City Council W]ap ing ACTION: MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Maureen Benson, City Clerk DATE: December 10, 2010 (CC Meeting of 12/19/12) SUBJECT: Consider Appointment to the Citizens Transportation Advisory Committee (CTAC) BACKGROUND A second recruitment to generate additional applications for two representatives and one alternate for the Ventura County Citizens Transportation Advisory Committee (CTAC) ended on Friday, December 7 with no additional applications received. The current appointments expire on December 31, 2012. Only one application from Sue Fitzgerald,the current representative on the committee, was received by the end of the first recruitment deadline of November 16, 2012. Ms. Fitzgerald's application has been provided to Council under separate cover. DISCUSSION CTAC acts as an advisory board to the Ventura County Transportation Commission (VCTC) on matters concerning transportation planning and the annual identification of possible unmet public transit needs. The VCTC By-laws indicate each city may have an alternate representative. The City Council's current Policies Resolution No. 2012-3091 sets forth the Council policies for citizen appointments to boards, commissions, and committees. The Council policies have been followed for the posting and publication of notice of the vacancies. 141 Honorable City Council December 19, 2012 Regular Meeting Page 2 The Council's resolution states that the procedure for appointments shall be as follows: A. The Mayor shall solicit suggested nominees from members of the Council. B. Prior to making a motion for appointment, the Mayor shall announce the names of all persons he/she intends to nominate, and in the order to be nominated, for a board, commission, or committee. C. The Mayor shall make a motion putting forth each individual name to be approved for appointment. D. A second shall be required. E. The Council shall vote on each appointment individually. STAFF RECOMMENDATION Appoint one representative to serve a two-year term ending December 2014, while staff conducts a third recruitment for another representative and one alternate. 142
