Transportation Development Act Claim for Bicycle and/or Pedestrian
Article 3 Purposes
BACKGROUND
On February 28, 2011, the City applied for $27,444 in Transportation Development Act
(TDA) Article 3 Bicycle/Pedestrian Project Funds. The request was for the remaining
funding needed for a 1,200 foot sidewalk and bike path approximately 12 feet wide at
Arroyo Vista Recreation Center. The project would provide a dedicated pathway for
pedestrians and bicyclists along the interior park access road. The City originally applied
for $66,000 in FY 2009/10 but only received $38,556 due to limited funds and proposed
projects that were ranked higher than Moorpark's. Although the Ventura County
Transportation Commission (VCTC) has not formally approved the funding request,VCTC
staff have indicated that there are enough funds available this fiscal year to fully fund all
grant requests that have been submitted. A resolution authorizing the City's claim must be
submitted to VCTC before funds can be allocated. Resolutions are due before June 30,
2011.
DISCUSSION
Pursuant to California PUC Section 99233.3, a portion of the available TDA Local
Transportation Funds each year must be used for planning, maintaining, and constructing
facilities for the exclusive use of pedestrians and bicyclists. In FY 2011/12, VCTC expects
about $453,900 to be available on a competitive basis to the cities and County for local
bicycle or pedestrian projects. Applicants are required to provide a 50/50 match with local
and/or other grant funds to augment the Article 3 funds being requested. The City applied
for $27,444 for the 1,200 foot sidewalk and bike path. This, plus the previously awarded
$38,556 would bring the total TDA Article 3 funding to $66,000. The project's expected

cost at the time of the application was $132,000. Staff proposed that the City's match
would be $66,000, funded by the Traffic System Management Fund (2001). The
applications are currently being reviewed by the Citizen's Transportation Advisory
Committee/Social Services Transportation Advisory Council (CTAC/SSTAC). Each
CTAC/SSTAC member will cast his or her ranking for each application on May 10, 2011. A
total of $320,497 in funding requests from Ventura County agencies was received by
CTAC. The total amount of funding available is more than the total amount of funding
requested so at this time all applicants expect to receive full funding.
FISCAL IMPACT
The City is expected to receive $27,444 in TDA Article 3 funding in FY 2011/12.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AUTHORIZING THE FILING OF A CLAIM
WITH THE VENTURA COUNTY TRANSPORTATION COMMISSION
FOR ALLOCATION OF TRANSPORTATION DEVELOPMENT ACT
FUNDS FOR BICYCLE AND/OR PEDESTRIAN ARTICLE 3 PURPOSES
FOR FISCAL YEAR 2011-2012
WHEREAS, the State Transportation Development Act (TDA), as amended
(Public Utilities Code Section 99200 et seq.), provides for the allocation of funds from
the Local Transportation Fund (LTF) for use by eligible claimants for various
transportation purposes; and
WHEREAS, the TDA was specifically amended in 1973 to include funding under
PUC Section 99234 for planning of and/or projects for the exclusive use by bicyclists
and/or pedestrians; and
WHEREAS, pursuant to the provisions of the TDA, as amended, and pursuant to
the applicable rules and regulations hereunder (Cal. Code of Regulations Sections 6600
et seq.), a prospective claimant wishing to receive an allocation from the LTF shall file
its claim with the Ventura County Transportation Commission (VCTC).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the City Manager and or his designee is authorized to execute
and file an appropriate claim pursuant to the applicable rules and regulations
promulgated hereunder, together with all necessary supporting documents, with the
VCTC for an allocation of LTF Article 3 funds in FY 2011/12.
SECTION 2. That the City's authorized claim includes $27,444 under TDA Article
3 for local bicyclist and/or pedestrian project expenditures.
SECTION 3. That the City Clerk is directed to transmit a copy of this resolution to
VCTC.
SECTION 4. That the City Clerk shall certify to the adoption of the resolution and
shall cause a certified resolution to be filed in the book of original resolutions.

