SUBJECT: Consider Ventura County Watershed Protection District Virginia
Colony Regional Detention Basin Project
DISCUSSION
The Ventura County Watershed Protection District (District) is planning a regional
detention basin project within the Arroyo Simi in the Virginia Colony area as generally
shown on Attachment 1. The limits of the basin project include numerous properties
under different ownership as shown on Attachment 2. The project is one part of the
District's long-term goals of flood protection and sediment management on the Arroyo
Simi and Calleguas Creek from Moorpark to below Camarillo. The District plans to
implement cost-effective and environmentally friendly flood management projects that
will yield multi-use and recreational benefits.
In February 2011, the City provided a letter of support (Attachment 3) to the District to
accompany their application for Flood Corridor Program Funding from the California
Department of Water Resources for an amount up to $4.5 million. If approved, the
funding will be used by the District to purchase land easements for the detention basin
project along the Arroyo Simi between the 118 Freeway overpass and Collins Drive.
The District's March 8, 2011 report to the Ventura County Board of Supervisors seeking
approval of the funding application is attached (Attachment 4). The District has been in
the process of obtaining additional letters of support for the funding application from the
City of Simi Valley, the Santa Monica Mountains Conservancy, the Nature
Conservancy, Ventura County Resource Conservation District and Rancho Simi
Recreation and Parks District.
A representative from the District will be in attendance at the April 20, 2011 City Council
meeting to present further details of the planned detention basin project.

Dear Mr. Nelson:
would like to express the support of the City of Moorpark for the Ventura County
Watershed Protection District's application to the Flood Corridor Program for the
acquisition of property easements in areas designated as FEMA Special Flood Hazard
Areas, and to construct a soft bottom pilot channel and a diversion structure.
Ventura County is in a critical stage of development. Over the past 50 years,
development in east Ventura County has contributed to increased run-off and flood
risks. It is imperative that we find solutions to flood protection that provide multiple
benefits for natural resource protection, water quality improvements, water quantity
assurance, and public access for recreational purposes. The Virginia Colony Flood
Management Project is designed to meet those objectives while reducing the risk to
public health and safety.

Recommendations:
1. Ratify the Ventura County Watershed Protection District (District) application for
Flood Corridor Program (FCP) Funding from the California Department of Water
Resources for an amount up to $4.5 Million.
2. Direct the chair to sign the attached resolution (Exhibit 1) required by the
Program to certify the District application for funding.
Reason for Ratification
Because of the short time between the release of the Request for Projects, the District's
decision on which project to put forward, and the deadline for the grant application,
there was insufficient time to seek approval from your Board to apply for these grant
funds. Therefore, we are seeking retroactive approval of the proposal submittal. The
Agency made the application with prior notification and approval of the CEO's Office.

If the application is accepted, District match will be budgeted through the Zone 3
budgets for FY 2011-12 through 2012-13. Additional match may be provided through
City budgets.
Discussion:
The Flood Protection Corridor Program (FPCP) was established when California voters
passed Proposition 13, the "Safe Drinking Water, Clean Water, Watershed Protection,
and Flood Protection Act" in March of 2000. This proposition provided funding for
nonstructural flood management projects that include wildlife habitat enhancement
and/or agricultural land preservation. This funding was first made available for direct
expenditure projects during the fiscal year of 2001-2002, followed by a competitive
solicitation for grant-funded project proposals in fiscal year 2002 -2003.
Proposition 84, The Safe Drinking Water, Water Quality & Supply, Flood Control, River
& Coastal Bond Act of 2006, provides renewed funding for the Flood Protection Corridor
Program. In 2011, Proposition 84 will provide up to $75 million to fund a combined
Flood Protection Corridor Program and Flood Corridor Program under the latter
program title.
For this latest cycle of funding, DWR has set a grant cap of $5 million per applicant.
Applications were due March 3, 2011.

The District will request funding to purchase land easements in Zone 3 along Arroyo
Simi between Highway 118 and Collins Drive. This reach of the Arroyo Simi currently
lacks conventional flood control improvements except some hardened bank protection
along developed areas. The proposed low impact pilot channel in this reach would
resolve downstream flooding in Moorpark. It would also increase groundwater recharge
and provide park and recreational area. Easement acquisition is required for this
project to proceed. Proposed access roads will eventually become part of the regional
trail system planned to connect Simi Valley to Point Mugu at the Pacific Ocean.
If the District application to the FCP is successful, the District will return to your Board
with a more detailed project description and fiscal analysis.
This item has been reviewed by the County Executive Office, County Counsel, and the
Auditor-Controller's Office.
