SUBJECT: Consider Scheduling a Special City Council Meeting to
Consider Library Development Options
SUMMARY
The Council is being asked to select a meeting date for a workshop on the development
options for the expansion of the Moorpark City Library. The issues to consider may
include whether to expand the existing structure, build a structure on the same site,
preserve and repurpose the existing structure by constructing a new library structure in
another part of the Civic Center campus, or building a new library elsewhere in the City.
BACKGROUND
The Moorpark City Library at 699 Moorpark Avenue was originally constructed by the
County of Ventura in the early 1980's. In 1984 and again in 1995 the library was
expanded with two major additions to current size of 7,900 square feet.
On January 1, 2007 the City of Moorpark established the Moorpark Library, after the
City withdrew from the County Library System, taking over the building as well as library
operations.
In March, 2012 City consultant GKK Works prepared a detailed "Moorpark Library
Analysis Report" to review the infrastructure of the existing library to determine if it could
be further expanded to better accommodate the City's needs for library services. The
Report also discussed how the expansion of the library could be best integrated into the
overall master plan for the City's new civic center complex. The Report provides an
analysis of the condition of the existing building and its suitability for expansion into a
larger library or being re-purposed for other uses.

Wednesday, November 28 may be a convenient date for a special meeting to conduct a
workshop on the Library development options, or the Council may wish to select a date
in January, 2013.

Set a date for the workshop.
