City Council Meetinq of MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Steven Kueny, City Manager DATE: May 12, 2011 (CC Meeting of 5/18/2011) SUBJECT: Consider the Proposed Ventura County Supervisorial Redistricting Plan BACKGROUND On May 10, 2011, Supervisors Bennett and Zaragosa presented a Supervisorial Redistricting Plan to the Board of Supervisors to realign district boundaries to equalize population in each district, based on the 2010 Census population counts. The letter to the Board from Supervisors Bennett and Zaragosa, along with a map showing the proposed boundaries and a table showing the population in each proposed district is included as Attachment 1. The Board voted 4-1 (Supervisor Foy dissenting) to direct staff to return with an ordinance on June 7 that would adopt the new district boundaries. DISCUSSION This plan would not change representation within the City of Moorpark, which would remain entirely in Supervisorial District No. 4. It would, however, change representation within the Moorpark Area of Interest by shifting approximately 3,240 acres in the Tierra Rejada Valley and 702 acres west of Moorpark Home Acres from Supervisorial District No. 4 to Supervisorial District No. 2. Details of proposed changes to the district boundaries in the City's Area of Interest are included in Attachment 2. If the proposed boundary changes take effect, the City may need to address issues in these areas that affect the City of Moorpark with a supervisor not elected by Moorpark residents. It should be noted that the 80 acres of open space in the Tierra Rejada Valley recently acquired by the City would be in Supervisorial District No. 2 under the proposed plan. Most of the land use in these areas within Moorpark's Area of Interest is related to open space and agriculture; staff counted 31 homes in the Tierra Rejada Valley and 4 homes in the area west of Moorpark Home Acres that would be affected by this change of 15 Honorable City Council May 18, 2011 Page 2 representation. Population affected is estimated to be approximately 100 people. Maintaining these areas within Supervisorial District No. 4 would not have a significant effect on the balance of population among the districts. STAFF RECOMMENDATION Authorize Mayor to send a letter to the Board of Supervisors requesting that all area within Moorpark's Area of Interest remain in Supervisorial District No. 4. ATTACHMENTS: 1. Victoria Ave. Ventura, CA 93009 SUBJECT: Recommendation of Supervisors Bennett and Zaragoza to Consider a Proposed Supervisorial Redistricting Plan RECOMMENDATION: Consider the attached redistricting plan and provide direction to staff as appropriate. DISCUSSION: At our meeting of April 26`h, our Board directed staff to prepare for Board consideration a redistricting plan proposed at the meeting by Supervisor Zaragoza. That plan is contained in the Resource Management Agency Board letter on today's agenda, and is referred to as "Alternative 2." The "Alternative 2" plan was never intended to be a fully-resolved countywide redistricting plan_ Rather, "Alternative 2" focused on addressing the City of Oxnard beach areas and Channel Islands Harbor area district boundaries. Accordingly, other district boundary changes must be made throughout the county to achieve a legally sufficient redistricting plan in accordance with our Board's adopted guidelines. We have prepared for your consideration a redistricting plan that builds from "Alternative 2" to achieve a plan that brings all districts to within the specified 1% population difference, keeps Oxnard within three supervisorial districts, does not divide other cities, and brings the Latino population of the Third District to above 50%. Any redistricting plan unavoidably shifts neighborhoods from one district to another. After ten years with our current boundaries, they have become familiar, and relationships between Supervisors and communities have been well established. Nevertheless, the law requires that some neighborhoods be moved from one district to another, and regardless of how the lines are drawn, it will not be possible to please everyone. CC ATTACHMENT 1 17 Board of Supervisors May 10, 2011 Page 2 The April 261h "Alternative 2" plan eliminated the multi-district division of the Oxnard beach and harbor areas and kept the Oxnard supervisorial district connected to the Oxnard beaches. Our proposed plan makes additional minor adjustments to the Fifth District to expand the First and Third Districts to equalize population and increase the Latino population of the Third District to above 50%. In the Eastern County, the Second District takes from the Third District the CSUCI community, and the Second District would take from the Fourth District the Tierra Rejada Valley and Somis. We believe the proposed plan, "Alternative 3," meets legal requirements and the Board's adopted guidelines in a manner that is least disruptive to established communities, and is responsive to public testimony received at the April 261h Board hearing. Back rg_ouncl: On May 10,2011 the Board of Supervisors on a 4-1 vote approved moving fort.va►d -with a Redistricting ^'.,...atiy° #3 Plan that was a modified version of Alternative 43 presented by Supervisors Bennett and Zaragoza. Supervisor Foy, who voted in Opposition to the motion, voiced objections to that part of A4ttimative-93 the Plan -vvhich would move the l ierra Rejada Valley froth District 4 to District 2. The Plan also includes rnovb ig the Somis cornmunity frorn District 4 to District 2. Discussion- Tierra Rejada Valley: Clearly the Tierra Rejada Greenbelt is of great interest to residents in Eastern Ventura County including the three surrounding cities(Moorpark, Simi Val-ley, and Thousand Oaks), and as such could appropriately be in either district. However since the Tierra Rejada Valley is currently Lvithin Supervisorial District 4 represented by Supervisor Foy and he has stated his objections to having the area incorporated wholly or in part into District 2, it is my recommendation that the Tierra Rejada portion of the Plan dtemative u3 not be incorporated into the redistricting Ordinance that-will be returning to the Board on June 7, 2011. it is my hope that with this revision and working collaboratively we can have a redistricting proposal that I've all can support. Discussion-Somis: Further analysis of Alternative 43 as proposed by Supervisor Zaragoza and Supervisor Berceu shows that a small section of the Somis community on the eastern edge between Sand Can Lyon Road and Balcom Canyon Road was not included with the rest of Somis, It is recommended that this area be included in District 2. Further discussion at the Board led to the approval of a plan that moved Groves 11(Greentree Drive between Bradley Road and Aggen Road)into District 2 from District 4, along with all of the area between Bradley Road and the eastern edge of District 3. However,the adjustment to the western edge of District 2 to include large agricultural parcels west of Aggen Road to the eastern edge of District 3 results in an area that could have greater geographic cohesion if the land were incorWrated into District 3 at Aggen Road instead An Aggen Road western boundary to District 2 would also Rrovide the consistency of having these large parcels of agricultural land in District 3 where there is already a predominance of this land use. Therefore the recommendation in the Somis area is to make two adjustments to the boundaries within the Las Posas Valley. First, it is proposed that the boundary between District 2 and District 4 currently proposed to be located generally along Sand Canyon Road,be moved east to run along Balcom Canyon Road. Second it is proposed that the boundary between District 2 and District 3 at the western end of the valley be moved east to run along Aggen Road. Conclusion: Incorporating these revisions to the Plan approved by the Board on May 10t'will help to ensure the communities of interests are served. boundary lines are more even and the objections regarding the Tierra Rejada Valley are resolved.
