SUBJECT: Consider Purchase of BMW R120ORT-P Police Motorcycle as a
Replacement Police Motorcycle for Traff ic Enforcement and
Authorize the Sale of the 2006 Harley Davidson Motorcycle
SUMMARY
The City of Moorpark's (City) adopted Fiscal Year 2012/13 budget includes $25,000.00
for the Police Department to purchase a new replacement police motorcycle to be used
for traffic enforcement. The City currently has in its vehicle fleet a 2007 Harley
Davidson police motorcycle used for traffic enforcement, which is in need of
replacement. After much research, it has been determined that the 2012 BMW
R120ORT-P police motorcycle is the best choice as a replacement for the 2007 Harley
Davidson. If approved, the City would purchase the replacement motorcycle using
Equipment Replacement Funds (4003), which were allocated for this purchase during
the adoption of the Fiscal Year 2012/13 budget.
BACKGROUND
The Police Department has three motorcycle officers assigned to traffic enforcement
duties. For the purposes of traffic enforcement it is widely recognized that the
motorcycle is the most versatile and efficient mode of transportation in any city where
there is a high volume of traffic circulation. The City, with its intersecting State
Highways 118 and 23, experiences some of the highest volume of traffic in the County
during peak commuter hours. The Police Department currently fields one Kawasaki
Concours 14P and two Harley-Davidson motorcycles in its traffic enforcement fleet. A
fourth spare Harley-Davidson motorcycle is maintained to use when one of the three
motorcycles used daily is out of service for any extended maintenance.
The 2007 Harley Davidson motorcycle, which was purchased new in 2007, has
exceeded the replacement mileage benchmark of 50,000 miles. The stated mileage
benchmark is not an absolute number, but more of a guideline when balancing the need
for a motorcycle in serviceable condition for the rigorous duty of police work, versus the
cost to maintain the equipment. One consideration is the fact the 2007 Harley Davidson

motorcycle came with a three-year warranty, which helped in reducing the cost of
maintenance. Once the warranty ended, the maintenance costs increased. The 2007
Harley Davidson motorcycle has been well maintained by the officer riding it, allowing it
to provide many miles and years of excellent service; however, lately it has required
additional maintenance to keep it in a serviceable condition. If replaced, the 2007
motorcycle would be used as the spare motorcycle, and the current spare motorcycle (a
2006 Harley Davidson) would be sold at auction, thereby partially offsetting the cost of a
new replacement motorcycle.
The other two traffic motorcycles consist of a 2011 Kawasaki Concours 14P police
motorcycle, which was purchased during Fiscal Year 2011/12, and a 2010 Harley
Davidson which was purchased during Fiscal Year 2009/10. Both motorcycles are well
maintained and in excellent serviceable condition.
Until recently, the most common motorcycles used by local law enforcement agencies
have been the BMW, Honda, Kawasaki, and Harley-Davidson. The Kawasaki Concours
14P is no longer available due to production concerns by the manufacturer. Based
upon the Moorpark Police Department's experiences in using various makes and
models of police service motorcycles, it is believed that the BMW R1200RT-P offers the
best balance of serviceability and price. The BMW is in use by hundreds of law
enforcement agencies nationwide and has an excellent reputation for its service
longevity and overall rider comfort and maneuverability. Additionally, there is a nearby
dealer in Newbury Park that is properly staffed and equipped to properly service the
motorcycle.
DISCUSSION
The high volume of traffic within the City places traffic safety and the orderly flow of
traffic within and through the City at a high priority for the Police Department and the
City's residents. With this in mind, there is a real need to maintain a serviceable fleet of
traffic motorcycles, including the replacement of aging equipment such as the current
2007 Harley Davidson motorcycle. This item was budgeted for in the Fiscal Year
2012/13 budget, using the Equipment Replacement Fund (4003).
The Police Department is making the recommendation to go with the BMW R1200RT-P
police motorcycle. BMW has an excellent reputation of producing high quality police
motorcycles. The City of Moorpark has owned a BMW police motorcycle in the past
and the bike performed well. Another major reason for this selection is the overall rider
comfort and maneuverability over a long period of riding time. Although the current
Harley Davidson fleet includes motorcycles that provide excellent rider comfort, the
maneuverability suffers slightly due to the overall size and weight of the bike. The BMW
is sized and weighted to be much more maneuverable in tight traffic conditions, and it
provides excellent rider comfort in the seating arrangement.

Police Department staff solicited bids for a 2012 R1200RT-P police motorcycle from five
BMW motorcycle dealers. Bids for the motorcycle were returned by three of the five
dealers, BMW Motorcycles of Ventura County, located in Newbury Park; New Century
BMW Motorcycles, located in Alhambra; and Long Beach BMW, located in Long Beach.
The bid responses are as follows:

The bids from all three dealers include the same options and warrantees, and the bid
from New Century BMW Motorcycles includes an added option of heated handgrips, a
$225 dollar option that is very much appreciated by our motorcycle traffic officers on
cold days.
Based on this information, the lowest responsible bidder for the specified police
motorcycle is New Century BMW Motorcycles in Alhambra. This dealer has sold many
BMW police motorcycles to other Southern California police agencies and is familiar
with the needs and priorities of law enforcement agencies.
FISCAL IMPACT
The fiscal impact to the City includes the original purchase price of the motorcycle,
shipping, sales tax, and police service related accessories. The motorcycle comes
complete from the dealer with emergency lights and siren.
The following is a breakdown of the costs associated with the purchase of the
motorcycle:
Purchase price (fully equipped): $22,202.45 (includes emergency lights and siren,
and equipment saddle bags)
California Sales Tax: $1,609.68
Freight $495.00
Total: $24,307.13
Because the new motorcycle is considered a normal replacement for one already in
use, the City's Equipment Replacement Fund (4003) would be the appropriate source of
funding for this purchase. The total cost of $24,307.13 is within the budgeted
$25,000.00 in the adopted Fiscal Year 2012/13 budget.

STAFF RECOMMENDATION
1) Award the purchase of the 2012 BMW R1200RT-P police motorcycle to New
Century BMW Motorcycles.
2) Authorize the City Finance Department to process the necessary purchase order to
obtain the motorcycle with the allocated funds.
3) Authorize the sale of the 2006 Harley Davidson motorcycle.
