CONSIDER APPOINTMENT OF CLAUDE S17EWART AS THE CITY OF
MOORPARK BUILDING OFFICIAL
Cha es Abbott & Associates provides the City of Moorpark with contract Building and
Safe services per the agreement entered into by the City and Abbott & Associates on June
198 . The agreement states that Abbott is to perform the functions of Building Official.
Abb tt therefore is obligated to retain a staff person with the requisite qualifications and
exp 'ence to hold that position.
Som time before June 23, 1993, David Baird, Building Official for Moorpark left Abbott
and Associates (see attached letter dated June 23, 1993). Since then Dirk Lovett was
designated by Abbott as the acting Building Official until a suitable replacement was found.
On 3 ane 23, 1993 Charles Abbott advised staff that he plans to appoint Mr. Claude Stewart
as t City of Moorpark Building Official. Since the agreement with Abbott requires both
part s to concur to any changes, this item is being brought to the Council's attention for
revi and disposition.
On my 14, 1993 I interviewed Mr. Stewart and found him to be well informed, and
educ 3ted at a level commensurate with the requirements of the position. Mr. Stewart
poss sses an International Conference of Building Officials certification as a Building
Offi al, Building Inspector, Field Technician, and Combination Inspector along with a
hist of experience in the private and public sector (see attached resume). Mr. Stewart
also erved as the City's Building Inspector from June 1988 to December 1990.

recommends concurrence with Abbott and Associates on the appointment of Claude
art as the City of Moorpark Building Official.

Mr. Kueny:
A we have discussed, Dave Baird has moved to Michigan and, as such, can no longer act in the
au hority of the Building Official for the City of Moorpark. Although Dave is available and will
he working with us in the future, we propose to replace Mr. Baird in this capacity with Claude
St wart.
M'. Stewart has previously worked in the City of Moorpark and is familiar with City procedures
an I standards. He is a licensed general contractor and 1CBO certified building official. Ills
eil hteen plus years of experience provide him with not only the knowledge, but also the wisdom
an i judgement necessary for this position. Ills last seven years with CAA have demonstrated
hi ability to accept increased responsibilities and positions of authority. He is currently
su ervising building and safety projects in two Southern California locations.

STORY: SUMMARY
An ICBO certified Building Official, Mr. Stewart has over eighteen years
both construction and building inspection experience. During this period his responsibilities
.luded public works inspectiorr and code enforcement. He also worked as a building inspector
structural inspections in downtown Los Angeles and served as a licensed general contractor
residential and light commercial construction. Additionally, he was a field superintendent for
irge construction company.

Building Official/Supervisor. Mr. Stewart has seven years of gro-
g ssively responsible experience with CAA. He is currently overseeing Building and Safety
o erations in three separate locations.
Mr. Stewart is a combination building inspector performing electrical,
.chanical, plumbing and structural inspections for both residential and commercial
nstruction to ensure code compliance. His duties include plan checking as well as permit
uance. In addition, he interfaces with the public, providing information and answering
estions at the public counter. He has been the primary public works and grading inspector for
•ee cities. He has been a code enforcement officer for two cities.
SELF - EMPLOYED VARIOUS CONSTRUCTION FIRMS
AND THE CITY OF LOS ANGELES
During this time, Mr. Stewart was self - employed and worked as a licensed
:neral contractor. He did both residential and light commercial construction. He also spent a
:ar in the Building and Safety Department of the City of Los Angeles performing structural
spections in downtown Los Angeles and Van Nuys District for commmercial buildings,
mdos, framing, concrete and steel. Additionally, he worked for various contractors as a Field
iperintendent, surpervising his employer's work crews and the work of subcontractors.
