Executed this 3rd day of June 2016, at Moorpark, California. iiii Patty An erson Administrative Assistant II Parks, Recreation & Community Services Department ITEM 8.A CITY OF MOORPARK PARKS AND RECREATION COMMISSION AGENDA REPORT TO: Parks and Recreation Commission FROM: Jeremy Laurentowski, Parks and Recreation Director t/' DATE: June 2, 2016 (Meeting of June 6, 2016) SUBJECT: Consider Fitness Equipment for Arroyo Vista Recreational Trail Project BACKGROUND For several years, the Parks and Recreation Commission and the City Council have discussed the need for a recreation trail system at Arroyo Vista Community Park (AVCP). On May 15, 2013, the City Council adopted the City of Moorpark Mission Statement, Priorities, Goals, and Objectives for FY 2013/2014, which included the following Departmental Goals and Objectives that coincide with the Council's desire for a 2 recreational trail system at AVCP: VII. A. 20. Develop a conceptual plan and cost estimates for a formal walking path around the perimeter of Arroyo Vista Community Park. 26. Develop conceptual design plan and cost estimates for widening the access road within Arroyo Vista Community Park (AVCP) to accommodate bike lanes/paths and sidewalks. VI. C. 2. Install outdoor fitness equipment at one or more parks. On October 2, 2013, the City Council approved a conceptual plan for a proposed recreational trail system at AVCP and on November 20, 2013, Penfield and Smith was hired to prepare the plans and specifications for the Recreational Trail Improvements. On February 5, 2014, the City Council approved the project plans and specifications in order to apply for a Land and Water Conservation Fund Grant. On January 20, 2016, the City Council approved the revised plans and authorized staff to go to bid on the project. . The bids were received on April 11, 2016, however, the City Council rejected all the bids due to a bid discrepancy and the fact that the bid costs exceeded the budget for the project. The project will be out to bid again in June 2016. 1 Parks and Recreation Commission June 6, 2016 --) Page 2 DISCUSSION One of the components of the recreational trail that was approved by the City Council is the inclusion of fitness equipment located at four separate stations adjacent to the trail. On April 12, 2016, staff solicited bid proposals from four play equipment vendors that that specialize in outdoor fitness equipment. Staff received three bid proposals by the submittal due date of April 26, 2016. Staff requested that the proposers consider two different configurations for the trail: a four station configuration to be located along the trail, as well as a single cluster configuration to be located near the tot lot at AVCP. The following is a summary of the information contained in the RFP: DESIGN CRITERIA FOR EXERCISE EQUIPMENT SCOPE OF WORK Square Feet: The Proposer is to determine needed size for the fitness cluster based on the City's desired equipment. The exercise pads along the trail, as currently designed, are generally 20' x 30', however, the City is open to modifying those sizes, if it can be accommodated within the project. Surfacing: Surfacing shall be poured-in-place rubber surfacing or equal. The trail contractor will be responsible for completing the exercise site pads. Proposer will be responsible for installing equipment and selected surfacing. (See Exercise Area Detail, Attachment 1). City is open to suggestions on other rubber surfacing that is more cost effective for installation and maintenance. Accessibility: Accessibility should be provided according to California Building Code and Americans with Disabilities Act(ADA) requirements as required. Equipment Desired: The installation of the exercise equipment is to comply with applicable guidelines. For the trail configuration, each exercise site should contain different pieces of equipment that provide various types of strength training and cardiovascular exercise opportunities. The cluster configuration should also have various types of cardiovascular and strength training equipment provided. The equipment should be meant to work with body weight and should have limited moving parts. In the interest of minimizing maintenance cost features that include adjustable weights should be avoided. The exercise equipment should be visually appealing, challenging for all ages and fitness levels, and attractive. Proposer is to include instructional signage for each piece of equipment. J 2 Parks and Recreation Commission June 6, 2016 --\ Page 3 General Information: The exercise equipment will be located near the new recreational trail being built at Arroyo Vista Community Park. As stated in the RFP, the equipment can be in either a cluster configuration at one location (see Attachment 2 for location) or in a fitness trail configuration. The City would like the proposer to provide a suggested layout for each configuration and a recommendation on which configuration the proposer would recommend, based on current trends in the Outdoor Fitness equipment industry. Total budget: Equipment Budget: $60,000 Surfacing Budget*: TBD by Vendor *cost of surfacing to be all inclusive (material, installation, surface preparation, etc.) Staff has evaluated each proposal and has determined that each proposal meets the budget and requirements of the RFP. EVALUATION OF PROPOSALS The Parks and Recreation staff will review the written proposals and will