Moe II, Redevelopment Manager (� VA.k-- February 17, 2011 (CC Meeting of 312111) SUBJECT: Consider Allowing the Area Housing Authority of the County of Ventura to Utilize Their Payment in Lieu of Taxes to Support Senior Needs at Tafoya Terrace Located at 344 Charles Street BACKGROUND AND DISCUSSION On October 3, 1984, the Area Housing Authority of the County of Ventura ( "AHA ") and the City of Moorpark ( "City ") entered into a Cooperation Agreement for Payment In Lieu of Taxes ( "PILOT "). Under this Agreement, the City is to receive PILOT directly from any low rent housing developed or acquired by the AHA in lieu of taxes in the amount equal to either 10% of the annual collected rent or the amount permitted to be paid by applicable state law, whichever amount is less. The PILOT is paid to the County of Ventura and then distributed to all taxing agencies. The gross PILOT amount the AHA paid to the County this fiscal year was $6,279, of which the City received $606.42. The AHA has approached the County of Ventura and the cities of Camarillo, Moorpark, Ojai, and Thousand Oaks requesting that the funds paid under the PILOT be retained locally and dedicated to needed resident services at public housing properties. These services would include tutoring programs, health care and nutrition programs, self - sufficiency training, and youth mentoring. Tafoya Terrace is the only public housing property in the City and is located at 344 Charles Street. This property has 30 one bedroom units that are restricted to seniors and disabled. The funds currently being paid to the City under the PILOT would be redirected to Tafoya Terrace to support the Case Management and Brown Bag programs. The Case Management Program provides onsite services to the residents in the areas of health insurance counseling, social security benefit concerns, meal arrangements, annual prescription drug program selections, and many other services. The Brown Bag Program provides bags of groceries every other week to the residents. 231 Honorable City Council March 2, 2011 Page 2 If the City Council desires to allow the AHA to utilize their PILOT payment to support senior programs at Tafoya Terrace, the AHA will prepare a Memorandum of Understanding ( "MOU ") and submit it to the City for review. The MOU will be presented to the City Council for consideration at a later date. FISCAL IMPACT The City would not receive $606.42 annually from the PILOT. STAFF RECOMMENDATION Direct staff to send a letter to the AHA supporting the redirection of PILOT payments to support senior needs at Tafoya Terrace if all other affected taxing agencies approve redirection of the PILOT payments. 232
