an overview of programs for the spring and planning for this year's summer reading program that has the theme of Read for the Win! Sports and goal setting games will enhance regularly scheduled summer programs with incentives for reading that halt the "summer slide" and maintain children and teens reading skills during the school break. The 2016 Serving with a Purpose Conference is to be held on Thursday, May 12. Several members of the Friends confirmed their attendance along with the City Librarian. • Library Facilities and Initiatives: The following improvements were made during this reporting period: o The new safe was installed to facilitate ease of access and the larger folders needed for use with the City's revised Library cash management procedures. o Five new lockers in 2 different sizes were purchased, delivered and installed on the Library porch during March. Patrons are invited to store skateboards, helmets, folding scooters, and other potential trip hazards in the lockers by obtaining a free token from Library staff. There is a one day limit on storage. o Exterior lights closest to the Library entrance have been repaired. o The City Information Systems Manager was informed of an error message that was appearing on the color printer connected to public PCs. For a few days color printing was unavailable to patrons so Library staff offered assistance with USB drives and printing to the staff workroom printer. This issue was resolved with replacement parts and reconfiguration of the print system by the IS Manager. O Library Holidays: The Library was closed on New Year's Day January 1, Martin Luther King, Jr. Day January 18, President's Day February 15, and Easter Sunday, March 27. Signs and messages were posted on the website, social media, and the Library gates as usual. O Library Grants and Collaborations: Moorpark City Library was a Southern California Library Cooperative (SCLC) Grant sponsorship recipient in March. We were awarded the use and operational cost of a WiFi Hotspot including cover of all data charges for one year. State Librarian Greg Lucas asked SCLC to manage this new part of the statewide Technology and Testing Grant. Funding was provided for Wi-Fi hotspots to be deployed to rural and underserved library communities. The grant program details are as follows: o SCLC purchased Wi-Fi hotspots from T-Mobile and paid for one year of data charges. o As a participating library we are asked to test the hotspots with staff to become more familiar with the product. o A manual was provided and a local representative will be assigned to the Library for training. 2 Library Board May 10, 2016 Regular Meeting Page 3 o The program falls under CIPA (Child Internet Protection Act) and we were asked to confirm our CIPA compliance to SCLC. o The hotspot was received in April (the initiative reporting requirements will end June 30, 2016). o Library staff will participate in a pre and post grant survey. o The device ownership will transfer to the Library on July 1, and we will have data paid for until March 31, 2017. o T-Mobile is month to month and there is no binding contract which makes the hotspot sustainable after the grant funding period is over. o After July 1, the device may be used for Library outreach events and any other creative use which benefits our patrons. o Benefits of the grant to Moorpark City Library patrons: Librarians and Library staff will be able to use the hotspot with a laptop and go to outreach events, such as Country Days and local back to school and literacy nights at Moorpark schools, to register students and families with library cards. e CENIC grant confirmation: A $29,179 grant application to increase Broadband infrastructure was successful. Approval for grant funding by the California State . Library was received in March. Reporting and expenditure is subject to award guidelines. It is anticipated that the project installation will begin during or soon after July 2016. The grant application was submitted by City staff to the Southern California Library Cooperative (SCLC). e Collaboration - Library Cards for Kids Campaign update: Librarians coordinated with Bruce Thomas, President of the Rotary Club of Moorpark, and the service group's members, along with the Moorpark Friends of the Library, to participate in the regularly scheduled spring Literacy Nights at local schools. ® January 2016: Celebrated our Youth Services Librarian Meg Thackoorie becoming one of The Acorn's top ten people in Moorpark! ® American Library Association's (ALA) Intellectual Freedom Committee: The City Librarian is delighted to have been selected by ALA's President-Elect Julie Todaro, to serve as a member of the ALA Intellectual Freedom Committee. This honor is a volunteer appointment to the standing council serving libraries and policy makers at the national level. Jo Rolfe's 2 year appointment begins at the ALA Conference in Orlando, Florida in June 2016. ® Library Outreach: o Inauguration of Ventura County's poet Laureate took place on February 5. The City Librarian attended the annual inauguration at the Ventura County Government Center in Ventura. This year celebrated the