MEMORANDUM
• TO: The Honorable City Council
FROM: John F. Knipe, Assistant City Engineer
DATE: February 12, 1988
SUBJECT* State Route Truck Counts
•
BACKGROUND INFORMATION
In conjunction with the potential truck prohibition during
construction on the Ventura Freeway there has recently been
some interest in estimating the percentage of truck traffic
percentages along state routes within the City. Truck
percentages may be estimated by conducting counts on Route
118 near the east City limits and west City limits and on
Route 23 near the north City limits and near Science Drive.
If these ttuck counts are to be done, the Council may also
wish to consider conducting traffic counts along Campus Park
Drive east of College View Avenue relative to our concern
with college traffic volumes at Delfin Street.
The counts should be directional, and could consist of
manual counts conducted during one peak hour and one off-
peak hour at each location or special 24-hour machine
counts. The total expense for obtaining and evaluating the
counts and preparing a Council staff report is estimated to
be approximately $1,000 for the manual counts or $2, 900 for
the machine counts (depending on whether or not the Campus
Park Drive location is counted) .
Although the machine counts would provide data over a
24-hour period, they are more expensive and may be less
reliable (the machines must be placed at narrow, low-speed
locations) . For these reasons the manual counts would be
considered a better value.

Direct staff as deemed appropriate.