determine the top Proposer(s) based on overall responsiveness to the Request 11 for Proposals. The Parks and Recreation staff will make a recommendation(s) to J the Parks and Recreation Commission (Commission) who will make a recommendation to the City Council. The City Council will make the final determination and select the Proposer for this project. Evaluation of the proposal will be based on the following: • Responsiveness to the RFP and the criteria • Proposed site equipment designs and concepts • Originality and creativity • Safety • Overall play value of the proposed design and equipment • Durability and ease of maintenance of the proposed equipment • Ability to meet budget • Ability to put together a design and construction system which will be able to perform all aspects of the project, possess appropriate California contractor's license, and meet insurance requirements • Ability of proposed design to comply with the Americans with Disabilities Act and the Consumer Products Safety Council, as well as International Playground Equipment Measure Association Guidelines, and the degree to which the design would allow participation by those with various disabilities It should be noted that the bidders are required to provide a proposal that is within the budget identified in the RFP and the Commission should make a recommendation to the City Council based on the evaluation process identified above, not the lowest bid 3 Parks and Recreation Commission June 6, 2016 �. Great Western Park and Playground $89,410.98 Game Time Fitness Equipment (Attachment 3) It should be noted that some of the fitness equipment manufacturers have a range of color options available. Staff will make a final recommendation on the color choices to the City Council at a later date. The proposal includes 11 pieces of equipment and consists of 16 exercises overall. The City has contracted with Landscape Structures, Inc. on several projects over the past several years, most recently at Walnut Acres Park, and it is staffs opinion that the equipment we have received from Landscape Structures is high quality and well-constructed. In addition, the equipment is aesthetically pleasing and consistent with current trends in fitness, which will make this equipment popular and pleasing to utilize. Staff feels that the Pacific Park and Playground equipment, while offering the highest quantity of exercises, may not be as user friendly due to the ultra-modern appearance of the equipment and unfamiliar overall design. The function of the equipment is not traditional in nature and may require that the user spend more time reading how to utilize the equipment to perform the exercises properly. While the Health Beat equipment also has a modem appearance, the equipment is more traditional in 4 Parks and Recreation Commission June 6, 2016 Page 5 ) function. The Game Time proposal consists of the highest number of pieces of equipment. However, the equipment is solitary and includes the least number of exercises overall. In addition, staff feels that the Game Time equipment is not as aesthetically pleasing as the other two options. FISCAL IMPACT Funding for the fitness equipment has been included in the overall project budget for the recreation trail project. The funding source will be determined by the City Council at a later date. "Moorpark Has Talent" showcases local talent from the community and was held on Friday, March 18, 2016, at 7:00 p.m. at the High Street Arts Center. Admission to the show was $10.00 pre-sale and $12.00 at the door. During the show, local performers competed for cash prizes consisting of $500 for first place, $300 for second place, $200 for third place. Prize money and emcee stipend were provided by the Moorpark Foundation for the Arts. The City purchased Target gift cards as consolation prizes for those acts that finished in fourth through tenth place. The event performers were selected through an audition process. Two auditions were held at the High Street Arts Center and the Community Center, and were open to Moorpark residents of all ages. Only amateur performers were permitted to enter. A performer entry fee of $10 per act was charged. Sixteen acts auditioned for a panel of three judges. The judging panel included Arts Commissioners and Parks and Recreation Commissioners. The panel determined which acts would be invited to the final event. Ten acts were selected to perform. The show sold a total of 176 out of 260 tickets. The audience enjoyed the variety of the ten unique acts, which included dance, vocalists, and instrumental performances. The audience also had the opportunity to purchase concessions during the show. The winning performers were chosen by a combination of a judging panel and audience vote. Each member of the audience was given a ballot with their paid admission. After all the acts had performed, the audience was directed to indicate which act they 46 P&R Commission Meeting June 6, 2016 Page 2 believed deserved to win by placing an "X" next to their name on the ballot. Staff collected the judge's ratings and tallied the audience ballots. The winners were announced shortly thereafter by the Master of Ceremonies, Chrisanne Eastwood. The 2016 "Moorpark Has Talent" winning act was Amanda Dobbins and Jordan Manchin with their lyrical dance routine. Second place was awarded to Corina Gonzales with her rendition of "A Moment Like This", and third place was