DATE: September 20, 2012 (CC Meeting of 10/3/12) SUBJECT: Consider Resolution of the City Council Acting to Benefit the Successor Housing Agency of the Redevelopment Agency of the City of Moorpark Amending the Fiscal Year 2012/13 Budget to Allocate Funds for Property Maintenance at Various Properties BACKGROUND & DISCUSSION Staff is preparing to issue annual contracts for property maintenance and weed abatement at various properties owned by the Successor Housing Agency of the Redevelopment Agency of the City of Moorpark (SHA) and one City property. Upon review of the budget line items, it was discovered that funds in the property maintenance accounts are insufficient to perform the annual property maintenance and weed abatement at some properties and the budget needs to be amended. The SHA properties for which funds are needed are: • 1083 Walnut Canyon Road • 780 Walnut Street • 124 First Street • 81 Charles Street • 450 Charles Street • 460 Charles Street • 484 Charles Street The City property for which funds are needed is 161 Second Street. FISCAL IMPACT A budget amendment in the amount of $3,600 is being requested from the City Affordable Housing Fund (2201) to fund the annual property maintenance and weed 66 Honorable City Council October 3, 2012 Page 2 abatement activites at the above referenced SHA properties. The General Fund (1000) is being used for 161 Second Street because it is intended that this property will be used to construct a small city park. Therefore, a budget amendment in the amount of $1,500 from the General Fund (1000) for property maintenance and weed abatement activities at 161 Second Street is being requested. STAFF RECOMMENDATION (ROLL CALL VOTE) Adopt Resolution No. 2012- Attachment - Resolution No. 2012- 67 ATTACHMENT 1 RESOLUTION NO. 2012 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2012/2013 BUDGET BY APPROPRIATING $3,600 FROM THE CITY AFFORDABLE HOUSING FUND (2201) FOR PROPERTY MAINTENANCE AND WEED ABATEMENT ACTIVITIES AT 1083 WALNUT CANYON ROAD, 780 WALNUT STREET, 124 FIRST STREET, 81, 450, 460, AND 484 CHARLES STREET FOR WHICH THE SUCCESSOR HOUSING AGENCY OF THE REDEVELOPMENT AGENCY OF THE CITY OF MOORPARK HAS MANAGEMENT RESPONSIBILITY AND APPROPRIATING $1,500 FROM THE GENERAL FUND (1000) FOR PROPERTY MAINTENANCE AND WEED ABATEMENT ACTIVITIES AT 161 SECOND STREET WHEREAS, on June 20, 2012, the City of Moorpark adopted the Operating and Capital Improvement budget for Fiscal Year 2012/13; and WHEREAS, a staff report has been presented to the City Council requesting additional appropriation to fund property maintenance activities at 1083 Walnut Canyon Road, 780 Walnut Street, 124 First Street, 81, 450, 460, and 484 Charles Street and 161 Second Street; and WHEREAS, the Successor Housing Agency of the Redevelopment Agency of the City of Moorpark has responsibility to maintain these properties and has no funding to do so; and WHEREAS, a budget adjustment in the aggregate amount of$3,600 is requested from the City Affordable Housing Fund (2201) and $1,500 from the General Fund (1000) for this work; and WHEREAS, Exhibit "A", attached hereto and made a part hereof, describes said budget amendment and the resultant impact to the budget line item. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment in the amount of $3,600 from the City Affordable Housing Fund (2201) and $1,500 from the General Fund (1000), as more particularly described in Exhibit "A", attached hereto, is hereby approved. SECTION 2.
