SUBJECT: Consider Resolution Amending the Fiscal Year 2010/11 Budget to
Allocate Additional Funds for Turf Restoration at Arroyo Vista
Community Park (AVCP)
BACKGROUND
Since the sports fields located at AVCP were established in 1993 and 2003, they have
had almost continuous heavy usage by the community and sports organizations.
Because of this heavy use, reduced or deferred maintenance, large areas of turf have
become bare and re- seeding efforts have had little effect.
On January 14, 2011, Guise and Associates (Consultant) was retained to assess the
conditions and recommend a restoration program. On February 4, 2011, the City
received the Consultant's report on AVCP turf conditions. The Consultant's report
indicates the most important factor limiting the health and growth of the Bermuda turf
grass is the poor soil drainage conditions caused by compaction of the soil. Soil
compaction is a mechanical pressure applied to the soil by either foot or vehicle,
causing the mineral particles to be pressed close together. Soil compaction occurs
within the top two -three (2 -3) inches. The mineral particles have crusted together and
porosity decreased. The decrease of large pore space and macropore space restricts
the soil surface movement of air, water, fertilizer, and pesticides, drastically reducing the
health and vigor of the turf grass, since the roots cannot penetrate the soil. The
compacted soil reduces the grass roots exchange of released carbon dioxide and other
gases to respire oxygen. The carbon dioxide and other organisms are trapped in the
soil, and as the compaction continues or worsens, the gases become toxic to the grass
roots, reducing or preventing re- growth.
The Consultant's soil evaluation indicated AVCP is a poorly drained site containing
heavy - textured soil with 27% to 35% total silt +clay, with some areas containing a little
lighter textured sandy loam with about 19% total silt +clay soil. These types of soil are
not normally conducive to high performance sports field construction. The report
concludes with proper drainage treatments and management, these types of soils can
produce decent sports fields.

The heavy - textured soils and the soil compaction both provide poor water infiltration and
percolation. AVCP design incorporated surface drainage to save construction cost and
the minimum positive drainage (1 %) to accommodate the sport fields. Therefore, water
ponds and drains slowly, restricting use of the turf. Wet soil is more prone to compaction
and is less wear resistant.
This problem is compounded at AVCP since the park is irrigated with groundwater
(well). The Consultant's report addressed the well irrigation water effect on the soil
conditions. The results from the testing of AVCP soil indicate high levels of salinity and
chloride entering the soil from fertilizers, amendments, and irrigation water. Due to
extensive soil compaction, water (irrigation or rain) does not permeate and percolate
into and through the soil profile, resulting in soil sealing and cementation processing to
occur. This causes a majority of salinity and chloride to remain in the upper soil profile,
causing poor root growth and therefore poor turf grass growth. To remediate,
mechanical- aeration is recommended which will open soil and facilitate movement of
water through the soil, preventing heavy concentrations of the referenced minerals from
accumulating.
DISCUSSION
The Consultant's report provided a detailed recommendation for restoration of the entire
44 -acres of turf at AVCP. Staff requested the Consultant to obtain a cost to perform the
44 -acre restoration.
The proposals would provide the following services to all 44- acres:
1. Shatter core 8" tine aeration for shallow cultivation (4 %6 ")
2. Vertidrain solid tine deeper aeration for deeper cultivation (6" deep x 4 "radius)
3. Apply 15 -0 -15 fertilizer to stimulate Bermuda turf and Evade herbicide for
removal of Poa annua grass (1 -time)
4. Apply Revolver 20 -20 -20 herbicide removal of cool season turf
5. Topdress fields with '/4" sand
6. Apply additional fertilizer 2 -times (Landscape Contract provides 4 annual
fertilization)
7. Re -seed (Stolons, Sod or Seed)
The Consultant obtained two cost proposals for the 44 -acre restoration one from his
parent company Marina Landscape Services for $319,525 and another from Southern
Cal Landscape Services for $250,385 also qualified to perform the work. The cost
proposals provided the above services including reseeding ten (10) acres and installing
two (2) acres of sod to the excessively worn or damaged turf.

The conditions of the AVCP turf sports fields require restoration to meet a level of
playable sports turf acceptable in a public park. The consultant's restoration
recommendation can be modified to produce a desired outcome at an acceptable cost
and accommodate events and sport organizations activities.
The Consultant's restoration recommendations to repair damage turf could be
performed in stages. Stages are required because Bermuda grass reseeding can only
be performed between April and July to allow warm soil conditions to germinate the
seed and stimulate growth. The Bermuda grass optimum growing season begins when
soil temperatures reaches a 75 to 85 degrees. However, Bermuda sod a more costly
restoration can be used to reduce turf closure time.
The turf restoration will vary according the selected turf repair used (seed, stolons or
sod). The turf compaction and drainage services cost will remain the same during the
restoration.
Using Southern Cal Landscape Proposal of $250,385 cost break down is follows:

The Consultant's cost of $116,476 for 44 acres of turf restoration provides the base cost
for AVCP turf restoration. The turf repair cost depends on the type of repair (stolon, sod
or seed) selected.
The Consultant's estimated twelve (12) acres of to the excessively worn or damaged
turf was redefined and of the 44 acres of AVCP turf approximately seven (7) acres of
turf is excessively worn or damaged requiring restoration. (See attachment 2)

