Moe II, Redevelopment Manager �)' DATE: May 8, 2011 (CC Meeting of 5/18/11) SUBJECT: Consider Revising the Design of the Second Metrolink Access BACKGROUND On July 1, 2009, the City Council considered three alternative locations for the proposed second Metrolink access. After reviewing all alternative locations, the Council adopted a mitigated negative declaration and directed staff to proceed with the design of the second Metrolink access to be located at 49 First and 65 First Street. Staff proceeded with the conceptual design and began the acquisition process utilizing funds from the Redevelopment Agency of the City of Moorpark ("Agency"). Staff hired CVE Engineering ("CVE") to design the second Metrolink access to include two travel lanes separated by a landscaped median. Bike lanes are to be located on both sides of the travel lanes with landscaping on both sides of the entrance and 12 parking stalls located on the western side of the property. Exhibit A shows the conceptual design of the second Metrolink Access. The State of California required Agency funds to be shifted to the Special Education Revenue Augmentation Fund ("SERAF") in order to balance its budget. In fiscal year 2009/2010, the Agency paid $1.9 million and is scheduled to pay $396,000.00 in fiscal year 2010/2011 into SERAF. Agency funds are no longer available for the proposed second Metrolink access. On June 2, 2010, the City Council allocated Traffic System Management funds to replace the Agency funding. DISCUSSION Staff contacted the owners of 49 First and 65 First Street to start the acquisition process. The owner of 65 First Street was willing to sell the property for a reasonable price. Staff acquired the property and is in the process of relocating the tenants. The owner of 49 First Street is not interested in selling the property for a reasonable amount. 1 Honorable City Council May 18, 2011 Page 2 Staff is recommending the City Council direct staff to redesign the proposed second Metrolink access to be constructed on 65 First Street. This reduction in the available property will reduce the project size from 100' to 50' in width. Staff estimates the cost to redesign the project to be $4,000.00. STAFF RECOMMENDATION Direct staff to redesign the proposed second Metrolink access to be constructed on 65 First Street with the possibility of expanding the access onto 49 First Street should the property become available for purchase.
