Moorpark, California September 14, 2011
A Special Meeting of the City Council of the City of Moorpark was held on September
14, 2011, in the Community Center of said City located at 799 Moorpark Avenue,
Moorpark, California.
1. CALL TO ORDER:
Mayor Parvin called the City Council meeting to order at 7:03 p.m.
2. PLEDGE OF ALLEGIANCE:
Al Gali, Assistant Engineer, led the Pledge of Allegiance.
3. ROLL CALL:
Present: Councilmembers Mikos, Millhouse, Pollock, Van Dam, and
Mayor Parvin.
Staff Present: Steven Kueny, City Manager; Hugh Riley, Assistant City
Manager; Deborah Traffenstedt, Deputy City Manager; Ron
Ahlers, Finance Director; David Bobardt; Dave Klotzle, City
Engineer/Public Works Director; David Moe, Redevelopment
Manager; Shaun Kroes, Senior Management Analyst;
Stephanie Shaw, Recreation Superintendent; Captain Ron
Nelson, Sheriff's Department; and Maureen Benson, City
Clerk.
4. PROCLAMATIONS AND COMMENDATIONS:
A. Introduction of New City Employee, Alriel Gali, Assistant Engineer in the
City Engineer/Public Works Department.
Mayor Parvin introduced Al Gali, Assistant Engineer in the Public Works
Department.
5. PUBLIC COMMENT:
None.

7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND
MAYOR:
Councilmember Mikos announced the 2nd Annual Moorpark Beer Festival to
kick-off Country Days will be held on Friday night, September 30, 2011.
Councilmember Van Dam announced the final weekend to attend the High Street
Arts Center's production of"A Few Good Men" is approaching.
Mayor Parvin announced the City will host a free electronic waste collection and
secure paper shredding event on September 17th.
Mayor Parvin announced Coastal Cleanup Day will include cleaning up the
Arroyo on September 17th.
Mayor Parvin announced a Free Landfill Day for Moorpark residents will take
place on September 18th.
Mayor Parvin announced September is National Library Card Sign-up Month and
the Moorpark City Library will be hosting "Star Wars Day" on September 17th to
promote library cards for children.
Mayor Parvin announced the annual Country Days Parade and Street Fair will
take place on High Street on October 1st.
8. PUBLIC HEARINGS:
None.
9. PRESENTATION/ACTION/DISCUSSION:
A. Consider Proposal from Artist John Fisher for Public Art Project at the
Ruben Castro Human Services Center. Staff Recommendation: Approve
artist's proposal for public art at the Ruben Castro Human Services
Center.
Mr. Riley gave the staff report.
A discussion followed among the Councilmembers and staff regarding: 1)
Guarantees for project follow-up to avoid issues as experienced with the
Veteran's Memorial defective materials; 2) Assurances that engineering
standards will be followed and inspected; and 3) Qualifying the money for
the artwork is not coming from the General Fund.

Councilmember Mikos requested a future agenda item to discuss public
seating at the September 11th Memorial and to include seating criteria in
future public art installations.
There were no speakers.
MOTION: Mayor Parvin moved and Councilmember Mikos seconded a motion to
approve the artist's proposal for public art at the Ruben Castro Human Services
Center as provided in the agenda report. The motion carried by unanimous voice
vote.
B. Consider Resolutions Revising the Rules and Regulations Governing City
Park Rentals and Adopting Revised Park Rental Fees, Deposits, and
Additional Charges; and Rescinding Resolution No. 2007-2635. Staff
Recommendation: 1) Adopt Resolution No. 2011-3056, Rules and
Regulations Governing City Park Rentals, rescinding Resolution No. 2007-
2635; and 2) Adopt Resolution No. 2011-3057, Park Rental Fees,
Deposits, and Additional Charges. ROLL CALL VOTE REQUIRED
Ms. Shaw gave the staff report.
In response to Councilmember Pollock's suggestion that this item be
continued to a regular meeting as the public affected by the changes may
not be aware of the proposed changes, staff stated the Parks and
Recreation Commission reviewed the changes at a public meeting;
Councilmember Van Dam stated the largest groups affected are youth
sports organizations, which are in constant contact with the Recreation
Superintendent; and Mr. Kueny stated these changes deal mostly with the
general public who travel to Moorpark to use the fields.
There were no speakers.
MOTION: Mayor Parvin moved and Councilmember Van Dam seconded a
motion to: 1) Adopt Resolution No. 2011-3056, Rules and Regulations
Governing City Park Rentals, rescinding Resolution No. 2007-2635; and 2) Adopt
Resolution No. 2011-3057, Park Rental Fees, Deposits, and Additional Charges.
The motion carried by roll call vote 4-1, Councilmember Pollock dissenting.
C. Consider Resolution Finding No Municipal Need for the City-Owned
Property at 500 West Los Angeles Avenue; and Lease Agreement
between the City of Moorpark and Tom Lindstrom RV Sales, Inc. for Said
Property. Staff Recommendation: 1) Adopt Resolution No. 2011-3058;
and 2) Approve lease agreement, subject to final language approval by
the City Manager and City Attorney.
Mr. Moe gave the staff report.

