SUBJECT: Consider Plans and Specifications and Authorization to Advertise for
Construction Bids for the Removal of Underground Storage Tanks
(UST) and Demolition of Structures at 412/450 High Street (Project
5084)
BACKGROUND
The Redevelopment Agency of the City of Moorpark purchased the property at 412/450
High Street, formerly the JE Clark Fueling Station, in November 2010. Since that time,
staff has been working with American Integrated Services, Inc. (AIS) and the County of
Ventura to permit a temporary closure of the station, to allow the City time to properly
bid the tank removal and structure demolition. Around the time that the temporary
closure process was to be started, staff met with AIS and Environmental Health Division
(EHD) staff to to do a walk of the property. At this meeting, it was discovered that a key
component of the cathodic protection system, which is a required part of the temporary
closure process, had been removed by vandals. Upon this discovery, EHD staff and
City staff determined that the best process would be to undertake a permanent closure
of the site.
DISCUSSION
A. Scope of Work
The subject project will consist of removal of two 8,000 gallon USTs, one 10,000
gallon UST, and one 15,000 gallon UST and the associated piping lines, testing
of the UST sites and piping runs for soil contamination; soil import, backfill and
compaction of the UST pits; and demolition of all buildings, foundations, fuel
island footings and above grade concrete structures on the property such that at
the completion of the project, the site is clean and flat. Existing asphalt will

remain except where the USTs are removed, which will be covered with a thin
layer of gravel after the compaction of the UST pits. The project plans and
specifications have been completed and a copy has been placed on top of the
file cabinet in the City Council Conference Room.
B. Project Schedule
The anticipated project schedule is as follows:

FISCAL IMPACT
The project is estimated to cost $155,000. It had originally been placed on the
Successor Agency's Recognized Obligation Payment Schedule (ROPS) for the period
of June — December 2012 (ROPS 2) for $125,000, prior to staff receiving the estimated
costs for the project. After the cost estimate was received, the project was placed on the
ROPS 3 (Janaury — June 2013) for $200,000 in order to ensure sufficient funds are
available for the project from the Redevelopment Property Tax Trust Fund (RPTTF)
account.
STAFF RECOMMENDATION
Approve the plans and specifications for the subject project and authorize staff to
advertise for construction bids.
