TO: The Honorable City Council FROM: John Brand, Senior Management Analyst DATE: December 12, 2012 (CC meeting of 12/19/2012) SUBJECT: Consider Resolution Authorizing Acceptance of an Emergency Management Performance Grant Application in the Amount of$3,152.00 as the City's Share of the Ventura County Operational Area Allocation and Amending the Fiscal Year 2012/13 Budget SUMMARY The City Council is being asked to consider accepting the City's local allocation for an Emergency Management Performance Grant. BACKGROUND The federal Department of Homeland Security's Emergency Preparedness and Response Directorate, better known as the Federal Emergency Management Agency(FEMA), provides grants to help state and local governments better prepare for and respond to all hazards, disasters, and emergency situations. The Emergency Management Performance Grant (EMPG) program provides states the flexibility to allocate funds according to risk vulnerabilities and to address the most urgent state and local needs in disaster mitigation, preparedness, response, and recovery. The EMPG program provides an opportunity to achieve greater integration of these emergency management systems at all levels of government. The purpose of the Fiscal Year 2012 EMPG program is to support comprehensive emergency management at the state, tribal, and local levels. Funds provided under the EMPG may be used to support activities that contribute to the grant recipient's capability to prevent, prepare for, mitigate, respond to, and recover from emergencies and disasters, whether natural or man-made. 313 EMPG 2012 CC Meeting of December 19, 2012 Page 2 DISCUSSION Ventura County has been allocated $292,765 for FY12 EMPG, and will subgrant$ 3,152 to Moorpark with and additional$12,000 allocated to fund and Update of the City's Emergency Operations Plan by the County Office of Emergency Services. The City's expenditure of the award must be consistent with the state's goals and objectives for the funds. The goals and objectives of the state EMPG program address seven main categories: 1. Hazard Mitigation 2. Emergency Planning 3. Emergency Preparedness 4. Training, Exercises and Evaluation 5. Communications, Alert and Warning 6. Emergency Response 7. Recovery Typically, the City deposits this grant in its fund 2609 and uses the money to support a small portion of its on-going emergency preparedness activities. Staff proposes to submit a funding request to use the EMPG grant to help pay for the following eligible expenses for improving the functionality of the Emergency Operations Center by obtaining a small portable public address system that could be used in the field, display screens, and EOC"T-Cards'tracking system. FISCAL IMPACT Accepting the grant increases expenditure in the emergency management budget by $3,152.00, allows for the purchase of additional unbudgeted equipment and avoids future General Fund expenditures of an additional $12,000 by providing funding to develop an updated Emergency Operations Plan for the City in addition the purchase of equipment. This grant does not require a local match. Attachment 1 EMPG Resolution Attachment 2 Award Letter SXommunity Services\ADMINISTRATNE\CC Agenda Reports\CC Reports\2012\Emergnecy Prep\Grants\EMPG grant 2012.docx 314 Attachment 1 RESOLUTION NO. 2012- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZING ACCEPTANCE OF AN EMERGENCY MANAGEMENT PERFORMANCE GRANT, AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AGREEMENTS, CONTRACTS, AND REQUESTS FOR PAYMENT, AND AMENDING THE FY 2012-2013 BUDGET TO REFLECT THE GRANT REVENUE AND EXPENDITURES WHEREAS, the Moorpark City Council recognizes that it is in the public interest to implement programs to support homeland security, emergency preparedness, and disaster response; and WHEREAS, the United States Congress has provided Emergency Management Performance Grant (EMPG) funds that may be used for necessary and essential expenses involved in the development, maintenance, and improvement of state and local emergency management programs; and WHEREAS, the State of California has been allocated federal EMPG funds and subgranted certain EMPG funds to designated county Operational Areas, and WHEREAS, the County of Ventura Sheriff's Office of Emergency Services, as lead agency for the Ventura County Operational Area, has designated EMPG funds that are available to the City of Moorpark. WHEREAS, on June 20, 2012, the City Council adopted the budget for Fiscal Year 2012/2013; and WHEREAS, a budget amendment of $3,152.00 in the General Fund (1000) is requested to reflect the grant revenue and additional expenditure of the funds. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Moorpark authorizes the acceptance of an Emergency Management Performance Grant (EMPG) in accordance with grant guidelines established by the Governor's Office of Emergency Services; and 315 Resolution No. 2012- Page 2 SECTION 2. The City Manager; Assistant City Manager; Senior Management Analyst coordinating Emergency Management Services; or a designee named by the City Manager, is hereby authorized and empowered to execute in the name of the City of Moorpark any actions necessary for the purpose of obtaining federal financial assistance provided by the federal Department of Homeland Security and subgranted through the state of California, including all necessary applications, contracts, payment requests, agreements and amendments for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application. SECTION 3. The Fiscal Year 2012-2013 budget is amended to reflect the grant revenue and additional expenditure as shown in "Exhibit A". SECTION 4. The City Clerk shall certify to the adoption of the resolution and shall cause a certified resolution to be filed in the book of original Resolutions. As a member of the Ventura County Operational Area, your jurisdiction is included as a sub-grantee and has been allocated $15,152. However, per your city Emergency Coordinator, $12,000 is being withheld by Sheriff's OES to update your city's Emergency Operations Plan(EOP). Your grant administrator is responsible for reviewing all federal and state guidance to ensure compliance with federal and state regulations. A copy of the guidance can be downloaded from the California Emergency Management Agency at www.oes.ca.gov. This is a reimbursement grant which requires the sub-grantee to provide a dollar-for-dollar match. All grant forms will be sent to your EMPG point of contact electronically.