Councilmember Mikos stated for the record she wanted to make sure if
the original lighting conditions for the Conditional Use Permit were
deemed inadequate in limiting the intensity or glare to adjacent residential
property, the conditions would provide for a mechanism to give flexibility to
staff to resolve any problems.
There were no speakers.
MOTION: Councilmember Pollock moved and Councilmember Millhouse
seconded a motion to: 1) Adopt Resolution No. 2011-3058; and 2) Approve
lease agreement, subject to final language approval by the City Manager and
City Attorney. The motion carried by unanimous voice vote.
10. CONSENT CALENDAR: (ROLL CALL VOTE REQUIRED)
MOTION: Councilmember Millhouse moved and Councilmember Van Dam seconded a
motion to approve the Consent Calendar. The motion carried by unanimous roll call
vote.
A. Consider Minutes of Special Meeting of August 24, 2011 . Staff
Recommendation: Approve the minutes.
B. Consider Warrant Register for Fiscal Year 2010/11 — September 7, 2011.
Staff Recommendation: Approve the warrant register.
C. Consider Warrant Register for Fiscal Year 2011/12 — September 7, 2011
Staff Recommendation: Approve the warrant register.
D. Consider Sponsorship of the Metrolink Holiday Toy Express. Staff
Recommendation: Approve $2,000.00 sponsorship for the Metrolink
Holiday Toy Express.
E. Consider Amendment No. 1 to an Agreement with the Ventura County
Transportation Commission to Provide Free Bus Transfer Service
Between Moorpark City Transit and VISTA. Staff Recommendation..
Authorize the City Manager to sign Amendment No. 1 to the Agreement
for free bus transfers, subject to final language approval of the City
Manager and City Attorney.
F. Consider Resolution Approving Lease Agreement between the City of
Moorpark and Moorpark Foundation for the Arts for the Property Located
at 33 High Street, Suite 100. Staff Recommendation: Adopt Resolution
No. 2011-3059, approving lease agreement, subject to final language
approval of the City Manager and City Attorney.
G. Consider Authorization of Recordation of the Notice of Completion for
South Metrolink Parking Lot Security/Retaining Wall and Authorization for

Release of Project Bonds in Accordance with Contract Provisions. Staff
Recommendation: Authorize the City Clerk to file the Notice of
Completion and release the project bonds as outlined in the agenda
report.
H. Consider Resolution Amending the Fiscal Year 2011/12 Budget to
Increase Appropriations for Fiscal Year 2010/11 Purchase Order Carry
Over. Staff Recommendation: Adopt Resolution No. 2011-3060_. ROLL
CALL VOTE REQUIRED
Consider Resolution of the City Council in its Capacity as the Legislative
Body of the Community Facilities District No. 2004-1 (Moorpark
Highlands) Ordering that Delinquent Special Tax Installments for Specified
Properties be Removed from the Tax Roll and Forwarded to Foreclosure
Counsel. Staff Recommendation: Adopt Resolution No. 2011-3061 .

13. ADJOURNMENT:
MOTION: Councilmember Millhouse moved and Councilmember Van Dam seconded a
motion to adjourn the meeting. The motion carried by unanimous voice vote. The time
was 7:47 p.m.
