Riley, Assistant City Manager ,"- By: Jessica Sandifer, Management Anal DATE: January 10, 2011 (City Council Meeting of 1/19110) SUBJECT: Consider Ranking Recommendations for FY 2011-12 Community Development Block Grant (CDBG) Funding Proposals BACKGROUND Beginning in the 2010-11 grant year,the County of Ventura implemented a new process for allocation of funding for the County's CDBG entitlement area funds. This new process means that the County has taken over primary responsibility for administration of the CDBG program. All applications for funds are made to the County and all final decisions are made by the County. As a part of the new process, the County has requested input from the entitlement area cities on funding recommendations for those programs that affect their jurisdictions. After the County receives a prioritized list from the entitlement area cities, the County will allocate the funds to the applicants based on the City's prioritization within a five percent (5%) variance of the cap of Moorpark's allocation of$206,141. DISCUSSION The County has forwarded those applications to staff that are relevant to the City of Moorpark and staff is recommending a particular funding order. The City Council is being asked to review staffs ranking of the funding recommendations. These recommendations are due to the County by January 31, 2011. As mentioned above, the City's proposed cap for the FY 2011-12, is $206,141 of which 20% or $30,921 is allocated for public service projects with the remaining $175,220 allocated towards projects. Since the Design and Engineering of the Ruben Castro Human Services Center is completed, CDBG funds are no longer eligible to be used on this project without triggering the federal Davis-Bacon prevailing wage requirement, which would require more administration of the project from staff then state prevailing wage laws. This year, staff is recommending allocating all of the remaining project money to a housing rehabilitation program for the City. Under the new CDBG process, the County will take care of the administration of the program for the City. It is anticipated that these funds will pay for three rehabilitation projects this year. The remaining ranking recommendations are consistent with what the Council recommended for FY 2010-11, for those projects that re-applied for funding. 99 Honorable City Council January 19, 2011 Page 2 FISCAL IMPACT None. STAFF RECOMMENDATION Review the FY 2011-12 CDBG public facility and public service project proposals and ranking recommendations and authorize staff to forward the recommendations to the County Executive Office for review.
