Riley, Assistant City Manager DATE: October 3, 2012 (CC Meeting of October 17, 2012) SUBJECT: Consider National Park Service's Request to Use the Apricot Room for a Public Meeting and Waive the City's Facility Rental Fee DISCUSSION The City has received a written request from the National Park Service for the use of the Apricot Room to hold a public meeting on November 29, 2012, from 7:00 to 9.00 p.m. In addition to using the room, the National Park Service is asking that the Council waive the City's facility rental fees. This subject of the meeting will be the Rim of the Valley Corridor Special Resource Study. The purpose of this special resource study is to determine whether any portion of the Rim study area is eligible to be designated as a unit of the national park system or added to an existing national park unit. For further details on this study, please refer to the attached letter from the National Park Service. Typically, the City waives facility fees for Moorpark non-profit groups when the event they are holding is open and beneficial to the public. With the City's co-sponsorship, no facility rental fees would be charged. STAFF RECOMMENDATION Approve the co-sponsorship of the National Park Services public meeting on November 29, 2012. Assistant City Manager 799 Moorpark Ave. Moorpark, CA 93021 Dear Mr. Riley, The National Park Service(NPS)is planning to conduct a public meeting at the Moorpark City Hall(Peach Room)on November 29,2012 from 7:00 p.m. to 9:00 p.m. This meeting will be open to the general public from throughout the region. The subject of the meeting will be the Rim of the Valley Corridor Special Resource Study.The purpose of this special resource study is to determine whether any portion of the Rim of the Valley Corridor study area is eligible to be designated as a unit of the national park system or added to an existing national park unit(in this case, Santa Monica Mountains National Recreation Area). The purpose of this letter is to request a fee waiver for use of the room. We hope that you agree that the meeting will benefit Moorpark residents by providing a close to home opportunity to learn more about and provide comment on this important study. What is the Rim of the Valley Corridor Special Resource Study? In the Consolidated Natural Resources Act of 2008 (P.L. 110-229-May 2008),Congress directed the NPS to conduct a new park area study of the"area known as the Rim of the Valley."A map on page 3 of the enclosed Newsletter#1 depicts the proximity of the City of Moorpark to the study area. Our goal is to reach out to as many communities near the study area as possible to discuss the study's preliminary findings for significance, suitability, feasibility and ultimately, whether or not there is an expanded role for the NPS within any part of the study areaa.