RESPONSES TO EVALUATION CRITERIA FOR SIB 821 SUBMITTAL
FY 2011-2012
EVALUATION CRITERIA
1. Safety
The proposed sidewalk and bike path would provide a dedicated pathway along
an area that currently consists of a roadway and dirt path. Installation of the
sidewalk and bike path would remove pedestrians and bicyclists from the existing
vehicle pathway. Installation of six accessibility ramps will enable disabled
individuals, seniors, parents with strollers and bicyclists with a smooth transition
across intersections. Many of the current pedestrians and bicyclists are high
school students who are traveling from residential areas on the north side of the
Arroyo Simi to Moorpark High School, which is located south of the Arroyo Simi
and west of the Arroyo Vista Recreation Center. The dedicated pathways will
also improve safety during events at the Recreation Center, including the 4th of
July celebration, Kids Day in the Park, and multiple youth and adult sporting
events held at the Recreation Center throughout the year.
2. Project Readiness
This project will commence upon approval of the Fiscal Year 2011/12 budget and
is expected to be completed by June 2012.
3. Maintenance of Facility
The proposed sidewalk, bike path and ramps will form part of the City of
Moorpark maintenance program that replaces deteriorated sections of the City
pedestrian sidewalks, bike paths and ramps.
4. Connectivity
This project will provide access to existing sidewalks in this area and connect the
following major arterial and collector roads in the City of Moorpark:
• Los Angeles Avenue
• Tierra Rejada Road
The Citywide installation of pedestrian sidewalks, bike paths and accessibility
ramps provides for continuation of a program to increase pedestrian accessibility
to the maximum extent possible. In providing more pedestrian accessibility

sidewalks, bike paths and ramps the City is closing the gaps by decreasing the
number of streets without them.
5. Involvement of Other Agencies
There is no direct involvement or role, but agencies that will greatly benefit from
the construction of the proposed sidewalk, bike path and ramps include:
• The Moorpark Unified School District.
• The Parks and Recreation Department (of the City of Moorpark).
• American Youth Soccer Organization (AYSO)
• Moorpark Packer Football
• Moorpark Girls Softball
6. Traffic Generators
The sidewalk, bike path and curb ramps will be installed in the City's continuing
effort to provide for comprehensive pedestrian and bike accessibility to
community parks, schools, churches, work sites, bus stops and local shopping
centers.
7. Expected Utilization Rate
Expected utilization rate for this project will be high. The proposed sidewalk, bike
path and curb ramps are located near residential and collector streets heavily
traveled by pedestrians and in densely developed areas. The City can expect
that over the life of the improvements, the cost compared to the rate of utilization
will be very low. The proposed sidewalk, bike path and ramps will provide
accessibility to three schools and local shopping centers. Current pedestrian and
bicyclist counts show an average of 140 existing users during a single hour both
before the start of school in the morning and at the time of dismissal in the
afternoon. Staff from the Recreation Center reported a steady flow of activity
throughout the day of pedestrians and bicyclists.
8. Multi-modal interface
The project will encourage the use of bicycles as it increases the amount of
dedicated bike lanes in the City. The proximity of Moorpark City Transit to the
proposed sidewalk and bike lane may increase the use of public transit, however,
of more importance is the potential decrease in passenger vehicle travel as
residents elect to use a bicycle rather than drive to their intended destination.
9. Special Considerations
The City will provide a 50 percent match with local funds for design, construction
costs and construction inspection costs associated with the Recreation Center

sidewalk and bike path. The project will provide pedestrian accessibility to three
schools in this area including Moorpark High School, Mountain Meadow
Elementary School and Chaparral Middle School. The improved accessibility will
help the disabled to become more self-reliant with access to parks, shopping
centers, bus stops and residential areas. The proposed pedestrian and bike path
is another tool for the City as it continues its efforts to make Moorpark a
pedestrian friendly town. The safer that pedestrians feel, the more inclined they
will be to continue to walk and bike to their destinations rather than drive, which
in turn reduces pollution and improves the quality of life in Moorpark. Exhibit A
provides an aerial overview of the proposed project. Exhibit B provides pictures
of the existing site and a narrative of where improvements will be located.
Other pedestrian friendly projects that Moorpark has recently begun or completed
include the Lassen Avenue Walkway/Bikeway, which connects the Moorpark
downtown area to local shopping centers. The City's FY 2009/10 project of
countdown pedestrian signals is also meant to improve pedestrian safety. The
City has already received $206,000 in Bicycle Transportation Account (BTA)
funds for bike lanes on Princeton Avenue which will connect the northeastern
portion of Moorpark to the rest of the City. A recent award of an additional
$900,000 in Highway Safety Improvement Program (HSIP) for expansion of
Princeton Avenue has helped to ensure completion of the project.
10. Matching and Past Allocations
The City of Moorpark is requesting $27,444 in TDA Article 3 funds to install a
1,200 foot sidewalk and bike path approximately 12 feet wide at Arroyo Vista
Recreation Center. This project will provide a dedicated pathway for pedestrians
and bicyclists attending the park and Moorpark High School. The City will
provide a 50 percent match (or $66,000) for the project design and construction
and construction inspection costs. The City submitted this project for
consideration last year and requested $66,000 for funding. The City received
$38,556 in funding based upon available funds. The City is submitting the
project for consideration this year for the remaining available funding.
Previous allocations from the VCTC have included $25,000 for a lighted
crosswalk in the downtown area (completed); $70,000 for the Lassen Avenue
Parkway (completed); and $30,000 for countdown pedestrian signals (currently in
progress).

