SUBJECT: Consider Resolution Adopting Certain Parking Restrictions on
Millard Street between Torridon Court and Westcott Court, and
Majestic Court between Millard Street and 100 Feet East of Dartmoor
Court, and Designating the Intersection of Millard Street and Majestic
Court to be a Four -Way Stop Intersection
DISCUSSION
To provide additional street parking within Tract 5133 - Shea Homes, it is
recommended that a "No Parking — 2:00 a.m. to 6:00 a.m." zone be established on the
east side of Millard Street between Torridon Court and Westcott Court. This section is
currently posted as "No Stopping Anytime." Apparently, this was posted without City
Council approval. In addition, the south side of Majestic Court, between Millard Street
and 100 feet east of Dartmoor Court, is also recommended to have a parking restriction
of 2:00 a.m. to 6:00 a.m. This change will increase the limited street parking available
to residents and their guests. Over the past year, staff has received several requests
from residents in this area for additional street parking, especially for their guests. If
adopted, the attached resolution will modify the existing "No Stopping Anytime" parking
restriction on the referenced sections of Millard Street and Majestic Court to "No
Parking - 2:00 a.m. to 6:00 a.m."
It is also recommended that the City Council approve a four -way STOP at the
intersection of Millard Street and Majestic Court.

FISCAL IMPACT
The proposed change will require the replacement of five existing parking restriction
signs at a total estimated cost of about $300.00 which is included in the current FY
2011/12 budget appropriation for these purposes.

RESOLUTION NO. 2011 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ADOPTING PARKING
RESTRICTIONS ON MILLARD STREET AND MAJESTIC
COURT, AND DESIGNATING THE INTERSECTION OF
MILLARD STREET AND MAJESTIC COURT TO BE A FOUR -
WAY STOP INTERSECTION
WHEREAS, Section 22507 of the California Vehicle Code (CVC) authorizes a
local agency to establish parking restrictions, including the establishment of preferential
parking zones, on any street within its jurisdiction; and
WHEREAS, Section 21354 of the California Vehicle Code (CVC) authorizes a
local agency to designate any intersection under its jurisdiction to be a "STOP"
intersection; and
WHEREAS, the City Council has determined that it is necessary to modify certain
parking restrictions on the east side of Millard Street, between Torridon Court and
Westcott Court, and on the south side of Majestic Court, between Millard Street and 100
feet east of Dartmoor Court, in order to provide additional street parking of vehicles; and
WHEREAS, the City Council has determined that it is necessary to designate the
intersection of Millard Street and Majestic Court to be a four -way "STOP" intersection.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Existing "No Stopping Anytime" zones on the east side of Millard
Street between Torridon Court and Westcott Court, and on the south side of Majestic
Court, between Millard Street and 100 feet east of Dartmoor Court, are hereby modified
to a "No Parking — 2:00 a.m. to 6:00 a.m." zone.
SECTION 2. The intersection of Millard Street and Majestic Court is hereby
designated to be a four -way STOP intersection and STOP signs are hereby directed to be
installed at all entrances thereto.
SECTION 3. The City Manager is hereby directed to provide for the placement of
signs or markings giving notice of the revised parking restrictions and designated STOP
intersection provided for herein.
SECTION 4. The City Clerk shall certify to the adoption of this resolution and shall
cause a certified resolution to be filed in the book of original resolutions.