The AVCP turf damage locations shown in Attachment 2 provides a restoration plan
showing all 44 acres of park turf with areas (1 -17) of worn and damaged turf areas. A
restoration plan provides three (3) options for the FY 2010/11.
Option One (1) Cost: $250,385
The Consultant's report is followed performing all restoration recommendations to all 44
acres of repair areas 1 -17 and funding of $250,385. This is not feasible due to park
usage by the July 3rd event and sport organizations pre - planned 2011 -12 season does
not allow enough time for the repaired seven (7) acres to re- establish and allow the
existing Bermuda turf time to restore a healthy rooting system.
Option Two (2) Cost: See Below
The Consultant's report is followed performing all restoration recommendations to all 44
acres and turf repair is performed at sites 1 -5, 7 & 8 (2.76 acres). Services performed
are listed above, plus turf repair selected as Hydroseeding Princess Hybrid Bermuda
Seed, repairing 2.76 acres of damaged turf areas at a cost of $5,650, plus $116,476
referenced above, for a total cost of $122,126.
*All Consultant restoration plans for 2011 will require an additional $2,960 for current
landscape Contractor to mow all 44 -acres of turf every week.
As part of this option, in 2012, areas 6, 14, and 15 (1.75 acres) would be hydroseeded
at a cost of $3,583 (sod would cost $44,625), and in 2013, areas 9 -13 and 16 (1.87
acres) would be hydroseeded at a cost of $3,828 (sod would be $47,685). This would
require the areas to be closed for use for about 8 to 12 months and field use directed to
other areas of AVCP and other City parks.

Option Three (3) Alternative Plan to Consultants Recommended Services Cost: $35,380
An alternative restoration plan is to provide a cost effective corrective action benefiting
largest amount of AVCP turf. The Consultant's report indicates the majority of AVCP turf
grass conditions can be resolved by alleviating the soil compaction and poor drainage
conditions. Following this recommendation could relieve a majority of the turf problems
and restore healthier the turf grass.
• Aeration of 44 acres of turf using Shatter tine 8" aerator
• Bermuda hydroseed seven (7) acres of excessively worn or damaged turf
• Improve soil fertility utilizing a 60 -day fertilization program.
• Weekly mowing of 44 acres increased from every- other -week
Option 3 does not provide for vertiddrain aeration, non - Bermuda grass removal, adding
W fields or over - seeding of 44 acres. However, the plan will address soil compaction
and improve soil drainage and soil fertility.

Hydroseeding
The alternative plan utilizes City park staff, providing 80 hours for shatter tine eight -inch
(8 ") aerator operation and repair of seven (7) acres of excessively worn or damaged turf
preparing for hydroseeding. Estimated staff time cost $5,200. Hydroseed Contractor will
provide seven (7) acres of hybrid Bermuda hydroseed ($14,460).
The alternative plan will take approximately two (2) weeks to complete. Azteca
Landscape Services in March began weed control operations and making irrigation
adjustments per Landscape Services Agreement to coincide with the turf restoration
project.
After restoration is completed in 2011, the park turf areas will be closed from May to
August 1 to provide the new Bermuda to establish and allow soil fertility and improved
soil conditions to take effect. Scheduled Landscape Services will continue providing
fertilization applications, turf mowing, weed control and irrigation monitoring.

period will have controlled access keeping all activities away from the seven( (7) acres
of re -seed turf. Approximately 37 acres of turf will available.
Depending on which option is selected for year 2011 for full restoration of AVCP turf full
restoration may continue for several years, however to maintain the sport fields will
require on -going turf maintenance program costing approximately $121,127 per year
above the normal park operations budget.

FISCAL IMPACT
The FY 2010/11 budget does not include funds to perform the field turf restoration at
AVCP. Three (3) options were developed.
Option one (1) provides for all complete restorations recommendations be performed
costing $250,383. if this option was fully funded it was not feasible due to time restraints
with plan events and sport organizations
Option two (2) also follows the Consultant's restoration recommendations servicing all
44 acres of turf but only repairs 2.76 acres of turf at the east end of the park in year 1,
with the balance repaired in year 2 and 3, at a cost of $122,126 in year 1, with year 2
and 3 cost of an additional $7.411.
Option Three (3) Is an alternative plan modifying the Consultants recommendation to
Aeration of all 44 acres of turf using Shatter tine 8" aerator, apply Bermuda hydroseed
to seven (7) acres of excessively worn or damaged turf, Improve soil fertility utilizing a
60 -day fertilization program and perform weekly mowing of 44 acres increased from
every- other -week. Estimated cost is $35,480. The alternative restoration plan does not
provide for vertidrain aeration, non- Bermuda grass removal, adding '/4" fields or over -
seeding of all 44 acres. However, the plan will relieve soil compaction and improve soil
drainage and soil fertility.
A budget amendment was prepared to appropriate funds from the General Fund (1000)
for the restoration work depending on the option selected. In addition, two (2) items are

not addressed in the cost options one -two (1 -2) additional mowing (changed from every-
other week to weekly ($2,960) is required until July 1, 2011 when new Landscape
Services Contract goes into effect. Also, the Consultant's costs ($6,520) would be
needed.
STAFF RECOMMENDATION ROLL CALL VOTE
Determine option, if any, and Adopt Resolution No. 2011 -_ amending the FY 2010/11
operating budget.