BICYCLE/PEDESTRIAN FUNDS
Attached is the claim form for the cities/County to use in requesting FY 11/12 TDA Article 3
funds for projects for the benefit of bicyclists and/or pedestrians. Each city and the County is allowed
to submit one proiect for funding consideration: the request Is due at VCTC on February 28.2011.
Pursuant to California PUC Section 99233.3, each year a portion of the available Transportation
Development Act(TDA) Local Transportation Funds must be used for planning, maintaining and
constructing facilities for the exclusive use of pedestrians and bicyclists. In FY 11/12, we expect about
$430,000 will be available for these purposes. Per recommendation by the Citizen's Transportation
Advisory Committee/Social Services Transportation Advisory Council(CTAC/SSTAC), about 15% of the
total will be allocated to the cities/County based on the Class I Bike Trail mileage that each agency
maintains under the Commission's Class I Bicycle Trail Maintenance program. After this is deducted,
there should be about$365,000 remaining for allocation to the cities and County of Ventura for local
projects on a competitive basis.
VCTC has established an annual process for the cities/County to submit projects and compete for the
available funds; please see the FY 11/12 Article 3 allocation schedule(Attachment# 1). VCTC has
assigned the responsibility to the CTAC/SSTAC to review project applications and to make project
ranking order recommendations to the Commission.
Please use the Claim Forms provided (Attachment#2)to describe your project. Note that the applicant
must provide a 50/50 match with local and/or other grant funds to augment the Article 3 funds being
requested. In past years, this match was suggested but it is now required. If you have any questions on
what is eligible to use as the match, do not hesitate to ask me.
Every application must include a written response to the each of evaluation criteria (Attachment#3)as
part of the request for funds. A description of the project site is needed and a clear location map of the
project is requested to facilitate field visits. Applicants are also asked to report on the status of projects
for which they were awarded past Article 3 allocations.
In discussing the FY 11/12 application process at their November 9, 2010 meeting, CTAC/SSTAC noted
the submittals in the recent past have been for routine projects such as curb cuts. While this example is a
worthwhile activity, CTAC/SSTAC felt the Article 3 funds should be used for more innovative and exciting
projects and/or for bigger projects that might involve more than one agency. This suggestion is therefore
incorporated into the FY 11/12 review process.

How much use will the project get? Please describe the project in terms of the usage
expected, and also, the usage as related to the population of the area the project affects

SPECIAL CONSIDERATIONS - 25 Points
This criterion is designed to allow the cities and County to be creative and discuss any
other ways in which the proposed project will benefit residents and visitors in Ventura
County. For example, note that priority will be given to projects that show special
consideration for:
• Improving air quality by reducing Vehicles Miles Traveled (VMT)
• Serving areas with lower-income residents
• Serving the senior citizen and physically & mentally challenged population

Location Map: Please include a description of the project area and a location map; field
visits will take place and the CTAC/SSTAC representatives will need detailed directions
to project sites.
Photos: If the applicant wants to submit photos of the project site, please make 25
copies of each photo for distribution to CTAC/SSTAC representatives at their March 8,
2011 project presentation meeting. Reminder- at this meeting, the applicants will
present their projects for consideration and make their arguments why their submittal
should be funded.
