O z 0949 1^^m0r1 arFa J�� NOTICE AND CALL OF A SPECIAL MEETING OF THE MOORPARK CITY COUNCIL TO THE MEMBERS OF THE MOORPARK CITY COUNCIL: NOTICE IS HEREBY GIVEN that a Special Meeting of the City Council of the City of Moorpark is hereby called to be held on Wednesday, September 14, 2011, commencing at 7:00 p.m. Said meeting will convene in the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. Said Special Meeting shall be for the purpose of considering the following: 1. CALL TO ORDER: 2. PLEDGE OF ALLEGIANCE: 3. ROLL CALL: 4. PROCLAMATIONS AND COMMENDATIONS: A. Introduction of New City Employee, Alriel Gali, Assistant Engineer in the City Engineer/Public Works Department. 5. PUBLIC COMMENT: 6. REORDERING OF, AND ADDITIONS TO, THE AGENDA: All writings and documents provided to the majority of the City Council regarding all open-session agenda items are available for public inspection at the City Hall public counter located at 799 Moorpark Avenue during regular business hours. The agenda packet for all regular City Council meetings is also available on the City's website at www.ci.mooroark.ca.us. Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing or a Presentation/Action/ Discussion item. Speakers who wish to address the Council concerning a Public Hearing or Presentations/Action/Discussion item must do so during the Public Hearing or Presentations/Action/ Discussion portion of the Agenda for that item. Speaker cards must be received by the City Clerk for Public Comment prior to the beginning of the Public Comments portion of the meeting; for a Presentation/Action/Discussion item, prior to the Mayor's call for speaker cards for each Presentation/Action/Discussion agenda item; and for a Public Hearing item, prior to the opening of each Public Hearing, or beginning of public testimony for a continued hearing. A limitation of three minutes shall be imposed upon each Public Comment and Presentation/Action/Discussion item speaker. A limitation of three to five minutes shall be imposed upon each Public Hearing item speaker.Written Statement Cards may be submitted in lieu of speaking orally for open Public Hearings and Presentation/Action/Discussion items. Consider Resolutions Revising the Rules and Regulations Governing City Park Rentals and Adopting Revised Park Rental Fees, Deposits, and Additional Charges, and Rescinding Resolution No. 2007-2635. Staff Recommendation: 1) Adopt Resolution No. 2011- , Rules and Regulations Governing City Park Rentals, rescinding Resolution No. 2007- 2635; 2) Adopt Resolution No. 2011- , Park Rental Fees, Deposits, and Additional Charges. Staff Recommendation: Approve the warrant register. D. Consider Sponsorship of the Metrolink Holiday Toy Express. Consider Amendment No. 1 to an Agreement with the Ventura County Transportation Commission to Provide Free Bus Transfer Service Between Moorpark City Transit and VISTA. Staff Recommendation: Authorize the City Manager to sign Amendment No. 1 to the Agreement for free bus transfers, subject to final language approval of the City Manager and City Attorney. (Staff: Shaun Kroes) F. Consider Resolution Approving Lease Agreement between the City of Moorpark and Moorpark Foundation for the Arts for the Property Located at 33 High Street, Suite 100. Staff Recommendation: Adopt Resolution No. 2011- , approving lease agreement, subject to final language approval of the City Manager and City Attorney. (Staff: David Moe) G. Consider Authorization of Recordation of the Notice of Completion for South Metrolink Parking Lot Security/Retaining Wall and Authorization for Release of Project Bonds in Accordance with Contract Provisions. Staff Recommendation: Authorize the City Clerk to file the Notice of Completion and release the project bonds as outlined in the agenda report. (Staff: David Moe) H. Consider Resolution Amending the Fiscal Year 2011/12 Budget to Increase Appropriations for Fiscal Year 2010/11 Purchase Order Carry Over. Staff Recommendation: Adopt Resolution No. 2011- ROLL CALL VOTE REQUIRED (Staff: Ron Ahlers) I. Consider Resolution of the City Council in its Capacity as the Legislative Body of the Community Facilities District No. 2004-1 (Moorpark Highlands) Ordering that Delinquent Special Tax Installments for Specified Properties be Removed from the Tax Roll and Forwarded to Foreclosure Counsel.
