SUBJECT: CONSIDER AUTHORIZATION TO PROCURE STREET FURNITURE FOR
HIGH STREET
BACKGROUND
Staff has been working with the Affordable Housing and Economic Development
Committee to purchase downtown street furniture. The 1992-1993 fiscal budget allocated
$20,000.00 for the purchase of downtown street furniture. Based upon this allocated
amount, it was determined that the City should purchase benches, trash receptacles and
planters for the downtown.
The following staff report presents Committee and staff findings regarding products to be
purchased for High Street.
DISCUSSION
Summary of High Street Improvement Plans
The approved budget for Fiscal Year 1992-1993 included funding for the purchase of
street furniture for High Street. The first phase of efforts to improve the image and
appearance of High Street was completed several months ago with the planting of new
Pepper trees on High Street. The next step in improving the appearance of the
downtown is the purchase of downtown street furniture. Future efforts include the design
and placement of decorative street lights, and ultimately the full implementation of a
downtown improvement plan.

Representatives of the Moorpark Old Town Merchants Association worked with the City
to review the type, style, location, number and cost of downtown street furniture to be
placed on High Street. The Directors of Public Works and Community Development, and
Community Development staff have determined that based upon the budget and a street
survey, 13 planters, 9 benches, 3 seats and 13 trash receptacles should be purchased
for High Street.
All recommended selections have been developed by the Economic Development and
Affordable Housing Committee along with City staff. Approximately one month ago,
Community Development staff took on the responsibility of obtaining bids and
recommending a product type for the downtown street furniture.
Recommendations drafted by the Old Town Merchant's Association
A plan developed by a representative of the Old Town Moorpark Merchant's Association
called for the installation of 41 planters, 10 benches and 9 trash receptacles; all of the
items recommended to be purchased were manufactured in concrete by a company in
Tucson, Arizona. The use of concrete within street furnishings can be cost effective.
However, due to the weight of the concrete street furnishings, the freight charges
associated with this type of street furnishing significantly increases the cost of concrete
furnishings. Therefore, in the long run, the cost of purchasing concrete street furnishings
does not result in any economic advantage. Further, the Committee determined that the
design of a concrete bench and related downtown street furniture was not an appropriate
design for the downtown.
Committee and Staff Findings Regarding Downtown Street Furniture
Through a competitive over-the-phone bid process, staff was able to negotiate prices and
freight charges from downtown street furnishing companies.
At the Affordable Housing and Economic Development Committee meeting of June 28,
1993, the Committee reviewed all bids received and directed staff to provide the
Committee with additional information regarding specific bids. At the Committee meeting
of July 8, 1993, the Committee suggested the purchase of the following street furniture
items for reasons specified in Attachment Number 1.

Street Furniture Summary
Benches
Staff was able to locate a 6 foot bench and seat (backless bench) made of aesthetically
pleasing recycled plastic and recycled cast aluminum, sold by Environmental Specialty
Products. This bench, see Attachment Number 2, will weather better than wood and will
withstand the challenges of the outside environment. The recycled plastic bench and
seat slats will be brown with the cast iron arms and supports being powder coated black.
The bench, which was on loan to the City from July 5 to July 16, 1993, will easily blend
with the planters,trash receptacles and any future street furnishings. Among the reasons
staff selected the recycled plastic bench and seat include: low maintenance costs, the
bench and seat are vandal resistant, the color of the bench and seat will not fade, and
the fact that the product is a renewal resource.
Planters and Trash Receptacles
In recycled plastic material, staff was unable to locate planters or trash receptacles that
were aesthetically complementary to the downtown. The planters and trash receptacles,
which are made of Ipe wood and cast iron, were found to be aesthetically pleasing.
The planter is made with a frame of 1 inch steel tubing and iron castings in two corners;
the wood surrounding the castings will be 251 " x 35" Ipe Wood slats, and 24" in height.
Though the catalogue specifications state that a liner is not provided, no liner is available
for the planter, see Attachment Number 3. Each planter will cost $388.00, not including
freight charges.
The trash receptacle is made of 1" steel tubing with iron castings in two corners. The
overall measurements of the receptacle are 24" x 24" and 36" in height and 32 gallon.
The Ipe wood slats surrounding the steel are 1" x 6", see Attachment Number 3. Each
trash receptacle will cost $384.00, not including freight charges.
Final Cost and Funding
By negotiating costs and freight charges, the money which was saved allowed staff to
obtain additional seats (backless benches) for the downtown, see Attachment
Number 4.

As previously stated$20,000.00 of Gas Tax Funds was appropriated in 1992/1993 for this
project. With the new fiscal year the City Council will need to appropriate funds for this
project. It is staff's understanding that Gas Tax Funds were previously designated
because redevelopment funds were not yet available to the City. The purchase of the
downtown street furniture should be considered for funding by the Moorpark
Redevelopment Agency.
RECOMMENDATIONS (ROLL CALL VOTE)
1. The Economic Development and Affordable Housing Committee and Staff
recommend that the recycled plastic benches and seats from Environmental
Specialty Products and the cast iron and Ipe wood planters and trash receptacles
from White Associates be purchased in the quantities as specified in this report at
a total cost not to exceed $20,000.00.
2. Staff recommends that funding for this project come from the Moorpark
Redevelopment Agency and that this matter be placed on the next available
Agency agenda. In the event that the City Council chooses to fund this project
with eligible City funds, such as Gas Tax or the General Fund, a roll call vote will
be required.

ATTACHMENT NUMBER 1
WOOD VERSUS RECYCLED PLASTIC PRODUCTS
After reviewing the various types of wood available for street furniture, it was determined
that Ipe Wood, due to its strength and resilience, would be the most appropriate type of
wood to install within the downtown. At one time teak wood was considered; however,
the cost of teak wood would preclude the City from being able to purchase the desired
number of street furniture items with the funds available.
After researching the use of wood within downtown street furniture, staff became aware
that there are more disadvantages than advantages associated with using wood for the
street furniture. Below is a table outlining the advantages and disadvantages of using
wood for downtown street furniture.

While reviewing the different types of street furniture, staff was advised of the availability
of recycled plastic street furniture. The below information outlines the advantages and
disadvantages of using recycled plastic within street furniture.

After weighing the advantages and disadvantages associated with wood and recycled
plastic material and after reviewing product catalogues, staff and the Affordable Housing
and Economic Development Committee agreed that the purchase of benches and seats
(backless benches) in recycled plastic material and the purchase of trash receptacles and
planters in cast iron with Ipe wood, was in the best interest of the City.
