MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Ron Nelson, Captain DATE: February 10, 2011 (CC Meeting of 3/2/11) SUBJECT: Consider Purchase of Kawasaki Concours 14P Police Motorcycle as a Replacement Police Motorcycle for Traffic Enforcement SUMMARY The City of Moorpark's (City) adopted Fiscal Year 2010/11 budget includes $25,000 for the Police Department to purchase a new replacement police motorcycle to be used for traffic enforcement. The City currently has in its vehicle fleet a 2006 Harley Davidson police motorcycle used for traffic enforcement, which is in need of replacement. After much research, it has been determined that the 2011 Kawasaki Concours 14P police motorcycle is the best choice as a replacement for the 2006 Harley Davidson. If approved, the City would purchase the replacement motorcycle using Equipment Replacement Funds (4003), which were allocated for this purchase during the adoption of the Fiscal Year 2010/11 budget. BACKGROUND The Police Department has three motorcycle officers assigned to traffic enforcement duties. For the purposes of traffic enforcement it is widely recognized that the motorcycle is the most versatile and efficient mode of transportation in any city where there is a high volume of traffic circulation. The City, with its intersecting State Highways 118 and 23, experiences some of the highest volume of traffic in the County during peak commuter hours. The Police Department currently fields three Harley - Davidson motorcycles in its traffic enforcement fleet. A fourth spare Harley- Davidson motorcycle is maintained to use when one of the three motorcycles used daily is out of service for any extended maintenance. The 2006 Harley Davidson motorcycle, which was purchased new in 2006, has exceeded the replacement mileage benchmark of 50,000 miles. The stated mileage benchmark is not an absolute number, but more of a guideline when balancing the need 20 Honorable City Council March 2, 2011 Page 2 for a motorcycle in serviceable condition for the rigorous duty of police work, versus the cost to maintain the equipment. One consideration is the fact the 2006 Harley Davidson motorcycle came with three -year warranty, which helped in reducing the cost of maintenance. Once the warranty ended, the maintenance costs increased. The 2006 Harley Davidson motorcycle has been well maintained by the officer riding it, allowing it to provide many miles and years of excellent service, however, lately it has required additional maintenance to keep it in a serviceable condition. If replaced, the 2006 motorcycle would be used as the spare motorcycle, and the current spare motorcycle (a 2004 Harley Davidson) could either be sold at auction or kept as a training motorcycle for newly assigned traffic motor officers. Training new motor officers typically results in costly repairs as the motorcycle is dropped numerous times while the officer learns the techniques needed to successfully pass the State Peace Officer Standards and Training (POST) Motor Officer course. Parts such as the fairing, fenders, saddlebags, and crash bars are typically repaired or replaced after a training session. Having a specific training motorcycle will enable the City to save money on repairs, since the training bike would be adapted to withstand the abuse. The other two traffic motorcycles consist of a 2010 Harley Davidson which was purchased during Fiscal Year 2009/10, and a 2007 Harley Davidson, purchased during Fiscal Year 2007/08. Both motorcycles are well maintained and in excellent serviceable condition. Based on the present use, the 2007 motorcycle may need to be replaced during Fiscal Year 2012/13. Until recently, the three most common motorcycles used by local law enforcement agencies have been the BMW, Honda, and Harley- Davidson. During 2010, The California Highway Patrol conducted testing of various new police motorcycles and sent out bid requests for new police motorcycles meeting its specifications for a State contract to purchase new motorcycles. The winning motorcycle was the Kawasaki Concours 14P, provided by Beaudry Motorsports in Post Falls, Idaho. The State contract, which is a two -year contract (Contract Number 1- 10- 23 -30), provides an opportunity for cities and counties to purchase police motorcycles under the contract, with a nominal administrative fee for contract preparation and administration. None of the other motorcycles tested were included in the State contract. Officers assigned to the Moorpark Police traffic detail had an opportunity to test ride the new Kawasaki Concours 14P, and speak with a representative from Kawasaki. The motorcycle comes nearly fully equipped with all emergency vehicle equipment, such as lights and siren. It has a three -year, unlimited mile warranty. There are two nearby dealers that would be able