Ana Rose with her guitar performance. While this event has not been able to meet its minimum cost recovery, it was able to recover 100% of its direct costs through ticket sales and audition fees. Staff was able to reduce the amount of part time hours worked by Arroyo Vista staff; however, due to increase in staff costs the final part time staff costs increased from the previous year. The same predicament can be seen for full time staff as well. FISCAL IMPACT In comparing the numbers from 2014 to 2015, direct costs increased due to increased staffing cost. Part time staff was scheduled for 28 hours in 2014 and 26.25 hours in 2015 but due to salary increases the staffing costs increased from $332.46 to $465.80. While this event did not meet the minimum cost recovery, the event did recover 100% of its direct costs through ticket sales and application fees for auditions. Moorpark Foundation for the Arts provided the prize monies for the winners along with a stipend for the emcee. The City purchased Target gift cards as consolation prizes for those acts that finished in fourth through tenth place. Costs for use of the High Street Arts Center (for rehearsal and the event) and the theater manager's time are not included. Additionally, revenue from concession sales was retained by the theater and is not included as a revenue source. A budget summary is attached. The event was not able to meet its cost recovery goals. Staff will increase efforts to obtain sponsorships in order to meet cost recovery goals next year. Verbal Presentation No Staff Report 49 ITEM 9.A MINUTES OF THE SPECIAL PARKS AND RECREATION COMMISSION MEETING Moorpark, California April 4, 2016 A Special Park Tour Meeting of the Parks and Recreation Commission of the City of Moorpark was held on April 4, 2016, which began at 4:30 p.m. at said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chair Doria called the meeting to order at 4:33 p.m. 2. ROLL CALL: Present: Commissioners Adam Haverstock, Steve Morgan, Thomas Pflaumer, Sandra Thompson, and Chair Terri Ddria. Staff Present: Parks and Recreation Director Jeremy Laurentowski and Administrative Assistant Patty Anderson. 3. PUBLIC COMMENTS: None. 4. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 5. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS: The Commissioners who attended the 2016 CPRS Conference stated that they would give their oral reports at the next televised regular meeting. 6. PRESENTATION/ACTION/DISCUSSION: A. Parks Tour. Staff Recommendation: The Commission and staff will tour and discuss the following parks in the order listed below. (The times identified are estimates only, and the Commission will attempt to meet this schedule.) The Commission and staff toured the following parks: 1. Walnut Acres Park: The Commission and staff discussed the daily maintenance required at this specific park, as well as the irrigation. 2. Arroyo Vista Community Park: The Commission and staff discussed proposed plans for the multi-use court and the plans for the recreational trail. 4. Mammoth Highlands Park: The Commission and staff discussed the park's landscaping and the recreational trail which extends beyond the park. 5. Campus Park: The Commission and staff discussed replacing the restroom. The turf replacement project was discussed at all parks toured. Following Item 6.A., Parks Tour, the Parks and Recreation Commission continued their meeting at the Community Center located at 799 Moorpark Avenue. 7. CONSENT'CALENDAR: A. CALL TO ORDER: Mayor Parvin called the City Council to order at 6:47 p.m. Chair Doria called the Parks and Recreation Commission to order at 6:47 p.m. 2. THE PLEDGE OF ALLEGIANCE: Mayor Parvin led the Pledge of Allegiance. 3. ROLL CALL: Parks & Recreation Commission: Commissioners Morgan, Commissioner Pflaumer, Commissioner Thompson, and Chair Doria. Absent: Commissioner Haverstock. City Council: Councilmembers Mikos, Millhouse, Pollock, Van Dam, and Mayor Parvin. Staff Present: Steven Kueny, City Manager; Deborah Traffenstedt, Assistant City Manager; Jeremy Laurentowski, Parks and Recreation Director; and Maureen Benson, City Clerk. 4. PUBLIC COMMENT: None. 5. PRESENTATION/ACTION/DISCUSSION: A. Consider Status Report on Mission Statement, Priorities, Goals and Objectives for Fiscal Year 2015/2016 and 2016/2017. Staff Recommendation: Direct staff as deemed appropriate. 53 Minutes of the City Council and Parks & Recreation Commission Moorpark, California Page 2 April 27, 2016 Mr. Kueny gave a brief oral report and explained how the goals and objectives are now evaluated every two years. Recommendations can be made; however, no formal changes will be made this year. Chair Doria reported: 1) After much discussion and public input, the Parks and Recreation Commission has decided not to recommend Country Trail Park be considered for a dog park, a BMX park, or a disc golf park; but may recommend a walking trail; 2) Recommendations will be considered after a Park Tour for locating a pickle ball court at Tierra Rejada Park or possibly changing an existing tennis court at Arroyo Vista Community Park to a pickle ball court; 3) The trail project at Arroyo Vista Community Park has been delayed due to a rebid on the project, but the Commission is looking forward to that project starting in August; 4) A possible future goal would be major improvements for Arroyo Vista Recreation Center to allow for expansion to hold weddings