work of the poet Phil Taggert. The poet was invited to fulfill his mission of reaching youth all over the county by giving a reading at Moorpark City Library. She also spoke to 3 Library Board May 10, 2016 Regular Meeting Page 4 Margaret Travers, Executive Director for VC Arts Council who is interested in visiting the Library and holding a community-based discussion on art in the local community. Margaret sees libraries and literacy as crucial to the arts. o School Literacy nights, February and March, 2016. As in previous years 1-2 Librarians were on hand at each of the 6 events at Elementary and Middle School locations in Moorpark during 2 weeks in late February/early March. Sixty new library card registrations were received during this series of outreach events. The Library tables were set up close to one staffed by the Friends of the Library who also garnered support for their membership drive. o Moorpark Women's Fortnightly Club annual luncheon, March 20. The City Librarian attended and was invited to give a presentation about library programs and services to the service group in the fall of this year. o Moorpark City Library joined the Moorpark Chamber of Commerce with the aim of increasing networking with local businesses and organizations. The City Librarian attended the annual State of the City address held at Moorpark Country Club on March 22. Quarterly Report Observations and Conclusion: Following the discussions at recent meetings of the Library Board, Library staff has redoubled their efforts to reach out to the community more frequently and in more diverse ways. Activities in line with the Library Board's initiative include successful collaborations with members of the Rotary - Club of Moorpark and the Moorpark Friends of the Library who participated jointly in local school literacy nights in order to encourage new library card registrations as a part of the Library Cards for Kids Campaign, as well as to recruit parents into membership of the Friends group. In addition it is anticipated that joining the Chamber of Commerce this quarter will help develop future relationships with local businesses and improved insight into how the Library can better serve the business community. DATE: May 2, 2016 (Meeting of 5/10/16) SUBJECT: Consider Guidelines for Patron Use of Exterior Storage Lockers at the Moorpark City Library BACKGROUND AND DISCUSSION At the City Council meeting of December 16, 2015, the City Council reviewed and approved changes to City Council Policy 2.23: Moorpark City Library Standards of Conduct. The Standards of Conduct policy prohibits, "Skateboarding, roller skating, or riding a scooter or any other transportation device in the Library. Transportation devices including but not limited to skateboards, roller skates, and scooters should be inside a backpack or bag if brought into the building. Token operated lockers are located on the Library porch for storage of personal items." Lockers were purchased and installed on the library porch area to facilitate the storage of items prohibited to be brought into the library to avoid tripping or other hazards. The installation of the storage lockers has led to the development of guidelines for their use. Below are the proposed guidelines for discussion. Moorpark City Library Guidelines for Patron Use of Exterior Storage Lockers o The five (5) lockers in the enclosed porch area of the Moorpark City Library are provided at no cost to patrons for temporary day use of storage of personal belongings. o Patrons are asked that while visiting the library they secure any item(s) that could be trip hazards in the lockers, including but not limited to, skateboards, foldable scooters, helmets, oversized bags or back packs that are not needed for homework or studying. o Patrons are asked to present their library card at the front desk to get a free token to open a locker. Library staff shall record the library card number and name of the patron at the time of borrowing a locker token so that if they should 9 Library Board Regular Meeting May 10, 2016 Page 2 leave the library without removing their belongings from the locker they can be contacted by phone. o Patrons shall put their belongings inside and keep the lanyard and key securely within their possession at all times. Patrons shall use the key, which will remain . secured in the locker, to remove their items from the locker when they leave. o Maximum usage of the locker(s) shall be no longer than eight (8) hours. o Lockers must be empty before the library closes. o Moorpark City Library and the City of Moorpark are not responsible for lost or stolen items. o If a patron loses a key it is necessary to remove and replace the lock core unit. If this occurs, the locker shall be signed as "out of order" until a replacement unit is purchased. The cost of the replacement unit is approximately $30.00. Upon approval of these guidelines by the Library Board, staff shall prepare a resolution for the City Council for consideration to update the Moorpark City Library Fine and Fee Resolution to include a $30 fee for a lost key to be paid by the patron. FISCAL IMPACT There is no fiscal impact.