to properly service the motorcycle. One is in Simi Valley and the second is in Thousand Oaks. 21 Honorable City Council March 2, 2011 Page 3 DISCUSSION The high volume of traffic within the City places traffic safety and the orderly flow of traffic within and through the City at a high priority for the Police Department and the City's residents. With this in mind, there is a real need to maintain a serviceable fleet of traffic motorcycles, including the replacement of aging equipment such as the current 2006 Harley Davidson motorcycle. This item was budgeted for in the Fiscal Year 2010/11 budget, using the Equipment Replacement Fund (4003). There are a few reasons why the Police Department is making the recommendation to go with the Kawasaki 14P on the State contract. First of all, Kawasaki has an excellent reputation of producing high quality police motorcycles. Although Kawasaki has not produced police motorcycles for a few years, they have historically produced police motorcycles that were considered standard in the industry. The City of Moorpark has owned several Kawasaki Police Motorcycles in the past and those bikes were proven reliable machines. Kawasaki's re -entry into the police market, the Concours 14P, incorporates the latest in up -to -date technology including ABS braking, liquid cooled engine, and a wet clutch that should provide excellent longevity. Another reason for the recommendation of the Kawasaki Concours 14P is the low overall bid submitted to the California State Highway Patrol. The basic model, fully equipped with emergency equipment, was bid at $16,977, which is about $2,000 to $3,000 less than a comparably equipped Harley Davidson or BMW motorcycle. The price does not include shipping or various options, which were not included in the State contract, but are available through the State contractor. A third reason for this selection is the overall rider comfort and maneuverability over a long period of riding time. Although the current Harley Davidson fleet includes motorcycles that provide excellent rider comfort, the maneuverability suffers slightly due to the overall size and weight of the bike. The Kawasaki is sized and weighted to be much more maneuverable in tight traffic conditions, and it provides excellent rider comfort in the seating arrangement. One area that staff attempted to compare was the anticipated maintenance costs. Basic maintenance costs are hard to predict, as there are so many variables, however the Kawasaki representative quoted a clutch replacement to be approximately $400 on a Concours 14P. For comparison, a Harley Davidson clutch replacement cost is about $750 and a BMW clutch replacement cost is about $1,500. FISCAL IMPACT The fiscal impact to the city includes the original purchase price of the motorcycle, shipping, sales tax, State contract fees, and police service related accessories. The 22 Honorable City Council March 2, 2011 Page 4 motorcycle comes complete from the dealer with emergency lights and siren. As an option, the dealer will also install and wire the police radio for $325. The radio would come from the existing spare motorcycle, at no additional cost. The only other items required to complete the motorcycle are, speed enforcement radar equipment (which will be recycled from the old spare motorcycle), and various specialized holders for police related equipment. The following is a breakdown of the costs associated with the purchase of the motorcycle: Purchase price: $16,977.00 (includes emergency lights and siren, equipment saddle bags) Accessories: $4,079.81 (see attachment for list of options) Shipping: $550.00 California Sales Tax: $1,737.19 DOC/Title Fee: $104.00 Total: $23,448.00 Additionally, the State of California will assess its State contract fees: Procurement charge (1.6 %): $336.91 Office of Small Business Certification Resources (OSBCR) charge (.29 %): $61.06 Total State contract fees: $397.97 The State of California invoices the City separately from the vendor. Traffic motorcycles purchased in the past required additional work by the County of Ventura's (County) General Services Agency to add radio and radar equipment. This resulted in additional costs of approximately $3,400 beyond the purchase price of the motorcycle from the dealer. In 2009, the Harley Davidson bid was $19,000, which when added to the County costs, ended up costing the City $22,400. With the Kawasaki motorcycle, the equipment installation is included in the accessory pricing, so there will be no additional charges from the County. Upon delivery from the State contractor, the Kawasaki motorcycle will be enforcement ready. Because the new motorcycle is considered a normal replacement for one already in use, the City's Equipment Replace Fund (4003) would be the appropriate source of funding for this purchase.
