Currently, this stretch of freeway operates below a Level of Service D during evening peak hours. It is anticipated the additional lane will relieve much of this evening congestion which impacts commuters from Moorpark, Sir.Pi Valley, and other cities in Ventura County. The estimated project cost is $1 .6 million. During the past several months, the City of Simi Valley has been working with Caltrans, local legislators, the Los Angeles County Transportation Commission, developers, and the Ventura/San Fernando Valley Freeway Improvement Committee to identify funding for this project. It is generally felt, the project could be programmed in the FY 1987-88 STIP if at least fifty percent (50%) of project funding came from local contributors. On May 18th, our City Council approved a contribution of up to $200,000 to the project. The LACTC has tentatively agreed to contribute $500,000-$550,000. In addition, a developer near the project, has tentatively agreed to a cash/improvements contribution of $60,000. The actual expenditure of funds will probably not occur until FY 1987-88 or FY 1988-89. We are requesting the City of Moorpark consider a contribution to the project. A financial contribution will greatly enhance the potential to get this project into the 1987-88 STIP. The contribution is not only helpful from a funding standpoint, but also shows strong local support and commitment to the project. Any contribution will be meaningful . iM or GREG STRATTON,Mayor n . We request that you give this matter consideration as soon as possible. The California Transportation Commission will be hearing testimony regarding Southern California projects on May 28th and 29th. The report on the 118 project for those meetings is currently being prepared by the LACTC. Enclosed for your review is the staff report prepared for our Council on the project. Greg St1. atton Mayor Attachment cc: City Council City Manager Agenda items vp Date e'3.-*/17 CITY OF SIMI VALLEY MEMORANDUM May 18, 1987 TO: City Council FROM: Office of the City Manager SUBJECT: LOCAL CONTRIBUTION TO 118 FREEWAY IMPROVEMENT PROJECT RECOMMENDATION - It is recommended the City Council authorize an appropriation up to $200,000 in the FY1987-88 Budget as part of a local contribution toward funding an operational improvement project on the 118 freeway (auxiliary lane from Topanga Canyon Boulevard to Rocky Peak Road). BACKGROUND AND OVERVIEW An operational improvement project on the 118 freeway„which would be of benefit to the City of Simi Valley has been identified by Caltrans. The project entails the construction of a westbound auxiliary/truck climbing lane from the Topanga Canyon Boulevard on-ramp past the Rocky Peak Road off-ramp (page 3). The project would require paving, re-striping, and the widening of the bridge over Iverson Road. Total project cost is estimated to be $1.6 million. A portion of the project ($150,000 to $200,000) is located in Ventura County, with the remainder in Los Angles County. Completion of the project; however, would be of primary benefit to traffic traveling to Ventura County. The evening peak-hour traffic volume on this segment of the 118 freeway is 1600 Vehicles Per Hour (VPH). According to Caltrans, this portion of the -freeway is operating below Level of Service D during evening peak hours. The high demand creates congestion from beyond DeSoto Avenue to Rocky Peak Road. This congestion is a result of both the high volume of traffic entering from DeSoto and Topanga Canyon and the relatively steep grade. FINDINGS AND ALTERNATIVES The City has been meeting with Caltrans, the Los Angeles County Transportation Commission (LACTC), local legislators, and developers to identify funding for the project. It is hoped the project can be placed in the FY1987-88 State Transportation Improvement Program (STIP) by utilizing a fifty percent (50%) local contribution. It is anticipated the contribution would come from the LACTC ($500,000 to $550,000)., a developer adjacent to the project ($60,000 to $150,000) , and the City of Simi Valley ($158,000 to $200,00). In addition, some preliminary discussions have been held with the City of Moorpark regarding a potential contribution. 2 The widening project will receive consideration before the California Transportation Commission (CTC) at their May 28th and 29th hearings in Van Nuys. Final determination on projects to be included in the FY1987-88 STIP will be made by the CTC in June 1987. If the City Council decides to contribute toward this project, a commitment should be expressed prior to the May 28th hearing. It is anticipated, project construction could begin in Spring of 1988. The actual expenditure of City funds would probably not occur until late FY1987-88 or FY1988-89. If approved, funding would be identified in the Capital Projects account of the final FY1987-88 Budget. Since the preliminary budget for FY1987-88 is currently being printed, this appropriation will not be reflected in that document. Should the City Council choose to contribute to the project, the City would enter into an agreement with Caltrans regarding the reimbursement of a portion of the project costs. ALTERNATIVES The following alternatives are available to the City Council : 1) Appropriate up to $200,000 in the FY1987-88 Budget as a local contribution to an improvement project on the 118 freeway; 2) Deny the appropriation; or 3) Provide staff with additional direction. SUMMARY Caltrans has identified the need for an additional lane on the 118 freeway from Topanga Canyon Boulevard to Rocky Peak Road. The City has been working with Caltrans and the LACTC in an attempt to place the project in the FY1987-88 STIP. It appears placement in the STIP will require a local contribution of at least fifty percent ($800,000). It is recommended the City Council appropriate up to $200,000 in the FY1987-88 Budget as the City's portion of the local contribution. ::011W )7, . L.
