MINUTES OF THE CITY COUNCIL

A Special Meeting of the City Council of the City of Moorpark was held on July 20, 2011,
in the Community Center of said City located at 799 Moorpark Avenue, Moorpark,
California.
1. CALL TO ORDER:
Mayor Parvin called the meeting to order at 8:07 p.m.
2. ROLL CALL:
Present: Councilmembers Mikos, Millhouse, Pollock, Van Dam, and
Mayor Parvin.
Staff Present: Steven Kueny, City Manager; Greg Murphy, Assistant City
Attorney; Hugh Riley, Assistant City Manager; Deborah
Traffenstedt, Deputy City Manager; David Bobardt,
Community Development Director; Jeremy Laurentowski,
Parks and Landscape Manager; and John Brand, Senior
Management Analyst.
3. PUBLIC COMMENT:
None.
4. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
5. CLOSED SESSION:
Mr. Kueny requested the Council go into closed session for discussion of one
case under Item 5.A. and eight cases under Item 5.B.
Mr. Murphy announced, for the one case under Item 5.A., the facts and
circumstances creating significant exposure to litigation, consist of a written
communication received on July 19, 2011, from Ventura County Counsel
concerning Santa Clara County Superior Court Case No. 1- 00 -CV- 788657:
County of Santa Clara, et al. v. Atlantic Richfield Company, et al.
MOTION: Councilmember Mikos moved and Councilmember Millhouse seconded a
motion to recess to closed session for discussion of one case under Item 5.A. and eight
cases under Item 5.B. on the agenda. The motion carried by unanimous voice vote.
The time was 8:08 p.m.

B. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION
Initiation of litigation pursuant to Subdivision (c) of Section 54956.9 of the
Government Code: (Number of cases to be discussed — 4)
Present in closed session were Councilmembers Mikos, Millhouse, Pollock, Van
Dam, and Mayor Parvin; Steven Kueny, City Manager; Greg Murphy, Assistant
City Attorney; Hugh Riley, Assistant City Manager; Deborah Traffenstedt, Deputy
City Manager; David Bobardt, Community Development Director; Jeremy
Laurentowski, Parks and Landscape Manager; and John Brand, Senior
Management Analyst.
Mr. Brand left the meeting at 8:35 p.m. and Mr. Laurentowski left the meeting at
8:45 p.m.
The Council reconvened into open session at 9:23 p.m. Mr. Kueny stated one
case under Item 5. A. and six cases under Item S.B. were discussed and there
was no action to report.
6. ADJOURNMENT:
Mayor Parvin adjourned the meeting at 9:23 p.m.
