DATE: May 11, 2011 (CC Meeting of May 18, 2011) SUBJECT: Consider Mission Statement, Priorities, Goals and Objectives for Fiscal Year 2011/2012 SUMMARY Attached is the FY 2011/2012 proposed Mission Statement, Priorities, Goals and Objectives. It shows the proposed changes from FY 2010/2011 in legislative format. It also includes the City Council designated "Top Ten (10) Priorities." DISCUSSION It is generally acknowledged that with current staff levels, there are many more objectives listed than can be reasonably expected to be accomplished in the year. In fact, many of the objectives will take several years to fully complete. The City is facing an approximate $375,000 General Fund operating deficit in FY 2011/2012. The projected shortfall is a result of declining development related revenues that historically supported the planning, engineering, and building and safety services, TDA revenues that support transit and street programs, and the need for increased General Fund support of those services as well as Parks and LMDs. In anticipation of this situation over the past four years, a number of staffing changes were made resulting in five fewer management positions from the Moorpark Redevelopment Agency (MRA), Parks and Recreation, Community Development and Public Works, and a shared MRA/Finance competitive service position. This is about ten percent (10%) of the City's full-time work force and sixteen percent (16%) of its management staff. This impacts the ability to complete projects and accomplish objectives. Effective July 1, 2011, a number of changes in the organizational structure will be implemented. These include the Assistant City Manager who will now head a renamed Parks, Recreation and Community Services Department. In addition to its current activities, the Arts Commission and High Street Arts Center (from MRA), Library (from Administrative Services), Emergency Management and Vector/Animal Control (from 25 City Council Agenda Report Re: Mission Statement, Priorities, Goals and Objectives May 11, 2011 (CC Meeting of May 18, 2011) Page 2 City Manager's Office) will be transferred to this department along with a Senior Management Analyst position. Management of the Ruben Castro Human Services Center will also be assigned to this department. The Parks and Recreation Director position will not be filled. The Administrative Services Department, headed by the Deputy City Manager, will assume responsibility for cable television operations, legislative relations, public information and intergovernmental relations, including VCOG from the Assistant City Manager's office. The City Engineer/Public Works Department will assume responsibility for the refuse/recycling activities from the Administrative Services Department. The Senior Management Analyst in the City Manager's Office will be transferred to this department to manage the refuse/recycling activities and other assignments. A part-time intern position will be reassigned to this department and continue working on refuse/recycling activities. Responsibility for the MRA activities, including economic development and affordable housing has been transferred from the Assistant City Manager's office to the Community Development Department. This also includes shifting of the Redevelopment/Economic Development Manager, Management Analyst, and Administrative Secretary positions. Coordination of sustainability activities will be the responsibility of this Management Analyst position, and the High Street Arts Center will be managed by the Parks, Recreation and Community Services Department. The Finance Director will now report directly to the City Manager instead of the Assistant City Manager. For FY 2010/11, it was anticipated that the Senior Management Analyst in the City Manager's Office would assume responsibility for coordination of the City's sustainability activities including oversight of the Traffic Systems Management (TSM) Fund. This was also designated as a new Top Ten Priority. For a number of reasons including workload, priorities, and anticipated reassignment of responsibilities, this was not initiated. As previously mentioned, as part of the reassignment of staff and responsibilities effective July 1, 2011, the coordination of sustainability activities will be the responsibility of the Community Development Department's Management Analyst. A written status report on the various priorities and objectives is not included as part of this report. The City Council Bimonthly Report provides a status on most of these items as well as other staff work efforts. Staff will respond to specific Council questions when this matter is considered. 26 City Council Agenda Report Re: Mission Statement, Priorities, Goals and Objectives May 11, 2011 (CC Meeting of May 18, 2011) Page 3 On February 2, 2011, the City Council received a status report and discussed the current goals and objectives. In addition, the objectives were discussed with the Arts Commission, Parks and Recreation Commission, and Planning Commission at separate joint meetings on March 29, 2011. The objectives in support of the seven adopted goals have been placed in one of three categories based on the projected time needed to complete the objective, as follows: A. 0 to 2 years B. 2 to 5 years C. 5+ years There are 117 FY 2011/2012 proposed objectives; and five (5) proposed objectives were moved from the Potential Objectives list. Also from the Potential Objectives list, two (2) objectives were added, one (1) deleted, and two consolidated into one (1) from the approved list dated June 16, 2010. The current listing of objectives in support of the Top Ten Priorities will be modified when the Council approves the final list. Of the 117 proposed objectives, 85 are in the 0 to 2 years' category, 24 are in the 2 to 5 years' category, and 8 are in the 5+ years' category. There were 111 objectives in FY 2010/2011.