and events which would generate revenue for the City; 5) Consideration for removing the red curb at Mountain Meadows Park which currently prohibits families from parking near the children's playground; and 6) Consideration for a splash park is still a goal. Ms. Doria described successful events this year including the Easter Egg Hunt with upgraded games and Moorpark Has Talent which was a great show Commissioners Morgan and Thompson both commended staff on the turf reduction efforts, which resulted in the conservation of water while still allowing for the parks to be fully utilized by youth sports programs. Commissioner Pflaumer complimented the Community Pool Ad Hoc committee for making tremendous strides this year; and recommended staff work on converting the unused multipurpose court at Arroyo Vista Community Park for basketball use. He stated the voters of Moorpark need to step-up and increase the annual parks assessment fees in order to stop using the General Fund to cover the deficit. He complimented staff on the success of the Second Street Park which is highly used. Councilmember Thompson recommended: 1) Implementing another circuit training course located at Arroyo Vista Community Park using the new trend with clusters of equipment; 2) Locating a community garden possibly near a senior apartment complex; 3) Re-examining disc golf for one of the parks; and 4) City participation in the planning of the Tierra Rejada parkland. Chair Doria stated she also wanted to have the zip-line added to future goals. At this time she invited the Council to attend one of the Commission's park tours. Councilmember Mikos stated pickle ball and tennis are not mutually exclusive and can be performed in the same location. She recommended this be explored along with the community garden. She stated the City needs to work with the Santa Monica Mountains Conservancy on the walking trail already existing on the Tierra Rejada open space land. 54 Minutes of the City Council and Parks & Recreation Commission Moorpark, California Page 3 April 27, 2016 In response to Councilmember Pollock, Mr. Laurentowski reported the contractor has finished repair work at the skatepark and only final punch list items are left to be completed. Walter, Landscape and Parks Superintendent DATE: April 30, 2016 (Meeting of June 6, 2016) SUBJECT: Parks Quarterly Report for January, February, March 2016 Just Serve Helping Hands Volunteer Day: On Saturday April 30, from 8:00 am to 12:00 pm, the Just Serve Helping Hands Volunteer Day was held at Country Trail Park. The Just Serve Helping Hands Volunteer group had approximately 250 volunteers attend the event and they planted 500 shrubs and 24 trees. Graffiti Abatement: Park staff spent approximately 32 hours removing graffiti during January, February, and March. Widening Access Road at Arroyo Vista Community Park (AVCP) to Accommodate Bike Lanes/Paths and Sidewalks (Objective VII.A.26) and Formal Walking Path at AVCP (Objective VII.A.20): the plans were approved by the City Council on February 5, 2014. After the initial Council approval, the plans were modified to add additional parking areas, entryway improvements at the entrance to the park, lighting and landscaping. The City Council approved the revised plans and authorized the bidding of the project on January 20, 2016. The engineer's estimate for the project is $3.3 million which required that the General Contractors who want to bid on the project by pre- qualified. The project went out to bid and bids were due on April 11. Arroyo Vista Community Park (AVCP) Retaining Wall: A retaining wall at AVCP is in need of replacement. The retaining wall was installed at the top of the slope on the south side of the park, adjacent to three homes at the end of the cul-de-sacs on Honeyglen Court and Summerglen Court. The City Council authorized the award of the bid to J&T Engineering and Construction on March 3. Staff anticipates the project starting in June. Moorpark Parks Turf Reduction Project: Phase I of our water conservation goal was reached when thirteen of our parks had turf reduction completed. The thirteen parks included Campus Canyon Park, Campus Park, Community Center Park, Country Trail 56 Parks Quarterly Report Page 2 Park, Glenwood Park, Mammoth Highlands Park, Mountain Meadows Park, Poindexter Park, Tierra Rejada Park, Virginia Colony Park, College View Park, Miller Park, and Peach Hill Park. Phase II consists of adding native plants, trees, and irrigation to mulched areas and boulders to surrounding drains. Water Rebate Program: Turf Conversion Project extended to April 22, 2016. Staff submitted thirteen park applications to the Metropolitan Water District (MWD) So Cal Water Smart program for turf removal rebates. The 13 park sites will have approximately 841,621 square feet or 19.32 acres of turf removed. The program requires staff to provide turf area square footage watered by a specific water meter, along with five photos of the turf locations to be removed. This is the first step in qualifying for the rebates, with approval pending on available funds. The City could receive rebates of up to $2.00 per square foot, with a maximum of $50,000 per project area. Currently, the City is approved for $500,000 in rebates. The final rebate amount paid to the City will be dependent upon MWD's inspection of the finished turf removal projects. STAFF RECOMMENDATION Receive and file report. 2 57
